at the above time
and place.
Mayor Solem called the meeting to order and led in the
salute to the flag.
Invocation was given by Rev. W. C. Schnute of Concordia
'Lutheran Church.

requirements:`to construct concrete curb and cutler, as

to provid_: civil engineering drawings for the above street
improvements; and to connect to the public sewer located
at Loren Avenue, He stated that ;fro Hayden is willing
to install curbs and glitters when the majority of th
street is so improved and, in the meantime, be allowed to
post a bond to cover the cost of these improvements.
Planning Director Imith addressed Council, sating that
'a few months ago, M. Penn Phillips Co., on the same aide Of
the street, had to provide similar soreat improvements before
they could build their model tome. MT. Smith also stated
that the construction of a 2,900 square foot. addition
,justifies connecting to a sewer, and presented applicant`s
plot plan for Council viewing.
The Director of Public Works explanined that the requirement
for sewer connection is due to the expansion of the present
facilities.
With no other person appearing regarding the hearing, it

and unanimously carried that the hearing be closed.
:Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried by roll call that the recommendation
of the Planning Commission be accepted and the appeal be
denied, and that the City Attorney be directed to prepare
the necessary Resolution.

has a minimum lot size of 20,000 square feet; is intended
to encourage light agricultural pursuits but limits the
number of horses, and completely eliminates the practice
of hog raising,

Councilman Calve --t rPir.erated that, for the benefit of the
City as a whole, i— should not serve on this Committee and
his resignation stand.
The Mayor suggested that City Administrator Foxworthy chair
the Citizens Co;:%.eiitzee as a non-voting moderator; also, he
could provide tre Con— ittee with some of the necessary
figures and information.
'Councilman Cooney said he would like to very strenuously
put in an objection to the expansion of this Committee
to include the feasibility of the Light and Water Depart-
ment taking over the area within the City presently served
by the Southern California Edison. Company. He also stated
that this pozsibility.wouid be socialistic and he is
opposed to it.
Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried to accept i�iayor's appcintment of
City Administ_^ator Fomiorthy as non-voting Chairman of the
Citizens Committee to study Edison's proposal.
A letter was received from the Azusa Council of Social Ltr. of
Agencies, expressing their appreciation for use of the apprec.from
City Employees Credit Union Office in the Auditorium and Azusa Cncl.
for the use of the ~hone and payment of the phone bills. Soc.Agencias
Drs. Helen Rogers, f�Ielfara Adm=inistrator, also wrote that
the keys had been returned to the City Administrator, and
invited Council members to visit the Helping Hand Center,
609 north Alameda Avenue, when their activities will be
under way in the Fall.

and unanimously carried to file communication.
The City Clerk Submitted a memo, requesting permission D.Bruce
for Mrs. Dorothy Bruce, Account Clerk, to have three Acct.Clerk
days leave of absence without pay, on May 28, 29 and granted 3
31, to be added to her annual vacation, as she is planning a days leave
trip back east. Mr. Helsley, Accounting Directcr, feels of absence
that the situation of the office allows the extra time off. without pay
Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried that permission be granted.
A communication was received from the Pe=rsonnel Board, Reccm.from
recommending a 3.5,6 overall increase ill city employees Pers. Bd.
salaries. After the Board had considered the result of of 3.5b
a salary survey n�nducted by the Personnel Department, overall
they considered/on-'y the percentage indicating Azusa Salary
salaries to b'c b=low those of surrounding communities, increase
but also the increased cost of living as reported for the
past'year.

The City Clerk brought to •Council`s attention the motion
that was made at the 4;"2G /68 meeting, which stated specif-

encompassing wording "college education".

mentioned position, a Superintendent of Light and Power L & W Dept,
and a Superintendent of Water, with a higher salary range.
Mrs. Joan Parks, Personnel Clerk, appeared before Council,
stating that a tentative survey showed that persons
holding positions equivalent to the Superintendent of
Light and Water in certain other cities averaged a con-
siderably higher salary than is now paid by the City of
Azusa and.this would make 1t very difficult to recruit.
Mrs. Parks further stated it will be additionally diffi-
cult to recruit with discass_On of Chan67e in organizational
structure and Edison proposal, and requested a definite
decision before advertising to fill the vacancy.
Hugh Gerharz, Ac in, Superintendent of Light ;;nd ?dater,
appeared before Council stating he agreed with Councilman
Calvert, and also that replacement should not be made
until a decision is reached regarding the Edison Co.'s
proposal.
The City Administrator po;nted out in the Civil Service
