E-5
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MIKE BERTELSEN, CHIEF OF POLICE
DATE: JUNE 7, 2021
SUBJECT: REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER
FOR CITY OF GLENDALE
BACKGROUND:
In accordance with Sec. 2-518 (b) of the Azusa Municipal Code, if the amended contract will exceed
$25,000, the city council shall approve the contract. The Police Department is requesting authorization
to increase the FY 2020/21 blanket purchase order of $24,000.00 for DNA processing performed by the
City of Glendale to $36,000.00. No additional budget is being requested for this request.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Approve an increase to the City of Glendale Blanket Purchase Order for Fiscal Year 2020/21 to a
not-to-exceed amount of $36,000.00.
ANALYSIS:
The Police Department uses City of Glendale for DNA processing. DNA processing consists of
evidence swabs, reference samples, cartridge casings and TAT processing. Services needed throughout
the year are difficult to estimate as Staff does not know what future cases will arise. City of Glendale has
reduced forensic DNA sample turnaround time, therefore, reduced DNA backlogs. However, due to
unforeseen cases in a year, the blanket purchase order needs to be increased to $36,000 00 in order to
process the City of Glendale invoices for the remaining of FY 2020/21.
