Approval of the NOC for Vincent Circuit ExtensionTO: CONSENT CALENDAR HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: SUBJECT: JULY 26, 2021 APPROVAL OF THE NOTICE OF COMPLETION FOR FURNISHING AND INSTALLING OF UNDERGROUND ELECTRIC SUBSTRUCTURES IN ACCORDANCE TO PLAN AND SPECIFICATION FOR THE VINCENT LINE EXTENSION PROJECT LD2020-5. BACKGROUND: On October 19, 2020, the Azusa Utility Board approved a contract with Teichert Energy & Utilities Group, Inc. (Teichert) for the furnishing and installing of underground electric substructures for the Vincent Line Extension Project (Consent Item I-5). Staff has fully inspected the construction of this project, and determined that it has been completed within budgeted total cost. Staff seeks the Utility Board’s acceptance of Notice of Completion for the Vincent Line Extension Project LD2020-5, and the recording thereof in the Office of the Los Angeles County Recorder. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Find that Teichert Energy & Utilities Group, Inc. has completed the Vincent Circuit extension Project in accordance with plans and specifications LD2020-5; and 2)Approve the Notice of Completion; and authorize the Mayor to execute the Notice of Completion on behalf of the City; and 3)Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board approval, as required by Section 3093 of the California Civil Code. E-11Approved Utility Board 7/26/21 Approve Notice of Completion for Project LD2020-5 July 26, 2021 Page 2 ANALYSIS: On Oct 19, 2020, the Azusa Utility Board awarded the construction contract to Teichert in the amount of $749,764.76. Consequently, the Purchase Order #034385 was issued. Due to the long permitting process by other agencies, Teichert started construction on December 1, 2020. Staff allowed Teichert 40 working days to complete the project. However, Staff had to halt construction for a few months to resolve some conflicts with Southern California Edison’s underground facilities. After all issues were resolved, Teichert was able to resume construction and complete the project on July 8, 2021. Staff has fully performed the inspection of this project, and determined that it has been completed in accordance with plan LD2020-5 budgeted cost amount. Due to unknown field conditions and delay, Staff has authorized change orders for this project. The total amount for the change orders is $32,344.97, which is 4.95 % of project base cost of $652,840.04. The 10% contingency fund budgeted for this project was sufficient to pay for the change orders. FISCAL IMPACT: The project was completed within reasonable schedule, and budgeted cost of $685,185.01, including the cost of change orders. There is an available balance of $64,579.75 on PO # 034385.
