The City Council of the City of Azusa met in adjourned session at the above time and place. The meeting was called to order by Mayor Solem. Call to Order Present at Roll Call: Councilmen: Decker, Cooney, Calvert, Roll Call Solem ' Absent at Roll Call: Councilmen: Rubio Rubio Absent Also Present: City Administrator Foxworthy, City Clerk Klarr The City Administrator reported regarding the com- Auth. from munication with the lark Ellen Home for Boys concern- Lark Ellen ing the construction of a debris basin in Beatty Canyon Home for on tk�eir property. It was reported that authorization debris basin hada een received from the Board of Directors of the not received Lark Ellen Home. Therefore, the matter would have to be postponed to the next regular meeting of Council. A communication was presented from the Personnel Board Recomm.from recommending that the requirements for Fire Chief be P.B.revising revised temporarily to include the substitution of one requirements year of service for one unit of college only for the for Fire Chief forthcoming examination to establish an eligibility list. Exam; Moved by Councilman Cooney, seconded by Councilman Calvert, and unanimously carried that the recommen- dation be accepted. A request was presented from the Chief of Police for 'confirmation of the appointment of J. Carleton Bowling to the position of probationary Police Officer at Range 25A, Step 1, effective October 14, 1968. Moved by Councilman Calvert, seconded by Councilman Decker, and unanimously carried that the appointment be confirmed. A further recommendation was received from the Chief of Police for confirmation of appointment of Arthur M. Purkheiser as probationary Police Officer at Range 25A, Step 1, effective October 9, 1968: Moved by Councilman Decker, seconded by Councilman Cooney, and unanimously carried that the appointment be confirmed. A request from the Azusa Area United Crusade was pre- sented for permission to locate a thermometer type sign on the City Hall lawn from now to the middle of November, to register the amount of funds raised in the City. It was further requested that City forces be authorized to install and to remove the sign. Moved by Councilman Calvert, seconded by Councilman Cooney, and unanimously carried that permission be granted. A request was presented from the Union Oil Company of California for permission.to perform Vibroseis experi- ments on City streets within the City of Azusa. Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried that permission be given with the following conditions: (1) That there be a "Hold Harmless" clause for the City in the per- mission; (2) that the experiments be held between the Confirm.of appt.of J.C. Bowling, Police Officer, effective 10/14/68 Conf.of A.M.Purk- heiser Prob. Police Off. effective 10/9/68 Req.from United Crusade re: thermometer sign on City Hall lawn: Req.from Union Oil Co. for perm. Vibroseis Experm.grnted. with conditions AZUSA AUDITORIUM AZUSA, CALIFORNIA FRIDAY, OCTOBER 11, 1968 Page 2 hours of 9:00 A.M. and 4:00 P.M., and (3) that Union Oil be apprised that revocation is possible immediately if complaints are received from the residents. A Communication was received Cities regarding Propositions on the November 5th ballot. from the League of California 1A, 7, and 9, which will be 'The City Administrator'explained the purpose of Propo- sition 7, which would allow the Legislature to desig- nate certain State funds supplied to Cities which could be used for City General Fund purposes instead of State purposes only. He further discussed Proposition lA as the alternative to Proposition 9, which would provide a property tax relief. It was noted that the Council has already taken a stand against Proposition 9; however, no stand has been taken with regard to Propositions lA and 7, which the League favors. Moved by Councilman Cooney, seconded by Councilman Calvert, and unanimously carried that the City Council endorse both Proposition lA and Proposition 7, which are to appear on the November 5, 1968, General Election ballot. The City Administrator informed the Council that he will be out of town for two weeks beginning October 18, 1968, as also will be the Director of Public Works. He there- fore has appointed Mr. Robert Gerlofs, Assistant. City Engineer, to act in the capacity of Acting City Admin- istrator for the duration of his absence. The City Administrator reported concerning the Seal - coating program. He noted that the program was now complete and that there had been an additional 226 gallons of Gilsanite needed to complete the project than originally estimated. He, therefore, recommended that approval be given for a Change Order for the add- itional 226 gallons at a total cost of $160.46; and that,the Mayor be authorized to execute the Notice of Completion, to be recorded. Moved by Councilman Calvert, seconded by Councilman Decker that the Change Order be authorized in the sum of $160.46 for 226 gallons of Gilsanite. The motion was carried by the following vote of Council. AYES: Councilmen: Decker, Cooney, Calvert, Solem NOES: Councilmen: None ABSENT: Councilmen: Rubio Moved by Councilman Calvert, seconded by Councilman 'Decker, and unanimously carried that the Mayor be authorized to execute the Notice of Completion, and authorize the recording of the document. Endorsement of Propositions lA and 7 Robt.Gerlofs apptd. as Acting City Admin.in absence of Mr.Foxworthy Change Order auth. and Notice of Completion for Seal - coating Program Upon request of the City Clerk, the City Administrator Recom.to P.B. reported regarding the recent developments in the to temp.waive Data Processing examination for Programmer/Analyst. It experience req. was noted that the present requirements include 6 for Programmer/ months recent experience in programming. It was felt Analyst test that this would limit the eligible employees to only forthcoming. one. The Mayor indicated that the City Employees Association had contacted him on this matter. He felt that no requirements should be made to take the examination. 1 1 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA FRIDAY, OCTOBER 11, 1968 Page 3 After some discussion, it was Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried that a recommendation be sent to the Personnel Board that the 6 months recent programming experience be temporarily waived for the forthcoming examination of Programmer/Analyst; and that a reply be returned to the Council for the meeting of October 21, 1968. Councilman Decker noted that the County Sheriff's Department was being used at the Azusa High School for public events. He questioned why Azusa City Police were not being used in this capacity. Moved by Councilman Decker, seconded by Councilman Cooney, and unanimously carried that the City Admin- istrator and Chief of Police be authorized to look into this matter. Mayor Solem reported that the Golden Days Committee will be meeting on October 22, 1968, in the Public Library Auditorium. Moved by Councilman Decker, seconded by Councilman Cooney, and unanimously carried that the meeting be adjourned. The meeting was adjourned at 6:06 P.M.
