Approve Second Amendment to MSA with Orravan Mechanical IncCONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: JULY 26, 2021 SUBJECT: APPROVE SECOND AMENDMENT TO THE AGREEMENT FOR MAINTENANCE SERVICES WITH ORRAVAN MECHANICAL INC. FOR PROFESSIONAL HVAC MECHANICAL AND CONTROL SYSTEMS MAINTENANCE SERVICES. BACKGROUND: On August 1, 2016, Orravan was awarded the HVAC systems maintenance services contract for four Light & Water facilities (the Light & Water Administration Building, Hsu-Canyon Filtration Plant, Water Yard, and Electric Yard) in the amount of $24,120 for two years. The contract was awarded in a competitive manner based on the evaluation of proposals received from Orravan, Control Air, Ontario Refrigeration, MissionAire, and Johnson Controls. Orravan Mechanical was the lowest responsive bidder. Based on Orravan’s responsive, timely, and satisfactory service, the initial contract was amended to extend the contract service term. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1) Authorize the City Manager to execute a maintenance services agreement amendment, in a form acceptable to the City Attorney, to extend the current three- year HVAC systems maintenance services contract with Orravan Mechanical, Inc. for one year, from August 1, 2021 to July 31, 2022, without price increase. ANALYSIS: Initially the contract was set for two years only (from August 1, 2016 to July 31, 2018) to determine the quality of performance as Orravan was a new service provider for the City. Overall Orravan has provided responsive, timely and satisfactory services. On May 23, 2018, Orravan offered to extend the contract for three additional years, August 1, 2018 through July 31, E-9Approved Utility Board 7/26/21 Authorize 2nd Amendment to MSA with Orravan Mechanical, Inc. July 26, 2021 Page 2 2021, with the service fee remaining fixed at current $12,060.00/year. After 5 years of service with Light & Water, Orravan has proven their extensive knowledge of HVAC systems and a complete understanding of the HVAC systems used by the Light & Water facilities under their care. An additional year of service for Light & Water’s four facilities will remain the same price of $12,060, annually.
