Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Calvert, Solem Absent: Councilmen: Cooney ' Also Present: City Administrator Foxworthy, Director of Public Works Sandwick, Chief of Police Elkins, City Clerk Klarr. Mayor Solem presented the Notice of Special Meeting which Pres.of was called for the purpose of discussing and taking possible Notice of action with regard to the disaster situation in this City, Special Mtg. due to the rains and flood. A copy of the Notice of Special Meeting was delivered to Certif.of each of the following members of the City Council at the Delivery of date and time set forth after his name: 1:15 p.m. Notice Council Member Date Time Delivered By: Fernando A. Carter, Police Officer The City Clerk also certified that, in addition to the Notice of the Special Meeting, each member of the Council did sign a written waiver of notice in connection with the meeting, including Councilman Cooney, who did not receive a copy of 'the Notice: The City Clerk further certified that the following news- papers, which have submitted letters requesting notice of all meetings of the City Council, were notified by him at the time shown after the name of the paper: Newspaper Date Time Daily News -Post, Monrovia 2/6/69 1:05 p.m. San Gabriel Valley Newspapers, Inc., 2/6/69 1:10 p.m. Baldwin Park Azusa Herald, Azusa 2/6/69 1:15 p.m. Pasadena Independent Star News, Pasadena 2/6/69 1:20 p.m. Due to the reason that the Auditorium was in use by the Miss Azusa Pageant Committee, it was Moved by Councilman Rubio, seconded by Councilman Calvert and unanimously carried that the meeting be adjourned to the Personnel Office at 7:45 p.m., this same date of February 6, 1969. The Mayor declared the meeting so adjourned at 7:40 p.m. The Council re -convened in the City Personnel Office and the Mayor called the meeting to order at 7:45 p.m. The City Administrator read the Proclamation signed by him, as Director of Civil Defense and Disaster,and the Mayor, declaring a state of emergency to exist in the City of Azusa. Moved by Councilman Calvert, seconded by Councilman Rubio and unanimously carried that the action taken by the Mayor Certif.of waivers signed Certif. of notice to newspapers Motion to Adj.to Personnel Office at 7:45 p.m. Mtg.Adjourn. Mtg. Called to Order Procl. of Emergency ratified AZUSA AUDITORIUM AZUSA, CALIFORNIA THURSDAY FEBRUARY 6, 1969 Page 2 and the City Administrator in his capacity as Director of Civil Defense and Disaster, in proclaiming a state of emergency to exist in the City of Azusa, be confirmed. The Director,of Public Works reported on the extent of Rpt. by damage done by the most recent storm, and the costs to Dir. of his Department aso/this week for the total disaster situation, P.W. on as follows: expenditures Equipment $41,786.00 through 2/4/69 ' Labor 11,766.00 through 2/1/69 Forestry Department 5,000.00 Bags and Sand 2,067.71 Total $60,619.71 The Council was informed that there had been the necessity of contracting for material and services to meet the emer- gency demands. The City Administrator read Section 3400.5 (b) of the Azusa Municipal Code to the -Council, whereby he is impowered in such emergencies to bind the city for the reasonable costs involved in meeting the emergencies. It was the feeling of the Council that the previous actions of the Director of Public Works and City Administrator should be ratified; therefore, it was Moved by Councilman Decker, seconded by Councilman Calvert and unanimously carried that bidding procedures required under the Municipal Code be waived, finding it impracticable, useless and uneconomical to follow such procedures and that the public welfare would be promoted by dispensing with the same, with respect to materials and services needed during the previous emergency situation and any such situ- ation which may arise during this same period. Bidding waived for material & services used in emergency The Director of Public Works also informed the Council Dir. of that he had had occasion during the emergency situation, P.W.upheld and the clean-up pursuant to the situation, to enter onto in entering private property with clean-up equipment to remove debris which private could prove to be a hazard to persons and property and which property for would have continued to be a source of future clean-up work preventative in the streets were it not done at the time. debris clean- up purposes By consensus, the Council approved the efforts of the Director of Public Works in meeting the demands of the emergency and upheld his decisions on methods to rectify the extent of the situation. The City Administrator and the Director of Public Works gave a detailed report on the extent of damage by the recent flooding, the results of the mud flows, and their proposals to prepare for the future needs should they arise. The City Administrator reminded the Council of the Opening Ceremonies of the new Foothill Freeway on February 13, 1969, at lo:45 A.M. Moved by Councilman Calvert, seconded by Councilman Decker, and unanimously carried that the meeting be adjourned.
