The City Council of the City of Azusa met in adjourned session at the above time and place. Mayor Solem celled the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Calvert, Solem Mr. Smith presented the five recommendations of the report found on pages I-2 to I-3 and discussed them with the Council. As this presentation was scheduled for discussion only, no 'further action was taken by Council. Motion was made by Councilman Calvert, seconded by Council- I.Calvert man Decker and unanimously carried to raise from the table Appt'd as the item of appointment of a representative to the County Represent. of Los Angeles Watershed Commission. Mayor Solem offered to L.A. the name of Councilman Calvert as representative. County Watershed Moved by Councilman Rubio, seconded by Councilman Decker Commission and unanimously carried that the Council accept the recommen- dation of the Mayor to appoint Councilman Calvert as representative to the County of Los Angeles Watershed Commission. A Resolution was presented accepting a joint Grant of Res -#5390 Easement to the General Telephone Company of California Grt.of and the City of Azusa, authorized under Joint Pole Easement Association M.A.-68-208,for utility purposes, and granted (Porchia) by Arnold T. and Opal M. Porchia. to Gen.Tel.Co. Councilman Calvert offered the following Resolution entitled: and City A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND ALIHORIZING THE RECORDING THFREOF. ' Moved by Councilman Calvert, seconded by Councilman Rubio and unanimously carried that further reading be waived. Moved by Councilman Rubio, seconded by Councilman Calvert that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Decker, Calvert, Solem NOES: Councilmen: None ABSENT: Councilmen: Cooney and numbered 5390. Absent: Councilman Cooney Also Present: City Administrator Foxwo.-thy, Director of Public Works Sandwick, Superintendent of Light and Water Smith, City Clerk Klarr. Mayor Solem called for discussion on the report prepared Water Rpt. by the James M. Montgomery Consulting Engineers, Inc., Presentation received by Council on April 15. Representatives from the by J.M. company making the presentation were Mr. R. Dewey Dickson Montgomery and Mr. James H. Smith. Cons.Engrs., Inc. Mr. Dickson presented the history of the report. Mr. Smith presented the report entitled: CITY OF AZUSA, Report on Water System, April 1968. C4 Mr. Smith presented the seven findings of the report found on page I-1 of the report and discussed the findings with the Council. Mr. Smith presented the five recommendations of the report found on pages I-2 to I-3 and discussed them with the Council. As this presentation was scheduled for discussion only, no 'further action was taken by Council. Motion was made by Councilman Calvert, seconded by Council- I.Calvert man Decker and unanimously carried to raise from the table Appt'd as the item of appointment of a representative to the County Represent. of Los Angeles Watershed Commission. Beach on May 13th through May 15th, 1968, with reimburse- 5/13-5/15 ment of accountable expenses not to exceed $75.00. This is a budgeted item, Moved ty Councilman Calvert, seconded by Councilman Rubio and unanimously carried that Policewoman Marjorie Hunter be granted permission to attend the 41st Annual Conference of The Women Peace Officers Association of the State of California, May 13th through May 15th, 1968, with account- able expenses reimbursed not to exceed T75. A communication was received from. Recreation Director Invitation inviting the Mayor and members of the City Council and to attnd. other city officials to attend the opening of the 1968 Opening Pony League season at Gladstone Park, Saturday, May 11, Pony League 1968, at 9.00 a.m. Moved by Councilman Rubio, seconded by Councilman Decker, and unanimously carried to receive and file. City Administrator requested authorization to sign all bills of sale regarding Joint Pole Agreements until such time as the new Superintendent of Light and Water has been employed. This item for information only; no action of Council was required. The proposed municipal budget for the fiscal year 1968- Proposed 1969 was submitted to Council. Budget Rcvd. Moved by Councilman Decker, seconded by Councilman Rubio 68-69 and unanimously carried that the Proposed Municipal budget for the fiscal year 1968-1969 be received. The Council. was advised that a delegation from Azusa°s Reception Sister City (Zacatecas, Mexico) would be in town from for May 15 through May 18, 1968. A reception will be held Zacatecas in the Azusa Public Library Patio on May 17, 1968, at delegation 1a00 P.M. for this delegation. C', Mayor Solem appointed Councilmen Rubio and Cooney and the City Administrator to work on this reception. Moved by Councilman Calvert, seconded by Councilman Decker, and unanimously carried that four city employees be auth- orized to leave their regular gobs to help set up and assist in the reception for the delegation from Zacatecas on May 17, 1968. Moved by Councllman Calvert, seconded by Councilman Decker, 'and unanimously carried that the City be authorized to prepare and present two plaques, one each; to the former and present Mayors of Zacatecas Councilman Rubio suggested to the Council the possibility Golden Days of investigating the feasibility of reactivating the Golden Celebration Days celebration within the City. Councilmen, Cooney Councilman Calvert tendered his resignation from the Citizens Resgn.of Committee studying the Southern California Edison proposal, I.Calvert effective immediately. He felt that the position of Light and frm.Citizens Water Superintendent requires an electrical engineering degree -Committee Mayor Solem would not accept the resignation until the May 6, 19685 meeting of the Council. Mayor Solem notified the Council. of a request from. the Library Board to appoint two members. He postponed action until May 6, 1968, meeting of the Council. 'Councilman Calvert discussed the problem he felt concerning the effectiveness of the dog control within the City and requested the City Administrator to investigate the situa- tion. Moved by Councilman Calvert seconded by Councilman , Rubio, Appt.of and unanimously carried that Captain Richard Lara be Cpt.R.Lara appointed as Acting Chief of. Police, effective upon the Acting Chf. termination of the present Chief of Police until the position of Police is filled by appointment of the new Chief of Police. 5/1/68 City Administrator requested, t.1 -,,jt Council establish an examination for Superintendent of Light and Water.
