Mayor Cooney called the meeting to order. Present at Roll Call: Councilmen: Rubio, Calvert, Solem, Mc Lees, Cooney Also Present: City Administrator Foxworthy, City Clerk Miller City Clerk Miller stated that by Resolution No. 5370, adopted April 1, 1968, the City Clerk was authorized to canvass the results of the General Municipal Election held on April '% 1968, and read the City Clerks' Certificate of Canvass, copies of which were distributed to Council. City Clerk Miller also stated that the Certifi- cate of Canvass will be attached as Exhibit "A" to a Resolution declaring the results of the Municipal Election. Election Res. x{5387 1 1 1 1 77 AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 16, 1968 Page 2 A RESOLUTION OF T.'E CITY COU`;CIL OF THE CITY OF AZUSA, CALIFORNIA, RECITI2'G THE FACT OF TEE GENERAL :• U:'ICIPAL ELECTION HELD IN SAID CITY OF AZUSA ON THE 9TH DAY OF APRIL, 1968, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. WHEREAS, a regular general municipal election was held and conducted in the City of Azusa, County of Los Angeles, State of California, on Tuesday, the 9th day of April, 1968, as required by law; and WHEREAS, notice of said election was duly and regularly given in time, form and canner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities; and WHEREAS, pursuant to Resolution No. 5370 adopted the 1st day of April, 1968, the City Clerk of the City of Azusa canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made a part hereof as "Exhibit A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That there were 18 voting precincts established for the purpose of holding said election consisting of the regular election precincts in the City of Azusa as established for the holding of state and county elections. SECTION 2. That said regular general municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: 1 1 11 AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 16, 1968 Page 3 Two Me- ,bers of the City Council of said City for the full term of four years; :'. City Clerk of said City for the full term of four years; A City Treasurer of said City for the full term of four years; SECTION 3. That the whole number of votes cast in said City t.except absent voter ballots) was 2598. That the whole number of absent voter ballots cast in said City was 55, making a total of 2653 votes cast in said City. SECTION 4. That the names of persons voted for at said election for Member of the City Council of said City are as follows: CHARLES B. McLEES FERNANDO A. RUBIO WILLIAM D. BRAD:dAY 4iILLARD R. DECKER EUGENE (GENE) OSKO That the names of the persons voted for at said election for City Clerk of said City are as follows: JAMES (JIM) MILLER ARTHUR (ART) D. JAMES DEAN F. KLARR That the names of the persons voted for at said election for City Treasurer of said City are as follows: ALEC WATKINS ROBERTA G. BEHRENS INGA (KAY) C. CAIN W. WESLEY (WES) KLOEPFER BRYAN (GENE) E. ROBERTS That the number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the respective offices for which said persons were candidates were as listed in Exhibit "A" attached. 1 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 16, 1968 Page 4 SECTION 5. The City Council does declare and determine that: Fernando A. Rubio was elected as Member of the City Council of said City for the full term of four years; ' Willard R. Decker was elected as Member of the City Council of said City for the full term of four years; Dean F. Klarr was elected City Clerk of said City for the full term of four years; Alec Watkins was elected City Treasurer of said City for the full term of four years; 1 SECTION 6. The City Clerk shall enter on the records of the City Council of said City, a statement of the result of said eloction, showing: (1) The whole number of votes cast in the city; (2) The names of the persons voted for; (3) The measures voted upon; (4) For what office each person was voted for; (5) The number of votes given at each precinct to each person, and for and against each measure; (6) The number of votes given in the city to each person, and for and against each measure. SECTION 7. That the City Clerk shall immediately make and, upon compliance by the persons elected with the provisions of Section 11565 and Section 11568 of the Elections Code of the State of California, shall deliver to each of such persons so elected a Certificate of Election signed by him and duly authenticated; that he shall also administer to each person elected, the Oath of Office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in his office. Whereupon, each and all of said persons so elected shall be in- ducted into the respective office to which they have been elected. t 1 1 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 16, 1968 Page 5 SECTION 8.• That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of the passaSe and adoption thereof in the records of the. proceedings of the City Council of.said City, in the minutes of the meeting at which the same is passed and adopted. Resolution was then passed and adopted by the above -listed vote of Council, and numbered Resolution 5387• The City Clerk having received and filed an affi- Certif. of davit of campaign expenses from each of the candi- Election dates, as required by law, he presented a Certifi- cate of Election to each of the successful candi- dates. The Honorable William Martin, Judge of the Citrus Oath of Municipal Court, then administered the Oath of Office Office to the two new members of the City Council, the City Treasurer, and the City Clerk. Mayor Cooney invited the newly elected Councilmen and City Clerk to the Council table. Mayor Cooney extended the privilege of the floor to each newly elected official for any remarks he may wish to make. Councilman Rubio expressed his thanks to the public for its confidence in him. ' City Clerk Klarr acknowledged the responsibilities of the Office of City Clerk and expressed his inten- tions to fulfill these responsibilities. City Clerk Klarr, presiding as Chairman, asked for Nominations nominations for Mayor and whether the Council wished for Mayor the voting to be by roll call or secret ballot. It was the consensus of the Council that voting be by roll call. Councilman Calvert nominated Edward A. Cooney. Councilman Rubio nominated Jens J. Solem. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried that the nominations be closed.
