Approve Task Order for HVAC Evaluation and Retrofit ProgramCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JULY 26, 2021 SUBJECT: APPROVE TASK ORDER FOR HVAC EVALUATION AND RETROFIT PROGRAM FROM PROCTOR ENGINEERING GROUP, LIMITED BACKGROUND: Proctor Engineering Group, Limited (PEG) provides fully developed commercial HVAC system screening procedures and CheckMe! software to capture all system data needed for customers to make educated decisions on HVAC system maintenance and replacements. PEG will work with the customers to arrange the retrofit of equipment with new high efficiency HVAC systems installed on the customer’s facilities, as needed. A lower per service cost has been negotiated for this program based on the Southern California Public Power Authority (SCPPA) joint purchasing agreement (JPA) -- making materials for the program more cost effective than if it was contracted directly with the vendor. The ability to take advantage of the quantity discount purchase through the SCPPA JPA is made possible by AMC Section 2-520(b) “Sole Source Purchase” and “Cooperative and Piggyback Purchasing” since SCPPA has conducted an acceptable competitive bidding process on behalf of its SCPPA members. RECOMMENDATION: Staff recommends the Utility Board approve the following actions: 1) Approve the SCPPA Task Order for the HVAC Evaluation and Retrofit Program from Proctor Engineering Group, Limited for Single Family, Multi-Family, Commercial and Municipal facilities at an annual cost not to exceed $90,000 through a SCPPA joint purchase agreement pursuant to AMC Sections 2-520(b) “sole source” and 2-521(a) “cooperative and piggyback purchases”; and 2) Authorize the Director of Utilities to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. E-6Approved Utility Board 7/26/21 HVAC Evaluation and Retrofit Program July 26, 2021 Page 2 ANALYSIS: PEG provides fully developed commercial HVAC system screening procedures and CheckMe! software to capture all system data needed for customers to make educated decisions on HVAC system maintenance and replacements. Since cooling represents the largest summertime energy cost for most homeowners and businesses, an efficient, well maintained AC system uses less energy, provides more comfort, and extends the life of the system. Over the past several years, SCPPA utilities have contracted with PEG for the CheckMe! Program, in one form or another. Burbank Water and Power and Los Angeles Department of Water & Power currently use PEG for their air conditioner tune-up program to improve the energy efficiency of customer’s air conditioning systems. LADWP also offers rebates to help customers fix leaking duct systems, and replace their old, inefficient AC units with new ENERGY STAR Rated High Efficiency AC systems. PEG utilizes their Quality Assurance Specialists (QAS) located in Southern California to complete the equipment screenings under direction PEG’s Director of Quality Assurance and Training. The data gathered on-site will be reported to PEG’s San Rafael based call center and processed through PEG’s proprietary CheckMe! software all while the QAS are on site and the system being screened is still operating at a steady state. This reporting and processing through CheckMe! allows PEG to ensure all data gathered is reasonable and within the expected range prior to moving on to the next system. CheckMe! provides a diagnosis of system performance and provides the status of the system’s indoor airflow, refrigerant charge, and operating Energy Efficiency Ratio (EER). The detailed report generated for each system will present the results of all of the data gathered along with the rated and operating Energy Efficiency Ratio (EER) and recommendations for repairs or replacement. As needed, PEG will work with the customers to arrange the retrofit of equipment with new high efficiency HVAC systems installed on the customer’s facilities. PEG will also assist with: • Prioritizing screened HVAC systems for replacement • Preparing and distributing RFPs for the replacement of HVAC systems identified as being good candidates for replacement. • Identifying HVAC contractors who should receive the RFPs • Performing post-installation inspections to ensure the systems are installed correctly and delivering the capacity and efficiency they are designed to deliver. • Processing HVAC contractor payments Energy savings comes from three primary calculations: 1. Higher efficiency equipment installed. 2. Savings from retiring the AC system early. 3. “Rightsizing” the AC (lower tonnage). HVAC Evaluation and Retrofit Program July 26, 2021 Page 3 Partial funding for this program will come from the offsetting of the other rebate programs with this direct installation program and the incorporation of rebates otherwise issued for standalone projects. FISCAL IMPACT: The annual $90,000 cost for the program has been budgeted under Public Benefit Fund account number 24-40-739-082-6625.
