SUBJECT: APPROVAL OF THE CITY OF AZUSA WILDFIRE MITIGATION PLAN
UPDATE DATED JUNE 15, 2021
BACKGROUND:
California Public Utilities Commission passed SB 901 legislation to ensure that each electric utility
in California adopt a Wildfire Mitigation Plan (“WMP”) to mitigate potential causes of wildfires
initiated by electric facilities in the high fire threat areas. On June 15, 2020, during its regular
scheduled meeting, the City Council approved City of Azusa Light & Water Department’s (“ALW”)
WMP (Scheduled Item C-1.1). In addition to the initial WMP, SB 901 requires that annual updates
to the WMP be approved by ALW’s governing board. The proposed action would adopt an updated
WMP dated June 15, 2021.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1) Approve the City of Azusa Wildfire Mitigation Plan Update dated June 15, 2021.
ANALYSIS:
Staff has audited the implementation of the WMP and found that i) all wildfire prevention programs
and activities required by the WMP have been implemented and ii) all ALW electric facilities in the
high fire threat zone were inspected during Fiscal Year 2020-21 and confirmed to be in good
operating condition, all in compliance with the WMP.
The effectiveness of the WMP was monitored by tracking number of wildfires and local fires ignited
by Azusa electric utility equipment and the number of electric circuit relay operations in the high fire
threat zone. No such fires or relay operations occurred during Fiscal Year 2020-21, which confirms
the effectiveness of the WMP.

FISCAL IMPACT:
There is no fiscal impact associated with the adoption of the City of Azusa Wildfire Mitigation Plan
Updated June 2021. All recommended actions for implementation were included in the 2020-21
Electric Fund operations budget.
