HomeMy WebLinkAboutMinutes - April 26, 2021 - CC, Adjourned Regular Meeting CITY OF AZUSA MINUTES OF THE ADJOURNED REGULAR MEETING AND SPECIAL CITY COUNCIL MEETING OF THE CITY COUNCIL MONDAY, APRIL 26, 2021 – 6:30 P.M. The City Council of the City of Azusa, met in Special Session at the above date and time in the Azusa Light and Water Conference Room located at 729 N. Azusa Avenue, Azusa, California, 91702. Meeting was held via video conference only. REGULAR SESSION Mayor Gonzales called the meeting to order at 7:30 P.M., following Utility Board. ROLL CALL: Roll call was taken by City Clerk Cornejo. PRESENT: COUNCILMEMBERS: GONZALES, MACIAS, ALVAREZ, AVILA, MENDEZ ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Director of Utilities Robledo, Deputy City Manager De Anda-Scaia, and Chief Deputy City Clerk Garcia. PUBLIC COMMENT None. SCHEDULED ITEMS INTRODUCE FIRST READING OF AN ORDINANCE TO REPEAL SECTION 78-40 OF THE AZUSA MUNICIPAL CODE RELATED TO THE RATE STABILIZATION RESERVE FOR STRANDED INVESTMENT AND ADOPT A RESOLUTION DIRECTING THE TRANSFER OF FUNDS TO THE ELECTRIC FUND UNRESTRICTED RESERVE Director of Utilities Robledo presented the Staff Report describing the general reserve fund, revenue reduction, a large lump sum payment made to CalPERS, and the benefits of combining the general reserve and restricted reserve funds. Discussion ensued regarding details about revenue fund amounts and rate action, the possible outcomes of choosing not to redirect the stranded investment reserve funds, the lack of need for a stranded investment reserve fund, Council control over the spending of funds, and whether the stranded investment fund served its purpose. Councilmember Mendez offered Resolution No. 2021-C18 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DIRECTING THE DIRECTOR OF ADMINISTRATIVE SERVICES TO TRANSFER ALL MONIES FROM THE RATE STABILIZATION FUND RESERVE FOR STRANDED INVESTMENT TO THE ELECTRIC FUND UNRESTRICTED RESERVE Moved by Councilmember Mendez, seconded by Mayor Pro-Tem Avila, and carried by the following vote of the Council to make a finding that events have overtaken the purpose of maintaining the Rate Stabilization Reserve Fund for Stranded Investment within the Electric Fund; and Adopt Resolution No. 2021-C18 directing the Director of Administrative Services to transfer all monies from the Rate Stabilization Fund Reserve for Stranded Investment to the Electric Fund Unrestricted Reserve. AYES: COUNCILMEMBERS: GONZALES, ALVAREZ, AVILA, MENDEZ NOES: COUNCILMEMBERS: MACIAS Mayor Pro-Tem Avila offered Proposed Ordinance NO. 2021-C02 entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, REPEALING SECTION 78- 40 OF THE AZUSA MUNICIPAL CODE RELATING TO A RESERVE FOR STRANDED INVESTMENT WITHIN THE ELECTRIC FUND Moved by Mayor Pro-Tem Avila, seconded by Councilmember Alvarez, and carried by the following vote of the Council to waive further reading, read by title only, and introduce Ordinance No. 20201-02, repealing section 78-40 of the Azusa Municipal Code relating to Reserve for Stranded Investment within the Electric Fund. CLOSED SESSION The City Council recessed into Closed Session at 8:00 P.M. to discuss the following: PUBLIC EMPLOYEE PERFORMANCE EVALUATION Pursuant to California Government Code, Section 54057 Title: City Manager Title: City Attorney CLOSED SESSION REPORT The City Council reconvened at 9:11 P.M.; City Attorney Martinez announced that there was no reportable action.
