AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, JUNE 24, 1969 7:30 p.m.
The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
Mayor Solem called the meeting to order. Call to order
Present at Roll Call: Councilmen: Rubio, Decker, Cooney, Roll Call

Absent: Councilman: Calvert
Also Present: City Administrator Foxworthy, Chief of
Police Elkins., City Clerk Klarr
The City Administrator presented the request of the Fire Appt. of W.
Chief for confirmation of the appointment of Engineer Franklin to
William Franklin to the position of Fire Captain, Step 3, Fire Capt.
Range 35-A, effective June 20, 1969, eff. 6/2o/69
Moved by Councilman Cooney, seconded by Councilman Rubio
and unanimously carried that the appointment be confirmed.
The City Administrator presented to Council copies of a Rpt, on Water
report entitled "Preliminary Design of Water System Improve- Sys. Design
ments for Pressure Zone 2" by Molina Engineering Consultants, Molina)
Inc. He read the transmittal letter from the front of the

Moved by Councilman Decker, seconded by Councilman Rubio payment on
and unanimously carried to receive the report, report.)
The City Administrator requested authorization to pay the
invoice for the report which he submitted, and Council had
just received, in the amount of $3,000.
Moved by Councilman Decker, seconded by Councilman Cooney
and unanimously carried by roll call that the City Adminis-
trator be so authorized.
The City Clerk presented the annual Agreement between the
Azusa Unified School District and the City of Azusa Recrea-
tion Department which allows the City to provide recreation
upon school playgrounds for a stipulated fee. He stated
that there was no change in the amounts contained within the
Agreement from that of last year. He further stated that
it would be important to have this Agreement executed at
this point so that it may be transmitted to the School,
Board for its action on July 1st.
Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried that the Mayor be authorized to
sign and the City Clerk to attest.
The City Administrator presented the remaining list of
positions to be reviewed, particularly those positions
requested by the Chief of Police. The Chief of Police
explained the need for 4 Dispatcher -Clerks due to the
architecture of the new Police building. The building
necessitates a person on the front desk to receive phone
calls and complaints, and a second person available to run
the jail and do the booking of suspects. He indicated
that because the jail in the new building will be so
separated from the front desk, it will be imperative to
have two people do this job where now it is possible to
do it with one. After considerable discussion, it was

City Administrator Foxworthy presented the water rates as Recomd. water

The City Administrator presented the listing of requests
for all Object Accounts #330 (Dues, Memberships, Con-
ferences, etc.). It was determined that $300 would be
allotted to any person, Councilman or Department Head
attending the League of California Cities Annual Conference
or any other annual conference which a Department Head may
wish to attend.
Account No. 5030 (City Clerk),.- The Council removed the
City Clerk's request for attendance at the Bi -Annual
Institute in the amount of $225 and indicated that they
would allow the attendance at the Institute if it would
be done with the total amount budgeted for this Account.
Account No. 5137.(Memberships, Dues, Misc.) - The Council
removed $150 for Town Affiliation Association dues.
Account No. 5210 (Police) -,The request for attendance at
the California Peace Officers Conference, $135, was removed.
Account No. 6000 (Water) - The amount of $150 was added for
California water Resources dues.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried to approve Object Account #330
requests as amended.
The Council discussed the question of reimbursing Councilmen
and Department Heads for the basic rate of their telephone,
plus tax on that rate.

Moved by Councilman Rubio, seconded by Councilman Decker only (apprvd.)
that Councilmen and Department Heads living inside the City
limits, and with listed phone numbers only, may be reimbursed
for the basic rate of their telephone plus the tax on that
rate. The motion was carried by the following vote of Council:
AYES: Councilmen: Rubio, Decker, Solem
NOES: Councilmen: Cooney
ABSENT: Councilmen: Calvert
It was decided by consensus of Council that any discussion Disc. of salary
