The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the

The City Clerk presented the Affidavit of Proof of Publi-
cation of Notice of this Public Hearing, and stated a
communication was received from Mrs. W. A. Miller, 1519 N.
Ash, Rialto, owner of Lots 12-14 in Block 36, Map of Azusa,
in opposition to the appeal.
The City Clerk also received a communication from Mr.
Maeser, the applicant for the Variance, requesting that
this hearing be continued to 12/16/68 as he will not be
able to attend this evening due to a business engagement.
Due to his inability to appear at the 12/16/68'meeting,
Austin J. Abdelnour, 240 West Foothill Blvd, addressed
Council and opposed -the granting of the appeal as this
would set a precedent as to parking requirements.

cation of Notice of the Public Hearing, and stated a
communication was received from Mrs. W. A. Miller, 1519 N.

Planning Director, which he gives the Commission's opinion
that, in denying this appeal, even though the appellant
does not have any parking on his property, he could acq:lire
property within 400 ft. of his store (Central Furniture C;o.),
similar to what was done by the Bank of America.
William R. Mayes, 240 West Foothill Blvd., an attorney
representing Mr. Abedor, appeared before Council, stating
the proposed addition will increase the warehouse facilities
and reduce the number of deliveries to the store. He sub-
mitted 4 photographs showing the condition of the rear
portion of the property, and a plot plan of the proposed
addition. He also stated the area proposed to be increased
is not feasible for parking purposes; that the appellant
simply wishes to square off an irregularly shaped building
Harold Abedor, owner of the property at 140 East Foothill
Blvd., appeared before Council, stating the building has
been existent for 49 years and the only parking is o. the
street; that the cost to provide parking would be exhorbit-
ant and more than the cost of the building. He further
stated the proposed addition would cost approximately
$7,000, and would be one large room.
Austin J. Abdelnour, 240 West Foothill Blvd., appeared be-
fore Council in opposition to the appeal, stating he believes
it is the Council's responsibility to require parking within
400' of the property.
After discussion, it was moved by Councilman Decker, seconded
by Councilman Calvert and unanimously carried to close the
hearing.
Moved by Councilman Rubio, seconded by Councilman Cooney
' and unanimously carried by roll call to deny the appeal and
instruct the City Attorney to prepare the necessary Resolu-
tion.

The City Clerk presented the Affidavit of Proof of Publication
of Resolution No. 5488, which set the hearing date as
December 2, 1968, at 8:00 p.m., and which was published on
November 13, and 20, 1968, in the Azusa Herald and Pomotropic.
The City Clerk also presented the Affidavit of Posting
Notices of passage of Resolution of Intention.
The Director of Public Works explained the history of this
easement, and said the City would have no interest as the
easement is unnecessary for present or prospective public use,
and he recommended that the roadway easement bp•vacaced.

A Resolution was presented, ordering the vacation of certain
rights and easements with respect to Fish Canyon.

A communication was received from the Personnel Board, recom-
mending that further testing for the positions of Programmer -
Analyst and EDP Equipment Operator be postponed, in confor-
man^e with'Sec. 54 of the Civil Service Rules and Regulations,
until such time as additional employees may be qualified
through the in-service training program; then to continue
with the examination'and establishment of eligibility lists.

The City Administrator presented a communication from the
Police Chief, which stated that Police Sergeant David
Hardwick has tendered his resignation, effective 12/6/68,
in order to accept employment in private industry and to
relocate in Seattle, Washington.
Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried to accept the resignation.
The City Administrator presented a request from the
Police Chief for confirmation of the promotional appoint-
ment of Police Officer:Felix A. Noriega to Police Sergeant,
Probationary, at Step 3 of Range 31A, effective 12/7/68.
Officer Noriega is presently the top man on the current
eligibility list.
Moved by Councilman Rubio, seconded by Councilman Calvert
and unanimously carried to confirm the appointment .
Councilman Decker requested that Council be given the
names of the three eligible persons from the certified
list at the time request for confirmation of appointment

The City Administrator presented a recommendation from the Auth.Change

It was determined that the cost for clearing both the Nord- error in Weed

A recommendation was presented from the City Administrator Appt.of R.M.
for the acceptance and confirmation of the appointment of Torrance as
Assistant Fire Chief Robert M. Torrance as Fire Chief, Pro- Fire Chief,

date coincides with the effective date of the retirement effective
of the present Fire Chief, Marlowe Madison.. Mr. Torrance 1/1/69

The City- Clerk presented a Resolution authorizing payment
of warrants by the City, and read the Resolution in full.
