The City Council'of the -City of Azusa met in adjourned regular session at the above time and place. Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Calvert Roll Call Solem 'Absent at Roll Call: Councilmen: Cooney mtg. Also present: City Administrator Foxworthy, Acting Chief new police facilities. Planning Director Smith entered the meeting at 8:00 p.m. excused City Administrator Foxworthy presented the budget items Present.of for consideration, with the exception of objects 330, 440, Budget items and salaries as follows: Account No. 5210 Police Account No. 5240 Animal Regulation Account No. 5220 Fire Department Account No. 5070 Planning Commission Account No. 5372 Railroad Crossing Gate Maintenance City Administrator Foxworthy presented the Police budget for consideration. He indicated that it incorporated an addition of complement, raising the number of sergeants by one and adding one police officer. Fire Chief Madison entered the meeting at 7:51 P.M. Chf.Madison mtg. 'ent. Discussion was held on the status of the property for the Disc.on new police facilities. Councilman Calvert asked that a Status of written communication of the pity's offer be sent to the Property property owner. Mayor Solem asked that Councilman Calvert for Police and City Administrator Foxworthy work together on the Bldg. prcblem with the possible use of an independent third appraiser. It was suggested -that the request for a telephone recorder costing approximately $465 be included in the 440"object and will be discussed when those object accounts are dis- cussed. Moved by Councilman Decker, seconded by Councilman Rubio, and unanimously carried that budget requests re: Account No. 5372, which has been held in abeyance, be approved as presented. Submitted to the Council were the following:, (a) Police Department Salary Survey 1968. (b) Communication from Azusa Police and Fire Association re: Dis-association of their group from the L.A. County Employees Association salary requests for City Employees. (c) Request from Personnel Board for Council to reconsider action taken at July 2, 1962 meeting re: 7point program for salary study and adjustments. (d) Request from Recreation Director Dangleis re: salary adjustment for his position. (e) Request from Director of Public Works Sandwick re: salary adjustment, personnel improvement, and other budget requests. (f) Park and Recreation Capital Development Plan. All these items were referred to the sessions dealing with salaries and capital improvements. A Resolution was presented and read in full by the City Administrator which increases fees received for rubbish collection from the present $1.25 to $1.50. Councilman Rubio offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA FIX- ING A FEE FOR THE COLLECTION OF RUBBISH AND GARBAGE. Moved by Councilman Rubio, seconded by Councilman Calvert that the Resolution be adopted. Beverly Air Conditioning Company indicated at least three weeks delivery. It was recommended that a purchase order be authorized to the Beverly Air Condition- ing Company for a 20 hp Carrier Air Conditioner for a price of $2,270.00, less trade-in value of the present Worthington compressor and motor unit. Moved by Councilman Rubio, seconded by Councilman Calvert that the bidding procedures of the Municipal Code be waived finding it impracticable, useless, and uneconomical to follow such procedures and that public welfare would be promoted by dispensing with the same. Therefore the City Administrator be authorized to issued the recommended purchase order to the Beverly Air Conditioning Company for the Carrier unit in the amount of $2,270.00. Councilman Rubio urged action soon regarding Golden Days Golden Days Celebration because school band schedules are made out a Celeb. year ahead of time. It was remarked that there seems to be discussed a growing interest in the public in reviving the Golden Days Celebration. The City Administrator informed the Council of the recent Chamber of ' Chamber of Commerce election. A communication was presented from Consolidated dock Req.from Products Co., requesting authgrization from the City of Con Rock pa Azusa to allow the placement of approximately 200,000 to dump cubic yards of excavated material along a designaed area excavated of the Southern Pacific Right -of -Way. it stated that material the placement of the material would be in no way detri- mental to private or public buildings, it would not be necessary for the contractor to cross any public streets, and buildings are not intended to be erected on the site. Any building permits requested should be conditioned on caissons or compaction of the material. This is part of a project by the Corps of Engineers. The City Administrator suggested that the Municipal Code has specific stipulations which question whether such authorization could be made.
