All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. Presentation of Proclamation proclaiming the Month of June 2021 as LGBTQ+ Pride Month in the City of Azusa. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING SECTION 30-137(c) OF THE AZUSA MUNICIPAL CODE RELATING TO ADMINISTRATIVE CITATIONS AND FINES FOR VIOLATIONS OF THE CITY OF AZUSA’S FIREWORKS REGULATIONS. RECOMMENDED ACTION: 1) Review and adopt Urgency Ordinance No. 2021-03 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING SECTION 30-137(c) OF THE AZUSA MUNICIPAL CODE RELATING TO ADMINISTRATIVE CITATIONS AND FINES FOR VIOLATIONS OF THE CITY OF AZUSA’S FIREWORKS REGULATIONS 6/7/2021 - 4 - E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF MAY 17, 2021 AND SPECIAL MEETING OF MAY 19, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED MAY 14, 2021 THROUGH JUNE 2, 2021. RECOMMENDED ACTION: Adopt Resolution No. 2021-C27 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER FOR TURBO DATA SYSTEMS. RECOMMENDED ACTION: Approve an increase to the Turbo Data Systems – Parking Citation Processing Purchase Order for Fiscal Year 2020/21 to a not-to-exceed amount of $35,000.00. 5. REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER FOR CITY OF GLENDALE. RECOMMENDED ACTION: Approve an increase to the City of Glendale Blanket Purchase Order for Fiscal Year 2020/21 to a not-to- exceed amount of $36,000.00. 6. AUTHORIZE A COMMUNICATIONS SITE LEASE AGREEMENT WITH AT&T MOBILITY CORPORATIONS. RECOMMENDED ACTION: Approve the Communication Site Lease Agreement with AT&T Mobility Corporations; and authorize the City Manager, or designee, to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City; and approve subject to non-substantive changes approved by the City Attorney and City Manager. 6/7/2021 - 5 - 7. AWARD OF A PROFESSIONAL SERVICES AGREEMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) HOUSING REHABILITATION ADMINISTRATION SERVICES TO FRJ & ASSOCIATES. RECOMMENDED ACTION: Award a professional services agreement in an amount not-to-exceed 20% of each housing rehabilitation grant funded, up to a maximum amount of $35,000, to administer the City's Single Family Housing Rehabilitation Project beginning July 1, 2021 through June 30, 2022 and, for up to an additional two consecutive years upon annual renewal; and Authorize the City Manager to execute a professional services agreement, in a form acceptable to the City Attorney, on behalf of the City. 8. PURCHASE OF PAD-MOUNTED TRANSFORMERS. RECOMMENDED ACTION: Approve the issuance of a purchase order to ERMCO in an amount of $65,682.54 for the purchase of Pad- mounted Transformers. 9. REQUEST TO AMEND AND APPROVE GRANT AMENDMENT WITH SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS. RECOMMENDED ACTION: Authorize the City Manager to execute Amendment No. 1 to the Memorandum of Agreement (MOA) with the San Gabriel Valley Council of Governments (SGVCOG) for $25,000. 10. ACCEPTANCE OF GRANT FROM CALIFORNIA LIBRARY LITERACY SERVICES (CLLS). RECOMMENDED ACTION: Accept the grant award from California Library Literacy Services (CLLS); and Approve necessar y budget amendments and adjust the current fiscal year budget accordingl y. 11. ACCEPTANCE OF GRANT FROM CALIFORNIA STATE LIBRARY FOR FAMILY LITERACY. RECOMMENDED ACTION: Accept the grant award from California State Library for Family Literacy; and Approve necessary budget amendments and adjust the current fiscal year budget accordingl y. 12. RENEWAL OF MICROSOFT VOLUME LICENSING AGREEMENT. RECOMMENDED ACTION: Approve and authorize the City Manager to execute a three (3) year Volume Licensing Agreement with Microsoft Corporation for the renewal of software assurance/support for Microsoft Office ProPlus; and Award an agreement to Dell in the amount of $42,504.33 annually. 6/7/2021 - 6 - F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED MAY 14, 2021 THROUGH JUNE 2, 2021. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-R08 allowing certain claims and demands to be paid out of Successor Agency Funds. G. ADJOURNMENT We adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
