be available for review during regular working hours of 7:00 a.m. to 5:30 p.m., Monday- Thursday at the
Planning Division and during regular hours at the Azusa City Library. Any questions regarding any

Applicant: Proficiency Capital LLC
The Canyon City Business Center Project proposes to develop approximately 463,316 sf. of
industrial business park. The project would be built on the former Colorama Wholesale Nursery
site and involves the construction of seven industrial buildings with associated parking,
landscaping, and infrastructure improvements on the 23.27-acre, irregular-shaped property. The
site is located at 1025 North Todd Avenue, southwest at the intersection of West Sierra Madre
Avenue and North Todd Avenue, on the west side of the city. The project proposes buildings
ranging from approximately 28,576 sf. to 161,231 sf. and considers two development options for

the industrial business park — one with warehousing uses only and one with combined
warehousing and manufacturing uses. The project would operate 24 hours a day, 365 days a year.
A Draft Environmental Impact Report (EIR) was prepared for the project and determined that
implementation would result in certain significant and unavoidable air quality and GHG
emissions impacts despite implementation of the proposed mitigation measures. A Statement of
Overriding Considerations has been prepared which identifies the economic, social, and other
considerations and benefits that would be derived from the project.

Applicant: Constanzo Investments,LLC
The Avenue project will be developed on approximately 1.24 acres (52,358 sf) of land. The
property is zoned Gold Line District within the Azusa TOD Specific Plan. The project will
include approximately 12,000 sf of commercial area to include retail and restaurant uses and
approximately 101,788 sf of residential area. The residential area consists of 127 apartment
units. Use Permit for alcohol sales of ABC License Type #41 (On Sale Beer & Wine — Eating
Place) and Type #47 (On Sale General — Eating Place). Minor Use Permit for extended hours
and outdoor dining. Tentative Tract Map for the subdivision of commercial/residential area, lot
line adjustment and parcel consolidation.
This project is categorically exempt from environmental review per Class 32 Categorical
Exemption(State CEQA Guidelines, § 15332), (California Environmental Quality Act).
