Mayor Solem called the Council meeting to order. Call to Order Planning Com -mission Chairman Wolfe called the Planning Commission meeting to order. Present at Roll Call: Councilmen: Rubio, Decker, Cooney, Calvert, Solem Also Present: City Attorney Terzian, City Administrator Foxworthy, Director of Public Works Sand4rick, Assistant City Engineer Gerlofs, Planning Director Smith, City Clerk Klarr Planning Commission members: Paquet, Cruz, Fry, Kloepfer, Molina, Wolfe (Planning Commission member Murray absent). A Resolution eras presented re: persons authorized to Res -'j5388 re: execute payroll checks, appointing City Clerk Klarr as persons auth. Payroll Clerk of the City, and authorizing City Clerk to execute pay- Klarr and City Treasurer Watkins, acting alone or jointly, roll checks to execute checks dra%%m on any payroll bank account of the City. Councilman Cooney offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RELATING TO AUTHORIZATION OF CERTAIN OFFICERS TO I EXECUTE PAYROLL CHECKS AND RESCINDING RESOLUTIONS NOS. 2789 and 4081 WITH RESPECT THERETO. ;loved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that further reading be waived. ,loved by Councilman Cooney, seconded by Councilman Rubio that the Resolution be adopted. The Mayor stated the joint session of City Council and Presentation by Planning Commission was called for the purpose of dis- Mr. Wise & Mr. cussing the report of Hahn, Idise and Associates, Inc., Martin of Hahn, re: the impact of the Foothill Freeway (Part I) and the Wise & Assoc. Huntington Leach Freeway (Part II). Mr. Larry Wise reprt re: Impact and Mr. Neal i:artin appeared before Council to present of Foothill & the report and answer questions raised by the Council. Huntgtn. Bch. Freeways The Director of Public Works presented a critique of the Foothill Freeway Impact Study, re: Traffic Circulation, Parks and Recreation, Industrial Zoning, and Commercial Zoning. Following a discussion of the study, and report by the Planning Commission of their findings, no action was taken by Council. Council recessed to Executive Session at 8:55 p.m., Recess to Exec. to discuss PUC decision on Cerritos Ave. grade crossing. Session Council re -convened and the Mayor called the meeting ' to order at 9:28 p.m., %,hen the following action was taken: loved by Councilman Cooney, seconded by Councilman Decker and unanimously carried that the City Attorney be authorized to file a petition for a rehearing on the PUC decision on Cerritos Avenue crossing. 1 M r. W. W. Kloepfer, member of the Planning Commission, submitted copies of a proposed program to prevent deterioration in many of the residential districts in the City, with a surcCested letter to be sent to the residents plus a copy of a questionnaire. Mr. Kloepfer su_r,,r,,ested that the Azusa Herald start a promotional campaign, and that the City enlist the support and active participation of civic groups, churches, clubs, schools, etc. No action taken. The t•'',ayor thanked the people in the audience for their patience and also thanked the Planning Commission and its Chairman for meeting with the Council. If Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried that the meeting be adjourned to 'londay, April 29, 1968, at 7:30 p.m., at the Azusa Auditorium.
