The City Administrator presented a recommendation from
Marion J. Varner & Associates, the architects, that the
bids simply be opened and filed, with the additional
recommendation that the bids be referred to a Committee
consisting of the architect and other appropriate City
Officials for review of the bids and recommendation for
action at the next Council meeting on November 18, 1968.

The Public Hearing on the recommended amendment to Article IX,
Chapter. 2 Zoning Chapter) of the Municipal Code re: estab
lishment of a Civic Center District, by adding this District
to Section 9207 entitled "Zones and Boundaries Thereof",
and establishing a new Section 9220 entitled "Civic Center
District", initiated by Planning Commission Resolution #753,,
was closed on October 21, 1968, and the decision of the
Council was tabled to this meeting.

After discussion, it was moved by Councilman Calvert,
seconded by Councilman Cooney and unanimously carried by
roll ^all to deny the recommendation of the Planning
Commission re: establishment of a Civic Center District.
'The Mayor thanked the Planning Commission for their
efforts in this regard, and said that in the future there
may be a need for this District, but at this time it would
be difficult to properly enforce this new overlay zone.
A communication was received from Mr. Donell M. Spencer, Req. by
curator of the museum collection and organizer of the Azusa Azusa
Historical Society, requesting an appearance of the Board be- Historical

Miss Grace Dryden, 901 North San Gabriel Avenue, president for their
of the Azusa Historical Society, appeared before Council museum
and requested space for the museum, stating the ideal spot
would be in the old Library Building. She also stated
they are hoping, when the new Police Facilities Building
is completed, that the Council will give them space for
the museum.
Mr. Donell M. Spencer , 521 West 10th Street, appeared
before Council and told of his work in collecting material
for the museum.
The Mayor asked the Director of Public Works to check into
this request for space and, perhaps, attend a meeting of

Mr. William C. Sandberg, 826 East Alosta Avenue, Glendora,
appeared before Council, explaining the construction and
use of the Space Pillow, which he would like to operate as
a permanent business.
A memo was received from the Planning Director, enumerating
some'of the questions and problems that have arisen because
of the application for a business license for a "space

The City Administrator presented a request by Police Chief
Elkins that Juvenile Officer J. R. Albert be authorized to
attend the Department of Youth Authority training course
at Asilomar Conference Grounds, in Pacific Grove, from
2/16/69 through 2/22/69, with an advance of.$105 account-
able expenses for total cost of course including meals
and lodging, and use of City vehicle.

and unanimously carried by roll call that permission be
granted.
The City Administrator presented a recommendation from the
Director of Public Works that the Improvement Bond filed
by Kirst Construction Co., guaranteeing completion of
Encanto Parkway, be relinquished, as the road has been
constructed and completed.

The City Administrator presented a recommendation from
the Director of Public Works that Council accept a credit
of $100 against the contract with Amick Co., Inc. (Project
No. 470, Sierra Madre Avenue Waterline), in lieu of
installation of fire hydrants, which the City forces will
install at a later date; also to authorize the execution
and recording of a Notice of Completion of Project No. 470
for Sierra Madre Avenue Waterline.

and unanimously carried to accept the credit of $100 from
Amick Co., Inc., in lieu of installing fire hydrants.

recording of the Notice of Completion on Project No. 470.
The City Administrator presented a report by the Director
of Public Works on a traffic study in the vicinity of
Citrus and Mauna Loa Avenues, with the recommendation that
Council authorize the installation of a pedestrian -actuated
traffic signal and crosswalk opposite the pedestrian walk-
way on Citrus Avenue near Haltern Street.
The Director of Public Works stated that, subsequent to
his report, he received a letter from the County Road
Department, stating they are not too much in favor of this
type of crosswalk and may consider signalization at a
later date. He further stated that his recommendation
would not be of a permanent nature, and the crossing at
Mauna Loa would be stopped in favor of this new proposed
crosswalk.
Mrs. Murl Miller, 232 North Viceroy Avenue, appeared before
Council expressing that, while a crossing guard is bene-
ficial, there are times when the children cross Citrus
Avenue at other times, such as for after-school activities
when the crossing guard is no longer on duty.

Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried by roll call to accept the recom-
mendation of the Director of Public Works to authorize the
installation of a traffic signal and crosswalk as requested.
Councilman Rubio stated there is the same problem at
Paramount Street and Azusa Avenue, and suggested the Police
Chief and Director of Public Works investigate and report
back to Council.
The City Administrator presented a request from the Acting Appt.H.Shaver
Superintendent of Light and Water that Harry Shaver be as Water Maint.
appointed as Water Maintenance Man, probationary, at Step 1 Man effect.

Mr. Shaver has passed his physical exam.

and unanimously carried to grant this request.
The City Administrator presented a request from the Acting
Superintendent of Light and Water that Leon Aldridge be
appointed as Water Maintenance Man, probationary, at Step
Range 13, effective 11/6/68. Council was informed that
Mr. Aldridge has passed his physical exam.

and unanimously carried to grant this request.
The City Administrator presented a recommendation by the
Acting Superintendent of Light and Water to confirm the
promotional appointment of Thomas Martinez from Water
Maintenance Man to Pump Operator -Repairman, at Step 3 of
Range 20, effective 11/5/68.

and unanimously carried to grant this request.

The City Administrator requested approval and authorization
for Mayor to sign Pitney -Bowes Quarterly Machine Inspection
Agreement, providing for quarterly service at $76 annually.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried by roll call to approve and auth-
orize execution of the Pitney -Bowes Inspection Agreement.
The City Administrator presented a recommendation from the
Director of Public Works that Council accept the Agreement
from Darrell R. and Susan F. Corell to dedicate a street
and highway easement to the City (northerly 30' of southerly
55' of that portion of Lot 1 of Section 26, Township 1 North,
Range 10 West, San Bernardino Meridian)re: the Right -of -Way
acquisition for Sierra Madre Avenue (Project 435), for the
financial consideration of $3,525; also that the Mayor and
City Clerk be authorized to execute the Agreement.

The City Administrator requested authorization for City's
participation in a Labor Relations Seminar, to be held on
11/7/68, at 9:00 a.m,, at West Covina Council Chambers,
with payment of $25 for participation fees. There will be
two sessions, with the first session ending about Noon,
and it is expected that each City will send three repre-
sentatives to the Seminar.

The Director of Public Works recommended authorizing a Pur-
chase Order to Davies Chevrolet, Inc., in the amount of
2,417.88 for the purchase of a Chevrolet Van Truck and
1,997. for the purchase of a 3/4 -ton Pickup Truck.
Moved by Councilman Cooney, seconded by Councilman Calvert
and unanimously carried by roll call that recommendation
be accepted.
Notice was received of a hearing by Workmen's Compensation
Appeal Board on 12/16/68, at Santa Rosa, regarding Robert
A. Dunlap, former Public Works Denart,m.ent employee. The
City Administrator stated he does not intend to attand the
hearing.
The Mayor submitted to Councilmen a sample of a "Level of
Service" Resolution, prepared by Citizens for Freeways and
Highways, which Resolution is being adopted by many cities
and sent to the legislature, which establishes a modern
level of service as the operational standard for.the
freeway system in the State. The Mayor asked Council to
review this proposed Resolution for action at the 11/18/68
meeting.
The City Administrator informed Council he received a
Certificate of Service from International City Managers
Association, in recognition of his 15 years of service
as City Manager.
Councilman Rubio brought to Council's attention the opinion
received from the City Attorney that under Section 3200.41
of the Municipal Code, the Chief of Police is authorized to
prohibit parking at any time or during certain hours or to
limit parking during certain hours on any "off-street park-
ing facility which the City owns or operates"; and, there-
fore, the City Attorney believes this is adequate authority
to limit parking on City lots to a period of two hours.
Moved by Councilman Rubio, seconded by Councilman Decker
that the Police Chief place signs limiting parking to
2 hours on the City parking lots, to be strictly enforced.

The Mayor further stated that he voted "No" on the above
motion as he thought the 2 -hour limitation is too short
a time,
After discussion, Councilman Rubio requested that the Police
Department be instructed to enforce the parking hours on
Azusa Avenue; to check regarding a sign on the parking lots;
and the Police Department to make a report on all parking
violations. The City Administrator said he would take up
these requests with the Police Chief, and that a report will
be made to Council.
Councilman Rubio also asked if the clean-up of sidewalks Req.sidewalk
could be done under the Weed Abatement Program, and the City clean-up
Attorney said he would look into this possibility. under Weed
Abatement
The City Clerk presented a Resolution authorizing payment Res. #5489 -
of warrants by the City, and read the Resolution in full. Bills & Reqs.
Councilman Cooney offered for adoption the,Resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
'FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

that the Resolution be adopted. Resolution passed and
