SUBJECT: ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A
NOTICE OF COMPLETION FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) SIDEWALK AND ADA IMPROVEMENTS PROJECT NO. 602093-
19 LOCATED WITHIN THE AREA BOUNDED BY HANKS STREET ON THE
NORTH, FIRST STREET ON THE SOUTH, PASADENA AVENUE ON THE WEST,
AND CERRITOS AVENUE ON THE EAST
BACGROUND:
On November 2, 2020, the City Council awarded a contract to Kalban Inc. for the Sidewalk and
Americans with Disabilities (ADA) Act Improvements Project No. 602093-19, funded by the City of
Azusa Community Development Block Grant (CDBG) Program (FY 2019-2020). The project was
completed on April 07, 2021. The proposed actions will accept the improvements and authorize Staff to
file a Notice of Completion for the project.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Accept the project improvements; and
2)Authorize Staff to file a Notice of Completion for the CDBG-funded Sidewalk and ADA
Improvements Project No. 602093-19.
ANALYSIS:
The completed project repaired uplifted/damaged sidewalks and installed curb ramps in compliance with
the latest standards for ADA requirements. The project focused on areas that qualified for CDBG funds.
The areas addressed were Cerritos Avenue between Hanks Street to Duell Street, and First Street from
Pasadena Avenue to Rodecker Drive.

The final improvements included installation of ten (10) ADA curb ramps, replacement of 4,800 square
feet of cross gutters and 1,250 square feet of new sidewalk. Although the project improvements were
completed on April 07, 2021, federally-funded construction projects are required to be reviewed by the
Community Development Commission (CDC) of the County of Los Angeles to ensure contract and
labor compliance. The CDC completed its Labor Compliance File Review on April 29, 2021 and the
Clearance Letter is pending.
FISCAL IMPACT:
The project was funded by CDBG funds and completed within budget at a total construction cost of
$116,070.00.
