NOTICE TO THE PUBLIC
Copies of staff reports or other written documentation relating to each item of business referred to on
the Agenda are on file in the Office of the City Clerk and are available for public inspection at the City
Library.
Persons who wish to speak during the Public Participation portion of the Agenda, shall fill out a card
requesting to speak and shall submit it to the City Clerk prior to the start of the City Council meeting.
When called, each person may address any item on or off the agenda during the public participation.

(Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum
time, subject to compliance with applicable meeting rules. Questions to the speaker or
responses to the speaker's questions or comments shall be handled after the speaker has
completed his/her comments. Public Participation will be limited to sixty (60) minutes time.)

At least 72 hours before a regular meeting, the legislative body of the local agency, or its designee,
shall post an agenda containing a brief general description of each item of business to be transacted or
discussed at the meeting, including items to be discussed in closed session.
A brief general description of an item generally need not exceed 20 words. The agenda shall specify
the time and location of the regular meeting and shall be posted in a location that is freely accessible to
members of the public.
No action or discussion shall be undertaken on any item not appearing on the posted agenda, except
that members of a legislative body or its staff may briefly respond to statements made or questions
posed by persons exercising their public testimony rights.

Notification of three (3) working days prior to the meeting when special services are
needed, will assist staff in assuring that reasonable arrangements can be made to

Hospital to reinstate location of parking spaces for disabled.
COVINA - A local hospital is having to reverse course after complaints from patients that
its relocation of disabled parking spaces violated the law. In early January, Citrus Valley
Medical Center Inter-Community Campus relocated its blue-striped disabled parking
spaces about 200 feet from their original site near the facility's entrance. Federal law
states that such spaces must be located "on the shortest accessible route of travel from
adjacent parking to an accessible entrance." Hospital officials say the spaces were
moved in order to comply with other Americans with Disabilities Act guidelines. But
Covina resident Richard T. Stoney said the hospital's actions were counterproductive.
"It was really amazing to see that kind of thing in this day and age," said Stoney, who
discovered the change in late February while taking his wife, who uses a wheelchair, to
her doctor for a checkup. "Many people with manual wheelchairs had to push for a long
distance." Before being moved, most of Inter-Community's disabled parking spots were
in the first row of spaces directly in front of the hospital's entrance. Greg Landers, the
hospital's vice president of facilities, said the parking spots were moved in early January
after officials learned they did not meet several ADA requirements for length, width and
slope for disabled spaces. The law requires such spaces to be at least 96 inches wide,
with access aisles not exceeding a 2 percent slope in all directions. "To proactively
correct that we moved the spots as close as we could to the hospital but to an area
where we could meet those requirements," said Landers. "In doing so it appears that
there are individuals who are more interested in having the spots closer without
knowing, realizing or caring about the other requirements one is supposed to meet."
Covina spokeswoman Bobbi Kemp said the city had received letters about the situation
and was in touch with hospital officials. "They are cooperating fully," Kemp said. "The
engineer over there is meeting with \ next week, they are bringing a site plan and have
every intention of correcting the problem." The hospital is working with the city and a
company that specializes in ADA compliance to move the parking spaces back to where
they were, while still meeting all other ADA requirements. Robert James, director of
engineering for the hospital, said the facility provides enough disabled spaces to meet
ADA rules. There are also six to eight yellow-marked spaces in front of the hospital's
entrance that are reserved for special needs patients with permits. "Security has been
instructed that even if they don't have the special permit but have a \ placard, they are
allowed to park there," Landers said, adding that those spots will remain once the
disabled spaces are moved back. James said that he hoped to have the city approve the
hospital's plans next week. "Then within a week or so we hope we can have our
parking people get the spaces changed," he said. "We are working hard to do this in a
timely manner." Stoney, who filed letters with the city and the hospital to complain
about the move, said he was happy to get a response from the city. "The places with
the worst handicapped access many times are hospitals, dentist offices, clinics," he said.
"All the places you would think would have disabled access as No. 1 on their list."
