Mayor Solem called the meeting to order. Present at Roll Call: Councilmen: Rubio, Decker, Cooney, Solem Absent: Councilmen: Calvert Also Present: City Administrator Foxworthy, Director of Utilities Marron, Chief of Police Elkins, Director of Public Works Sandwick City Clerk Klarr. { r The City Administrator;presented to Council a Legislative Bulletin of March 7, 1069, from the League of California Cities which contained ten items concerning legislation presently being considered by the State Legislature. The City Administrator rev#ewed each item for Counpil action which was as follows: ; t 1. Police and Fire Retirement at age 50.;A.B. 374. Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried that the City Administrator be authorized to write a letter in opposition to the proper recipients. 2. Topless. Rapid Transit Tax. SCA 7. No action taken by Council. 10. A Government. No action taken by Council. San Francisco Bay Area. a Councilman Cooney reported from his attendance at the last L: A. County Division of the League Board Meeting regarding the position of the League as not taking a stand state-wide on the proposed Court Consolidation. However, the L. A. Division is considering opposing this proposal, as they have done in the past. SCA 7 No Action A.B. 711 No Action Rpt. on Court Consol. stand by LCC The City Administrator reported on the study done regarding Helicopter City's possible participation In the proposed San Gabriel Patrol Valley Helicopter Patrol Program. It was noted that the Program cost to the City would be approximately $39,622 per year. (denied) In response to a question by the Mayor, the Chief of Police indicated that he would rather have this money spent ' for additional personnel. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried that the City Administrator be instructed to communicate with R. M. Christofferson, City Administrator of Covina, telling him that the City does not wish to participate in this program at this time. A joint report by City Administrator and the Director of Street Utilities was presented regarding the installation of Lighting street lights on Renwick Road In the vicinity of Murray Renwick Rd. School. It was the recommendation that two 11,000 Lumen at Murray Mercury Vapor Lights be installed on the southside of the School street on existing power poles belonging to Southern (Approved 2 California Edison Company. The charge will be $4.45 each lights) per month, and will be installed at the expense of the Southern Callbrnia Edison Company. Moved by Councilman Cooney, seconded by Councilman Decker and unanimously carried by roll call that the recommenda- tion be approved and Southern California Edison be requested to provide the street lights. A communication was presented from the Chief of Police Appt. J.R. ' which recommended the confirmation of the appointment of Albert Pol. James Russell Albert to the probationary position of Srgt. Sergeant at Range 31A, Step 3, effective March 17, 1969. eff.3/17/69 Moved by.Councilman Rubio, seconded by Councilman Decker and unanimously carried that the appointment be confirmed. A further communication was presented from the Chief of Appt. J.A. Police recommending the probationary appointment of James Glancy Pol. Anthony Glancy as Police Officer, Range 25A, Step 4, Off.effect. effective March 17, 1969. 3/17/69 Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried that the appointment be confirmed. 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA THURSDAY, MARCH 13, 1969 Page 3 An announcement of the League of California Cities Mayor's and Councilmen's Legislative Institute, in Sacramento, April 14-16, 1969, was presented to Council. Moved by Councilman Cooney, seconded by Councilman Decker and unanimously carried that this item be continued to the meeting of March 17, 1969. LCC Mayors' & Councilmen's Inst.(Cont.to 3/17/69) An emergency situation was presented regarding the need Auth.purchase to replace a water pump. Quotations had been received from re -built motor Byron Jackson Pump Division with costs for repair of pump & repair of and the cost of replacement by a re -built motor. It was pump recommended that the motor be replaced. Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried that bidding procedures under the Municipal Code be waived, finding it impracticable, useless, and uneconomical to follow such procedures and that public welfare would be promoted by dispensing with the same. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried by roll call that the City Admin- istrator be authorized to issue a Purchase Order for 1 - 75 HP, 3/60/440 re -built submersible motor, less credit for reusable parts of existing motor, for a net cost of $2598.00 plus relacement of flat cable and repair of pump element costing 516.50, plus tax, from the Byron Johnson Pump Division, Los Angeles. The City Administrator reported on the progress of dis- cussion with the Board of Directors for the Lark Ellen Home for Boys regarding the proposed Beatty Canyon t.mporary debris basin. He indicated that he found good reception by the Board; but that they desired further information before they took action. He was in the process of gaining that information for them at this time. The Mayor opened the topic of the major purpose of the meeting, that being an informational discussion regarding the City's use of Data Processing. The Council was supplied with a sample of all print out presently coming from data processing and being used now. Also presented was a capsule status report of production and costs for the period of the first seven months of the fiscal year to date. City Clerk Klarr made introductory remarks and introduced the following panel members present to participate in discussions: Acting Programmer/Analyst McKinney, Accounting Director Helsley, Chief of Police Elkins, Police Captain Lara,, President of the Azusa City Employees Association Roth, ' Director of Utilities Marron, Director of Public Works Sand- wick, I.B.M. representatives Ira Williams and Ray Lopez, and Baldwin Park Data Processing Manager Bert Eaton. City Treasurer Watkins spoke in opposition to the con- tinued use of Data Processing because he felt it was not a paying proposition for a city the size of Azusa. Each member of the panel spoke to the value of the program for the City and its value as a management tool for the administration or his particular department, and expressed his desires for particular types of production from data processing. President Roth indicated that the City Employees, do not oppose data processing, but are concerned about certain personnel procedures they feel were incorrectly handled. Much discussion was held on the added value of data pro- cessing to the administrative and managerial decisions as an over-riding factor of the additional cos that'the City may incur. It was noted that the actual evaluation of such factors cannot be done for a least two to three years after the program has beep operative. No action was taken by Council. Following the discussion on data processing, and there being no further business to come before the Council, it was Moved by Councilman Decker, seconded by Councilman Rubio Motion to and unanimously carried that the meeting be adjourned.
