HomeMy WebLinkAboutF-17 Staff Report - SB1 FundsCONSENT ITEM F-17 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JUNE 21, 2021 SUBJECT: ADOPT A RESOLUTION IDENTIFYING THE PROJECTS THE CITY PROPOSES TO FUND WITH ITS APPORTIONMENT OF 2021-2022 ROAD MAINTENANCE AND REHABILIATION ACCOUNT FUNDS SUMMARY: On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets systems. The State Controller deposits various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and counties must submit to the California Transportation Commission a list of projects proposed to be funded with RMRA funds. The proposed action adopts Resolution No. 2021-C32 identifying the projects the City will fund with its apportionment of 2021-2022 RMRA funds. RECOMMENDATION: Staff recommends the City Council take the following action: 1)Adopt Resolution No. 2021-C32 identifying the projects the City will fund with its apportionment of 2021-2022 RMRA funds. DISCUSSION: The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new law provides a new and much needed infusion of money to maintain and rehabilitate the state highway and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided between state and local governments. Caltrans and other state agencies are due to receive roughly half of that amount, $26 billion. The other half will go to local roads, transit agencies, and an expansion of the state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of APPROVED CITY COUNCIL 6/21/2021 Projects to be Funded with 2021-2022 RMRA Funds June 21, 2021 Page 2 higher gas and diesel taxes at the pump, new road improvements fess assessed on vehicles at the time of registration, and a special fee on zero-emission vehicles. A percentage of the funding is apportioned by formula to eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive $953,945 in Fiscal Year 2021-2022. Prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and counties must submit to the California Transportation Commission a list of projects proposed to be funded with RMRA funds. Staff proposes to fund the following projects with its Fiscal Year 2021-2022 apportionment of RMRA funds: • Residential Roadway Rehabilitation Project o This project will rehabilitate the pavement on several residential streets with Cape Seal treatment. Those Streets include the following: Street Name Limits of Rehabilitation 1. Louise Avenue –Sixth Street to Northerly Terminus 2. Lemon Avenue –Fifth Street to Northerly Terminus 3. Lime Street – Lemon Avenue to Orange Avenue 4. Angeleno Avenue – Foothill Boulevard to Fourth Street 5. Fifth Street to Virginia Avenue to San Gabriel Avenue 6. Zachary Padilla Avenue– Fifth Street to Bayless Avenue 7. Bayless Street - Zachary Padilla Avenue to Virginia Avenue 8. Virginia Avenue – Fifth Street to Fourth Street 9. Fourth Street – Virginia Avenue to Orange Avenue 10. Barbara Avenue – Fifth Street to Southerly Cul-de-sac 11. Bayless Street – Vernon Avenue to Orange Avenue 12. Hollyvale Street – Vernon Avenue to Orange Avenue 13. Orange Avenue – Fourth Street to Third Street 14. Third Street – Westerly Cul-de-sac to San Gabriel Avenue 15. Duell Street – Westerly Cul-de-sac to Angeleno Avenue o This project will rehabilitate the pavement on several residential streets with a Slurry Seal treatment. Angeleno Avenue – Fourth Street to First Street 9. San Gabriel Avenue – Second Street to First Street 10. Orange Avenue – Third Street to Second Street 11. Second Street – Orange Avenue to San Gabriel Avenue 12. Fourth Street – Angeleno Avenue to San Gabriel Avenue 13. Fifth Street – Westerly Terminus to Virginia Avenue 14. Sixth Street – Virginia Avenue to San Gabriel Avenue o This project will rehabilitate the pavement on 4th Street with a new 4-inch Asphalt section. The limits of these improvements are as listed below: Street Name Limits of Rehabilitation 1. Fourth Street – Orange Avenue to Angeleno Avenue These road segments were specifically selected since they are identified in the City’s Pavement Management System Report with a mid-level Pavement Condition Index, meaning the proposed segments require maintenance to extend their useful life by 10 to 15 years depending on use. FISCAL IMPACT: The City is projected to receive $953,945 in Fiscal Year 2021-2022 from the Road Repair and Accountability Act of 2017 for pavement rehabilitation projects. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Approves programming the Residential Roadway Rehabilitation Project in the 2021-2022 Fiscal Year budget. SECTION 2. The City Clerk shall certify the adoption of this resolution.
