The City Council of the City of Azusa met in adjourned regular session at the above time and place. Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Cooney, Roll Call ' Calvert, Solem Also Present: City Administrator Foxworthy, City Clerk Klarr Because the Planning Commission was meeting at the same Motion to time and place, it was adj.to Lib. Brd. Rm. Moved by Councilman Decker, seconded by Councilman Calvert and unanimously carried to adjourn to -the Library Board Room at 7:32 p.m. The Mayor reconvened the meeting,at the Library Board Mtg. Room at 7:41 p.m. Reconvened The City Administrator presented to Council a traffic Recomnd.for control survey from the Director of Public Works and Posting for Chief of Police regarding the entrance and egress to Traffic Con - the Post Office. The recommendation of the two Depart- trol @Post ment Heads was that the City install one-way arrows and Office Prkg. signs posting the two entrances to the Post Office park- Lot ing lot. (Appvd.) Moved by Councilman Calvert, seconded'by Councilman Decker and unanimously carried that the recommendation ' be approved and that the Department Heads be authorized to proceed with the posting as recommended. The City Clerk presented a communication from Consoli- Agmt.for dated Rock Corporation which was a letter of permission. permission to This letter, if agreed to by�the City Council, would hold Ordinance permit the City Police Department to hold an Ordinance Disposal Demo. Disposal Demonstration on Consolidated Rock property on on Con. Rock the date of July 16, 1969. This demonstration would be prpty.7/16/69 shown by an Ordinance Disposal Unit from the U.S. Army and would be viewed by other Police Departments upon invitation, as well as the City of Azusa Police Depart- ment. The letter of permission had been reviewed by the City Attorney and was approved as to form. It was, Moved by Councilman Cooney, seconded by Councilman Decker Chmbr.of Comm. and unanimously carried that the Mayor be authorized to Install.Dinner sign the Agreement and the City Clerk to attest. 6/26/69,7:00 p.m Cornhusker The City Clerk presented a letter from the Chamber of (Auth.attendance Commerce which announced its annual installation dinner C.Cncl. & Dpt. to be held Thursday evening, June 26, 1969, at the Heads) Cornhuskers Restaurant in Azusa. The dinner w6uld begin at 7:00 p.m. and tickets are $5.00 each. ' Moved by Councilman Cooney, seconded by Councilman Cal- vert and unanimously carried by roll call that members of City Council and Department Heads be authorized to attend the Chamber of Commerce dinner. The City Attorney entered the meeting and requested Rpt.on Water that he be allowed to discuss the question of the adjust- rate re:Golf ment of water rates to the golf course, as requested by Course Council in a previous meeting. He stated that the Agree- ment for the particular formula involved in determining water rates for the golf course was, in fact, a part of the-Gond-itional--Use--Permit for the golf course..�A* � <� •�T-(:)c ya�-aas _ In direct answer to Councilman Decker's question, the City Attorney could find no time limit for this Agreement, and stated that the formula could not be changed. How- ever, the water rate could be recomputed on this formula at any time Council desired, as there was no time set up in the Agreement for the re-evaluation and the adjustment of the rates. Therefore, the City could adjust the rates, but it could not change the formula upon which these rates were determined. Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried that a separate Resolution be prepared for the golf course rate which would incorporate the recommended increase of the rate to $.0472 per hundred cubic feet. Clerk's complement, and remove the position of Steno- #4693 by Clerk from the same. adding 1 Typist-Clk Councilman Calvert offered the Resolution entitled: Fr, deleting 1 Steno-Clk A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA from C.Clerk's ' AMENDING RESOLUTION NO. 4693 RELATING TO THE TABLE OF complement ORGANIZATION, COMPENSATION AND CLASSIFICATION SCHEDULES OF THE CITY CLERK AND AMENDING EXHIBIT "A" ATTACHED THERETO EFFECTIVE JUNE 183 1969. Moved by Councilman Calvert, seconded by Councilman Decker and unanimously carried that further reading be waived. Moved by Councilman Calvert, seconded by Councilman Decker that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Decker, Cooney, Calvert, Solem NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 5592. As requested by Council, the City Clerk presented a Rpt.re: report regarding the effect on the proposed budget by effect on request for retirement at age 50 by Safety Members. bdgt.by req. by Safety Mbrs.for retire- ment at age 50 ' The City Administrator presented the listing of additional Req. for add11. personnel requested in the proposed budget. After dis- personnel. cussion of the Police requests, Council by consensus decided to ask the Chief of Police to appear at the next adjourned meeting to further explain his requests. After considerable discussion with Fire Chief Torrance, Fire Dept. it was discerned that there was actually no request for complement increase in personnel, but that the Fire Chief desired set at 36 to add one position of Captain and reduce one position w/7 Capts. & of Fireman, for a total complement of 36 men. 15 Firemen included AZUSA AUDITORIUM AZUSA, CALIFORNIA WEDNESDAY, JUNE 18, 1969 Page 3 Moved by Councilman Cooney, seconded by Councilman Decker and unanimously carried that the complement of 36 men be approved, including 7 Captains and 15 Firemen. It was noted by Council that they would review the overtime expense requested at a later date for possible reductions. The City Administrator presented a letter of resignation Resig. ' from Fireman Harold W. Roberts, with recommendation from Fireman the Fire Chief and a letter from Battalion Chief Redfern H.W.Roberts recommending acceptance of the resignation. Fireman effec.6/2o/69 Roberts' letter of resignation was read in full by the (Accepted) City Administrator. After discussion, it was Moved by Councilman Calvert, seconded by Councilman Cooney and unanimously carried that the resignation be accepted. The following adjustments were made in the listing of Reductions requests for additional personnel: in Personnel requests Account No. 5070 (Planning) Planning Assistant $9,360. (Removed) Account No. 5190 (Purchasing & Stores) Junior Typist Clerk $4,585. (Removed) Account No. 5240 (Animal Regulation) Reduced to one part-time Humane Officer for a total of $3,500. Account No. 5320 (Streets) Reduced by two Mainte- nance Men to a total of $5,580. Account No. 5720 (Central Garage) Reduced by one General Serviceman for a reduction of $6,ol8. Account No. 5170 (Data Processing) Reduced by $7,200.
