Mayor Jens J. Solem called the meeting to order. Present at Roll Call: Councilmen: Rubio, Cooney, Calvert ' Solem Absent: Councilmen: Decker Also Present: City Administrator Foxworthy, City Clerk Klarr As requested by Council, the City Administrator reported on the policy of annual physical examinations for Safety Members. He stated that this policy has been established by two Resolutions, to be required as part of the specifi- cations of Safety Members. In the specifications, as they now read, Safety.Members must pass annual physical examina- tions. If Council wishes to remove the allocation from the Personnel budget, Object Account No. 260, a Resolution would have to be adopted amending the former Resolutions to eliminate the requirement of annual physical examina- tions for Safety Members. Councilman Cooney entered the meeting at 8:09 p.m. After discussion concerning the policy of physical examina- tions, the Mayor requested the City Administrator to ask the Chief of Police and the Fire Chief.to come before Council and discuss this matter with their recommendations 'to Council. The City Administrator presented a listing and a report on the present status of the various funds of the City. The City Administrator presented a report, as requested by Council, on the fringe benefits given City employees, both by percentage and by dollar figure, as to the cost to the City. The City Administrator presented a verbal report to Council concerning a communication.to come to the Council at its next regular meeting from the Personnel Board, recommending various salary adjustments, fringe benefits and salary increases for the next year. This communication would recommend inequality adjustments for 17 positions, a 51% salary increase across the board after these adjustments, and an increased vacation of 1 day per year after 5 years, for a maximum of one month. The City Administrator estimated that this recommendation would cost approximately $116,000 to the City. The City Administrator presented a listing.of capital out- lays, as recorded within the proposed budget. 'Tom Talbott, 1145 North Alameda Ave., representing Police and Fire Association, addressed Council requesting a clarification on "meeting and conferring in good faith". He presented a chronological history of Council decisions regarding meeting and conferring between Council-desiggee and employee groups. He further indicated that the City Administrator had been designated for this task. The Police and Fire Association had originally presented their salary surveys to the Personnel Board and had been advised that they should meet with the City Administrator. 8:00 p.m. Call to Order Roll Call Report on Physical Exams for Safety Members Cncl.Cooney enter. mtg. AZUSA AUDITORIUM AZUSA, CALIFORNIA WEDNESDAY, JUNE 11, 1969 Page 2 After considerable time, the City Administrator and Police and Fire Association representatives had reached an agree- ment and signed a Memorandum of Agreement. Subsequent to this, Council had directed that Mr. Foxworthy meet with the Personnel Board, and the question was, "should the Police and Fire Association alsc meet with the Personnel Board?" inasmuch as the Personnel Board recommendations had been made without benefit of the information that the Police and Fire Association had to offer. It was indicated to Mr. Talbott that Council will make final determination on all salaries, that they have received the Memorandum of Understanding, and there was no need for the Police and Fire Association to go to the Personnel Board. The Personnel Board's recommendation will be considered at a future date, along with all Memorandums of Agreement. Mr. Ray Roth, representative of the Azusa City Employees' Association, addressed Council stating that he had met with the Personnel Board and no decision had been made at that time. Because of certain suggestions of the Personnal Board, Mr. Roth was intending to call a Special Meeting of the -City Employees' Association; however, he now finds that the Personnel Board recommendation is to be sent to Council be- fore the Special Meeting could be held. The Mayor suggested that if the City employees haven't been able to come to an agreement with the Personnel Board to date, that they meet and confer with the City Administrator and enter into a Memorandum of Understanding which will then also be brought to Council. He re -stated the fact that the Personnel Board's recommendation for salaries and also the Memorandums of Agreement will be considered at one time, and that Council will be making the final determination in salaries. It waq moved by Councilman Rubio, seconded by Councilman Motion to Decker that the City cancel its contract with I.B.M. and Incl. contr. revert back to the manual type of billing in the Tight and with IBM Water Department. Considerable discussion ensued, and the (failed) motion failed to pass by the following vote: AYES: Councilmen: Rubio, Decker NOES: Councilmen: Cooney, Calvert, Solem ABSENT: Councilmen: None The Mayor suggested that it would be important for Council to receive reports from the Department Heads regarding the question "If Data Processing were removed, what effect wouli it have on the individual Department budget?" He felt that this information should be available to Council at its June 16th meeting. Moved by Councilman Decker, seconded by Councilman Cooney and unanimously carried by roll call that Department Heads be requested to supply the information regarding the effect 'of removal of Data Processing to their budgets at the June 16, 1969 meeting of Council. The City Administrator presented the list of capital outlay requests again. He began the discussion by indicating those items which Council had already taken action to remove. After discussion, it was Moved by Councilman Rubio, seconded by Councilman Calvert and unanimously carried that the expense for a band shell in Memorial Park, and the engineering for the band shell, for a total of $22,600, be removed from Account No. 5611 (Parks) Object No. 420. _i731 - Dept.Heads req'd. to rept. on effect on budget if EDP removed Acct. 611 (Parks) Exp. for band shell removal 1 1 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA WEDNESDAY, JUNE 11, 1969 Page 3 After review of the capital outlays, it was the consensus Reductions of Council that the following would be removed or reduced: in capital outlay Account No. 5090 (Buildings) Sand blasting and re -painting the exterior of City buildings, reduced from $7,000 to $3,000. Account No. 5210 (Police) Removed $3,275 from Object Account No. 440 Account No. 5220 (Fire Dept.) Reduced by $8,575• Account No. 5250 (Civil Defense) Reduced by $22500. Account No. 5320 (Streets) Reduced by $114,825. Account No. 5510 (Library) Because Council had pre- viously determined the total amount of money to be allocated to the Library, the full amount of $31,017 was removed. Account No. 5611 (Parks) Reduced by $11,700 in the 430 Object Account. The City Administrator presented an Amendment to the Agree- ment between the City and the County on the construction of Sierra Madre Avenue. The proposed Amendment would pro- vide that because Sierra Madra Avenue is being constructed in such a manner as to brine it up to County Highway standards, that the entire 95,000 allocated from the County for the Flood Control channel can be used within the total construction of Sierra Madre Avenue. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried that the Amendment be approved and the Mayor authorized to sign and the City Clerk to attest. Moved by Councilman Calvert, seconded by Councilman Rubio and unanimously carried that the meeting be adjourned.
