Approval of the 2020 Power Source Disclosure ReportCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JUNE 28, 2021 SUBJECT: APPROVAL OF THE 2020 POWER SOURCE DISCLOSURE REPORT BACKGROUND: Senate Bill 1305 (SB 1305), enacted in 1997, requires retail providers to disclose sources of electric generation by fuel type. Commonly referred to as the Power Source Disclosure Annual Report (PSD), the City submits this initial information by June of each year to the California Energy Commission (CEC). Thereafter the CEC releases the Power Content Label (PCL), a template used by retail providers to provide information to customers about the utility’s mix of electricity with reference to the mix of resources used in the State of California for the reporting year. The 2020 PSD and PCL will report that 29% of Azusa Light and Water (ALW) electricity sales were derived from eligible renewable energy resources, i.e. 10.7% wind and 18.3% solar. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1) Approve the 2020 Power Source Disclosure Annual Report. ANALYSIS: Staff has prepared the City’s 2020 Power Source Disclosure Annual Report. This report includes and claims Azusa’s procured 2020 power by fuel type. The CEC regulation was updated with a change that includes a provision that retail providers engage an independent third party to confirm the veracity of the utility’s claims. The regulation includes an exemption from this provision “if the governing board approves at a public meeting an attestation of the veracity of the annual report.” Further, Azusa Light and Water may submit an attestation certifying such accuracy of the retail electricity product claims as reported. E-2Approved Utility Board 6/28/21 Approval of 2020 PSD June 28, 2021 Page 2 Staff seeks board approval of City’s 2020 Power Source Disclosure Annual Report and thereby attesting to its veracity. Once the CEC publishes the Power Content Label forms (expected late summer 2020), Staff will prepare ALW’s 2020 Power Content Label with its applicable fuel mix with reference to the California overall 2020 power mix. Staff anticipates publishing the 2020 Power Content Label on the City’s website by October 1, 2021. FISCAL IMPACT: There is no fiscal impact associated with recommended actions of this consent item.
