HomeMy WebLinkAboutE-9 Staff Report - Grant Ammendment SGVCOGCONSENT ITEM E-9 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ANN GRAF, DIRECTOR OF INFORMATION TECHNOLOGY AND LIBRARY SERVICES DATE: JUNE 7, 2021 SUBJECT: REQUEST TO AMEND AND APPROVE GRANT AMENDMENT WITH SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS BACKGROUND: In fiscal year 2019-20, the SGVCOG received funding for homeless programs in its member jurisdictions. The SGVCOG was also allotted $1,541,876 by the County of Los Angeles, through a newly-developed Innovation Funds program, which allocated carry-over Measure H funding to the County’s Councils of Governments. In April 2021, the SGVCOG reallocated funding from the Regional Coordination Program to the Homeless Plan Implementation Program. This allowed cities to apply for additional funding for tasks in our Homeless Implementation Plan that have expended or committed more than 50% of the original allocation by April 30, 2021. The award amount cannot exceed the initial award amount for that task and a maximum of $25,000 can be awarded to one City. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Authorize the City Manager to execute Amendment No. 1 to the Memorandum of Agreement (MOA) with the San Gabriel Valley Council of Governments (SGVCOG) for $25,000 ANALYSIS: To access funding, each city was required to submit an application and scope of work outlining the proposed activities, and verification of budget expenditures or encumbrance of original funding. Scoring criteria for the grant award gave preference to tasks related to direct services or housing of people experiencing or at-risk of experiencing homelessness. Neighborhood Connections and our Homeless Coordination efforts addressed these requirements. APPROVED CITY COUNCIL 6/7/2021 Acceptance of SGVCOG Grant amendment June 7, 2021 Page Two FISCAL IMPACT: There is no fiscal impact associated with the recommended actions; this grant amendment will support the Homeless Plan Implementation. Upon Council acceptance of the grant, Finance will amend the FY 20-21 budget consistent with the grant award amount. A. 10. Replace “$165,000” with “$190,000”. EXHIBIT B. Replace Table 1 with the following: EXHIBIT B. Program: Homeless Plan Implementation. Replace “$120,000” with “$145,000”.
