HomeMy WebLinkAboutAgenda - May 17, 2021 5/17/2021 - 1 - AGENDA REGULAR MEETING OF THE CITY COUNCIL, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, THE PUBLIC FINANCING AUTHORITY OF THE CITY OF AZUSA CORONAVIRUS (COVID-19) ADVISORY Due to the local State of Emergency resulting from the threat of Novel Coronavirus (COVID-19), Governor Newsom has issued Executive Order N-29-20 in which Section 3 supersedes Paragraph 11 of Executive Order N-25-20 (issued on March 12, 2020) addressing Brown Act regulations. This new order states that the City does not need to make a physical location available for members of the public to observe a public meeting and offer public comment. The Order allows the City to hold City Council meetings via teleconferencing and allows for members of the public to observe and address the meeting telephonically or electronically. To comply with the recent Health Orders issued by the Governor and Los Angeles County Health Department, the City Council meetings scheduled for Monday, May 17, 2021 at 6:30 & 7:30 p.m. are Closed to the Public. Those wishing to comment on items virtually on the closed session agenda 6:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 964 3223 5600 between 6:00 P.M - 6:30 P.M. Those wishing to make public comment virtually on the Regular City Council meeting agenda at 7:30 P.M. may do so by calling (669) 900-6833 and when prompted entering the following meeting ID # 964 4491 3395 between 6:30 P.M. – 7:30 P.M. No calls will be accepted after 7:30 P.M. Please note if you call in for Public Comment, you will be placed in a waiting room up until your turn to speak. NOTE: You will not be able to hear the meeting live from the call but may access the meeting by clicking the link below or on your local cable access channel. Closed Session Report by the City Attorney 5/17/2021 - 3 - CEREMONIAL 1. Presentation of Proclamation proclaiming the week of May 16-22, 2021 as National Public Works Week in the City of Azusa. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE ISSUANCE OF A REFUNDING BOND OF COMMUNITY FACILITIES DISTRICT NO. 2002-1 (MOUNTAIN COVE) OF THE CITY OF AZUSA FOR THE PURPOSE OF DEFEASING AND REFUNDING CERTAIN OUTSTANDING BONDS OF SUCH COMMUNITY FACILITIES DISTRICT, APPOINTING A FISCAL AGENT, APPROVING IRREVOCABLE REFUNDING INSTRUCTIONS TO BE EXECUTED IN CONNECTION WITH THE ISSUANCE OF THE REFUNDING BOND AND CERTAIN OTHER ACTIONS. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-C23 approving the issuance of a refunding bond to refund outstanding bonds of Community Facilities District 2002-1 Special Tax Bonds (Mountain Cove), appoint a fiscal agent, and approve the execution of necessary financing documents. 2. ADOPT A RESOLUTION APPROVING A CITY OF AZUSA CO-SPONSORSHIP AND WAIVER POLICY AND APPROVAL OF 2021-22 CO-SPONSORSHIPS. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-C24, providing for a City of Azusa Co-Sponsorship and Waiver Policy; and 2) Approve the proposed co-sponsorships for 2021-22. 5/17/2021 - 4 - 3. DISCUSSION REGARDING LOS ANGELES COUNTY DISTRICT ATTORNEY SPECIAL DIRECTIVES AND ADOPTION OF RESOLUTION. RECOMMENDED ACTION: 1) Discuss the information provided in this report and determine whether to adopt a Resolution No. 2021- C25 similar to the ones adopted by other Los Angeles County cities. E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF MAY 3, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED APRIL 29, 2021 THROUGH MAY 13, 2021. RECOMMENDED ACTION: Adopt Resolution No. 2021-C26 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER FOR TRUSAIC. RECOMMENDED ACTION: Approve an increase to the Trusaic Blanket Purchase Order #033750 for Fiscal Year 2020/21 to a not-to exceed amount of $31,000. 5. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SIDEWALK AND ADA IMPROVEMENTS PROJECT NO. 602093-19 LOCATED WITHIN THE AREA BOUNDED BY HANKS STREET ON THE NORTH, FIRST STREET ON THE SOUTH, PASADENA AVENUE ON THE WEST, AND CERRITOS AVENUE ON THE EAST. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the CDBG-funded Sidewalk and ADA Improvements Project No. 602093-19. 5/17/2021 - 5 - 6. APPROVAL OF MEMORANDUM OF UNDERSTANDING BY AND BETWEEN THE CITY OF AZUSA POLICE DEPARTMENT AND AZUSA PACIFIC UNIVERSITY GRANTING LIMITED POWERS OF ARREST. RECOMMENDED ACTION: Approve the Agreement between the City of Azusa and APU granting limited powers of arrest pursuant to California Penal Code 830.7(b) only. The term of the Agreement shall commence upon execution by both parties and terminate June 30, 2025, unless sooner extended or terminated; authorize the City Manager or designee to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 7. SECOND AMENDMENT TO PROFESSIONAL SERVICE AGREEMENT BETWEEN THE CITY OF AZUSA AND TRANSTECH ENGINEERS INC., TO PROVIDE CONTRACT PLAN REVIEW AND INSPECTION SERVICES. RECOMMENDED ACTION: Approve the second amendment to the Professional Services Agreement with Transtech Engineers Inc. to provide plan review and inspection services; Approve budget amendment in the amount of $430,516.19 for fiscal year 2020/2021 for plan review and inspection services; Approve a one (1) year extension to the Professional Services Agreement with Transtech Engineers Inc.; and Authorize the City Manager to execute an amendment, in a form acceptable to the City Attorney on behalf of the City. 8. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF FEBRUARY 2021. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of February 2021. 9. APPROVAL OF SPECIFICATIONS FOR A THREE YEAR CITYWIDE TREE MAINTENANCE CONTRACT AND AUTHORIZATION FOR STAFF TO PROCEED WITH THE FORMAL BIDDING PROCESS. RECOMMENDED ACTION: Approve specifications for the Citywide Tree Maintenance Program; and Authorize Staff to issue a Request for Bids for citywide tree maintenance services. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED APRIL 29, 2021 THROUGH MAY 13, 2021. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-R07 allowing certain claims and demands to be paid out of Successor Agency Funds. G.
