AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, MAY 27, 1969
The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Jens J. Solem called the meeting to order.
Present at Roll Call: Councilmen: Rubio, Cooney, Calvert,
Solem
Absent: Councilmen: Decker
Also Present: City Administrator Foxworthy, Director
of Utilities Marron, Fire Chief Torrance,
City Clerk Klarr.
The following Budgets were presented by the City
Administrator for review by the Council:
Account Number 6000 - Water Department
Account Number 7000 - Light Department,
Account Number 5220 - Fire Department
The City Council reviewed the Water budget and determined
that Object Accounts #303 - #378 (Capital Plant Outlay)
would be studied more closely at a.later date. However,
it was

and unanimously carried that Object Account #305 be re-
duced by $4,667 to read $500.
Moved by Councilman Calvert, seconded by Councilman Rubio
and unanimously carried that Object Acount #345 be reduced
by $28,500 to read $7,000.
These reductions were a reAult of payment already made
during present fiscal year of amounts reflected as to be
paid in next fiscal year.
Due to an error in computations, it was
Moved by Councilman Calvert, seconded by Councilman Cooney
and unanimously carried to increase Object Account #795 to
$20,600.
Object Account #797 will be discussed with the 330 Object
Accounts at a later date.
Councilman Decker entered the meeting at 8:42 p.m.
The Council discussed the proposed water rate increase. -
Moved by Councilman Cooney, seconded by Councilman Decker
and unanimously carried that the water rate increase pro
poral be placed on the agenda for the regular Council
meeting of June 2, 1969, and that the City Administrator
be authorized to issue a press release explaining the
purpose and importance of the proposed rate increase.
The Light Budget (Account Number 7000) was presented.
Object Accounts #362 - #373; (Capital Outlay),,were to be
studied more closely at a later date.

and unanimously carried that Object Account #926 be increased to

The City Administrator presented the Fire Department Acct.#5220

&nd unanimously carried that the budget requests of personnel,
Account No. 5220 (Fire Department) be accepted with the Obj. 330 &
exceptions of salaries and Object Accounts #330 and #4403 440
and with the following amendments to certain Object Accounts:
Object Account #210 - Reduced $100 to read $400
Object Account #215 - Reduced $200 to read $1,000
Object Account #225 - Reduced $500 to read $3,800
Object Account #230 - Reduced $1,005 to read $3,214
Object Account #250 - Reduced $ 50 to read $100
Object Account #260 - Reduced $876 to read $27,439
Object Account #261 - Reduced $209 to read $3,900
Moved by Councilman Calvert, seconded by Councilman Rubio Two tabled
and unanimously carried that the two items tabled to this Items raised
meeting from the meeting of May 19, 1969, regarding the
request for the City to pay $300 to help oppose A. B. 2383
and the request for the City to pay $100 to help obtain
more judges, be lifted from the table.

and unanimously carried by roll call that the City be
authorized to pay $100 toward the cost of opposing A.B. 238,
and that a letter accompany the remittance indicating that
this is the amount considered by the City to be it's fair
share.

It was noted in the report that the Personnel Board should
make salary recommendations; however, there is nothing in
the Ordinance giving the Board exclusive powers to do so.

The City Administrator indicated that he would welcome the
recommendations of the Personnel Board in his negotiations
with employee groups.
Moved by Councilman Cooney, seconded by Councilman Calvert,
and unanimously carried that the Personnel Board be requested
to provide to the Council a salary survey and salary recommen-
dations.
Councilman Rubio presented the matter of the exchange trip Expenses auth.

He presented the proposed itinerary as follows: Mexico
.Fly from Los Angeles to Mexico City on July 8, 1969.
RemAin in Mexico City until'July 10, 1969.
Journey by Bus to Zacatecas on July 11, 1969.
Remain in Zacatecas until July 14, 1969.
Journey to Guadalajara on July 15, 1969.
Arrive back in Los Angeles by plane on July 16, 1969.
He indicated that it would be necessary for the plane
tickets to be reserved in advance by June 8, 1969.
Moved by Councilman Cooney, seconded by Councilman Decker,
and unanimously carried by roll call that a maximum of
$500 expenses be authorized for each Councilman for the
trip to Azusa's Sister City, Zacatecas, with advances as
necessary.
