Approval of the NOC for Well 7 RehabilitationCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JULY 26, 2021 SUBJECT: APPROVAL OF THE NOTICE OF COMPLETION FOR WELL 7 REHABILITATION CAPITAL IMPROVEMENT PROJECT BACKGROUND: On October 19, 2020, the Azusa Utility Board awarded Task Order 11 to General Pump Company for Azusa Light & Water’s (ALW) Well 7 Rehabilitation Project. The project included pulling the well, performing a video inspection, raising the well pump base, replacing the Well 7 building, installing new electrical, installing a new motor, a new stainless steel casing, glass bead packing, pump, column, oil lubricated shaft, bowl assembly, check valve and pump-to-waste piping. This project has been completed and Well 7 was returned to service on June 14, 2021. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1)Accept Well 7 project improvements; and 2) Approve the Notice of Completion; and 3) Authorize the Mayor to execute the Notice of Completion on behalf of the City; and 4)Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board Approval, as required by Section 3093 of the California Civil Code. ANALYSIS: ALW Well 7 was originally constructed in 1920 with a capacity of 1,000 gallons per minute and an average production of 500 acre feet per year. The well pump has not been inspected since it was originally installed circa 1956, although the pump motor has been replaced/retrofitted E-2 Approved Utility Board 7/26/21 Approve Notice of Completion for Well 7 Rehabilitation July 26, 2021 Page 2 several times over the last few decades. Recent performance tests show that the well is running at 55 percent efficiency. On September 8, 2020, staff authorized General Pump Company, currently operating under a Master Maintenance Services Agreement, to pull the pump, video log the entire 250 feet of the well, and provide recommendations for repair. After a complete assessment of the well, the mild steel casing was found to be deteriorating with large holes seen throughout. The liner was also in poor condition and in need of replacement to prevent collapse. On October 19, 2020, the Azusa Utility Board awarded Task Order 11, under an existing Master Maintenance Service Agreement, to General Pump Company for Well 7 rehabilitation work. Due to the ongoing COVID-19 pandemic, General Pump Company incurred long lead times for necessary materials. Subsequently, construction began in February of 2021. Demolition of the existing building, along with the construction of a new concrete foundation and electrical site work was installed. The new wooden building was constructed, with new required electrical elements including: new motor control center, electrical service entrance panel, interior disconnect, low voltage transformer, sub-panels, and SCADA hardware. With this project, the well motor, column, impellers, oil lubricated line shaft and couplings, six bowl assemblies, and cone strainer were replaced with stainless steel material to ensure long-life and limited corrosion. Updates in State Water Resources Control Board regulations regarding water quality and source protection required the well pump base be raised approximately 18 inches above grade to prevent water intrusion from flooding. The well discharge piping was modified to accommodate the 18-inch raise. After rehabilitation, bacteriological samples were collected and analyzed, confirming the newly pumped water met all applicable water quality standards. On June 14, 2021, Well 7 was placed back into service. As a result of this rehabilitation project, current production is at 1,100 gallons per minute and the overall efficiency has increased 25%. Based on these results, improved pump efficiency has an annual potential savings of approximately 21,300 kilowatt hours and an estimated reduction of 20 tons of carbon dioxide gases. FISCAL IMPACT: The Well 7 Rehabilitation Capital Improvement Project was budgeted in the Water Division’s 2021 Fiscal Year Capital Improvement Program, Account No. 32-80-000-721-7130/72121A for $500,000. The total budget for Task Order Number 11 for Well 7 Rehabilitation to General Pump Company was $456,802.39. Total costs incurred for this project, including approved electrical work awarded separately, was $497,364.
