The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the salute Call to Order
to the flag.
Invocation was given by the Rev. Paul Farrell of the First
Christian Church.

There being no corrections or additions, the Minutes of
November 18, 1968, stand approved as written.
Mrs. Jean Hardy who was to receive a 5 year Service Award,
was unable to be present due to Night classes.
The hour of 7:30 p.m. being the time set for the continua-
tion of the Public Hearing on the appeal from the denial
of a Variance to permit construction of an addition to the
rear of an existing building in a "P" zone, without pro-
viding required off-street parking, on property located
at 634 North San Gabriel Avenue, by Planning Commission
Resolution No. 762 (Case V-220 - Robert M. Maeser), from
' meeting of December 2, 1968, the Mayor declared the hear-
ing open.
Mr. Robert Maeser, 634 North San Gabriel Avenue, appeared
before Council and presented a plan of the proposed addi
tion, explaining the need for more space and that due to
the type of business and the number of employe4s more park-
ing area was not essential.
Mr. Austin J. Abdelnour, 240 East Foothill Blvd., appeared
before Council and stated that the proposed addition
would require vehicles to use the alley in order to
turn around and the City should use and abide by the
present Ordinance pertaining to parking requirements.
Moved by Councilman Rubio, seconded by Councilman Decker
and unanimously carried that the hearing be closed.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried by roll call that the appeal be
denied.
Mr. Claude Duplesis,:435-South Grandin Avenue, having
requested permission to address Council, appeared and stated
that on December 7, ' 1968; geophysical survey tests made along Gladstone Street for Union Oil Company have caused
damage to his home. Contact was made by him with a
representative of Union oil Company, but he was not
satisfied with their offer of $50. Mr. Duplesis inquired
about protection for property owners and asked if the City
could assist the property owners in presenting a claim with
Union 011 Company.
Mr. Ray Malin, 444 South Grandin Avenue, appeared before
Council and stated that the vibroseis testing was con-
ducted within 25 to 30 feet of his house, and that con-
siderable damage was done throughout his house.

Mr. Ray Roth, 226 North Viceroy Avenue, appeared stating
that possibly this section of Gladstone Street was within.
County territory and the,permit was granted by the County.
The City Attorney suggested that if the complainants pro-
vide information as to nature and extent of the damage,
he would be willing to assist by writing letters to Union
Oil Company. He also advised that they could file a claim
against the City on the appropriate form, but, that he did
not believe the City was.liable.
Moved by Councilman Cooney, seconded by Councilman Calvert
and unanimously carried authorizing the City Attorney to
pursue the request and write a letter to Union Oil Corrpa.ny.
Mrs. Harriet Bornstein, 577 East Arrow Highway, owner of omplain
Georgia's Tavern, having requested permission to add-ess II.Bcrnstei.r.
Council regarding an unsafe wall structure, appeared and aller;ed
stated that construction of a six foot wall on th.= east ur_s-.fe wail
of her business, has caused a safety hazard to vehicles st-1-ucture
entering to park, and leaving the business premises and
to persons walking on the sidewalk: and suggested that the
wall could be stepped.down from the front line of her
building to the sidewalk.

the Director of Public Works and Police Chief to investi-
gate and report back with recommendation.
A Claim for Damages was received from James P. and Marlene Claim for

A communication was presented from the Accounting Director Req. for
regarding acquisition of an additional Key Punch Machine Lease Add11,
for the Data Center and recommending the lease.of a re- Key Punch
conditioned I.B.M. Model 026 at $60 per month for a mini- Mach.
mum period of one year.
Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried by roll call to approve the recom-
mendation to lease the key punch machine.
A communication was received from Synanon Foundation, Inc., Req.for
1910 Ocean Front, Santa Monica, requesting permission to Solicitation
solicit for funds, between January 15, 1969 and June 29, Syna,non
1969 with a drawing for prizes to be held in San Francisco Foundation,
at the conclusion of the campaign. Inc. (Denied)
Moved by Councilman Calvert, seconded by Councilman Rubio
and unanimously carried that the request be denied.
A communication was received from Rev. Bill Greenelsh,
804 Elizabeth, Pasadena, -spokesman for approximately
thirty students of Azusa Pacific College, requesting
permission to paint house numbers on curbs in the City.
Rev. Greenelsh appeared before Council stating that these
students were trying to find a means of employment in
order to earn their way through college and showed a
sample mock-up of the numbering to be painted on the curb,

and further stated that he would be personally responsible
for the work and would comply with any requirements of the
City. A charge of $2.00 from the resident was suggested.

of Public Works and, if it meets with his approval, to
authorize that permission be granted for the students to
conduct the house numbering project for a period ending
September 1, 1969.

Raymond Roth, spokesman for the Employees, appeared before
Council and presented Council with a communication enwnerat-
ing the reasons for opposing the Ordinance in its present
form, and explained wherein certain sections of the proposed
Ordinance would be detrimental to the welfare of the employees
and asking for clarification of some sections.
A communication was received from the Azusa Police and Fire
Association concurring with the action taken by the Azusa
City Employees Association in opposing the proposed Ordi-
nance.
Further discussion was held, after which,
Councilman Cooney offered for adoption the Ordinance entitled:

and unanimously carried to confirm the request.
The City Administrator presented a Resolution approving
an Agreement for electrical distribution facilities
and energy for Toppers Steak House, 310 North Citrus
Avenue.

The City Administrator submitted a progress report ?rom
Cc;rn:itte.e appointed to inspect and make ;recon necida.tion
regarding the Cite park 4ng lot located n.idaray between
Pbothill Blvd. and Sixth Street on the east side of Arusa
Avenue. The report advised that some repair work had
been done on the Sign on the parking lot, but that addition-
al work needed would amount to an estimated $145.00. ":ne
cost for resurfacing and restripi.n the lot is estimated
at $570.00, making a combined total for the items of
$715.

Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried by roll call to accept the
recommendations for the improvements and repairs to the
sign and parking lot surface, to proceed with the anstall-
ation of the parking limit sign, and that a, study be made
on landscaping and planters with report back to Council.
It was suggested that the Police Chief check on cars left on
vacant lots.
A communication was received from the Recreation Director
requesting that the period from January 15, 1969, to
February i55 1-1-169 br designa-ted as Bicycle Safety Month,
and authorising that the registration fee of 50T' be
waived during that period.
Moved by Ccuncilman Cooney, seconded by Councilman Rubio
and unanimously carried that the period from January 15,
i969, to February 15, 1969 be designated as Bicycle
Safety Month and that the registration fee be waived
during that time.
The City Administrator submitted a recommendation tc
place an obsolete Fire Department pumper .in one of the
City Parks, exact location. to be determined by the V
Recreation Commission, to be used for recreational pur-
poses.

and referred to the Park. and Recreation Commission.
A communication was received from the Police Chief s:b-
mitting the resignation of "Carlos Muriet:ta, from the
Police Reserve, effective December 3, 1966. Mr. Murietta
has been appointed a regular police officer.
