SUBJECT: AWARD TASK ORDER 12 FOR THE REPAIR OF RAW WATER FEED
PUMP #1 TO GENERAL PUMP COMPANY
BACKGROUND:
On June 17, 2021, the Raw Water Feed Pump #1 (“P-1”) at the Joseph F. Hsu Water Filtration
Plant (“Filtration Plant”) suffered a catastrophic failure. Azusa Light & Water (“ALW”) staff
authorized General Pump Company (“General Pump”), currently operating under a Master
Maintenance Services Agreement, to pull the pump and provide recommendations for repair.
After a complete tear down and inspection, the pump was determined to have seized due to
excess calcium accumulation inside the bearings. The pump will require sandblasting, wire
brushing, and cleaning of the calcium build up, as well as reinstallation and testing. The
preceding work is proposed to be accomplished by ALW’s Well and Booster Pump Maintenance
contractor, General Pump Company, under an existing Master Maintenance Services Agreement.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Award Task Order 12 for the repair of Raw Water Feed Pump #1 to General Pump
Company, under the existing Master Maintenance Services Agreement, for a not-to-
exceed amount of $29,424.71.
ANALYSIS:
ALW’s Raw Water Feed Pump #1 is one of four Flowserve 16-inch single stage vertical turbine
centrifugal pumps used at the Filtration Plant. The pump was originally installed and put into
service in 2009. The main function of this pump is to feed raw settled water to the membrane
filters during the treatment process. The pump is controlled by a variable frequency drive which
adjusts the speed and flow of the pump based on the amount of water being treated. The

functionality and reliability of this pump is critical to meeting the higher flow requirements of
the Filtration Plant.
On June 17, 2021, P-1 suffered a catastrophic failure. ALW staff authorized General Pump
Company, currently operating under a Master Maintenance Services Agreement, to pull the
pump and provide recommendations for repair. The pump and motor were pulled on July 1,
2021. After a complete tear down and inspection of the booster pump, it was found that the pump
was seized due to excess calcium accumulation inside the bearings. The pump requires
disassembly, sandblasting, wire brushing and cleaning of the calcium build up before it can be
restored to service. The structural condition of the bowls, column pipe, and discharge head are in
fair condition. General Pump’s work will include: steam-cleaning all components, wire-brushing
matting faces & registers, re-tapping all threaded holes, reassembling with all new 316 stainless
steel shafting, and installing new rubber inserts, gaskets, and O-rings. The pump motor had no
noticeable damage and no issues were reported, however, the motor will be proactively cleaned
and painted.
It is recommended that Task Order 12 be issued to General Pump Company for the repair and
reinstallation of Raw Water Feed Pump #1. With the approval of this Task Order, Staff will
coordinate with General Pump to complete the repair work as soon as possible.
FISCAL IMPACT:
Funding for Task Order 12 is available in Water Fund 32, Water Production - Outside Services
& Repairs, Account No. 32-40-722-701-6493. The total cost for repair and installation of Raw
Water Feed Pump #1 is $29,424.71
