AZUSA AUDITORIUM AZUSA, CALIFORNIA FRIDAY, JUNE 27, 1969 7:30 p.m.
The City Council of the City of Azusa met in adjourned
regular session at the above time and place,
Mayor Solem called the meeting to order.
Present at Roll Call: Councilmen: Rubio, Decker, Cooney,
Calvert, Solem
Also Present: City Administrator Foxworthy, City Clerk
Klarr
The City Clerk reported that he had received additional
information regarding the League of California Cities
Conference to be held at Inglewood on July 17, 1969.
Previously Council had authorized payment for advance dinner
reservations, now it was found that admission tickets to
Hollywood Park would be $1.75 a person, which included
reserve seat and City tax.
Moved by Councilman Calvert, seconded by Councilman Rubio,
and unanimously carried that for all Councilmen and Depart-
ment Heads attending two tickets each be authorized.
The Mayor presented a letter from the League of California
Cities which urged attendance at a meeting explaining
SecretarY, George W. Romney's "Housing Operation Break-
through,' and California's enabling legislation (AB 1971)
providing for manufactured or prefabricated housing. The
meeting to be held on July 8, 1969 at the Airport Marina
Hotel in Los Angeles from 9:00 - 11:00 a.m.

Moved by Councilman Cooney, seconded by Councilman Decker
'and unanimously carried to authorize the City Administrator
and Planning Director to attend the housing meeting on
July 8, 1969.
The City Administrator gave a report on the present C.Adm.rpt.
financial position of the budget, noting that it was on status
still $130,485 short of balancing at this time with no of budget
consideration for salary increases. With the salary recom- with salary
mendations as presented below it would be short as follows: requests
5%.salary increase across the board - $263,900 short
Personnel Board recommendations - $273,724 short
512% plus Police and Fire requests - $303,551 short

Electrical Workers request - $274,586 short
A Resolution was presented which increased the water
rates for Golf Course purposes according to the formula
established by agreement and the present costs to the
Water Department. The Resolution would increase the
rate for water supplied for Golf Course purposes only
to $0.0472 per 100 cubic feet.
Councilman Cooney offered the resolution entitled:

AMENDING RESOLUTION N0. 4543 AND RESOLUTION NUMBER
5191, ESTABLISHING THE WATER R9'ES FOR GOLF COURSE
PURPOSES.
The City Clerk read the Resolution in full.
Moved by Councilman Cooney, seconded by Councilman
Decker, that the Resolution be adopted. The Resolution
was passed and adopted by the following vote of Council:

reviewed the budgets for Light and Water for possible made in L&W
items of reduction. budget

The capital outlay for new police vehicles was discussed. Police Veh.

Moved by Councilman Calvert, seconded by Councilman Acct. #.5611
Decker and unanimously carried that Account No. 5611 Obj. 430
(Parks) Object Account No. 430 be reduced by $7,500 reduced by
with the removal of a picnic shelter. $7,500
Moved by Councilman Cooney, seconded by Councilman EDP retained
Calvert that Data Processing be retained in the budget.
The motion was passed by the following vote of Council.

City Administrator Foxworthy informed the Council that City to rc v.
he had received confirmation that an estimated $80,000 money for

will be returned to the City from the Federal Disaster
Fund for reimbursement to the City for the flood disaster
expenses.
Moved by Councilman Cooney, seconded by Councilman
Calvert and unanimously carried that $57,000 of the
money reimbursed for flood damage be used toward the
remodeling of the old Light and Water offices.
'Russ Albert, representative of the Police and Fire
Association addressed the Council regarding the salary
requests for the Police and Fire Association. He
indicated that if the Council were to give only a 5226
to 6% increase it would not make safety salaries com-
patible with those which surrounding Cities will be
paying in the new fiscal year. He further stated that
if the City insists on adhereing to the same tax rate -
and utility rates this imposes a restriction which
causes low pay which, in turn, causes a high rate of
turnover in the safety departments. He also indicated
that the same rate of pay should not be considered for
all employees in as much as the Police and Fire Depart-
ments have special problems. He told the Council that
the Memorandum of Understanding which Council has from
the Police and Fire.'Association was a compromise be-
cause they understood the tightness of this year's bud-
get. He felt that the Personnel Board Survey was not
accurate because the demands on the Azusa Police and
Fire Departments were greater than those in the surround-
ing cities. He concluded by re-emphasizing that continued
reliance on the inability to pay proper salaries is a
disasterous policy:
Tom Talbott, also representing the Police and Fire
Association addressed the Council and informed the
Council that by next month the Fire Department will
have 14 probationary employees, emphasizing the turn-
over problem due to low pay. He further indicated
that Azusa was the third from the bottom for pay of
those cities surveyed, with holiday pay at only 5.6
days while other cities have 12 days. He also -empha-
sized that the 22-1% longevity pay was one major'reason
why the representatives agreed to the Memorandum of
Understanding and it would hold the safety members
with over 5 years tenure, who are the most important
men to keep.
No action was taken by Council.
A Resolution was presented to Council which would
increase the water rates charged by the Water Depart-
ment for services by an estimated total of $125,000
per year.
Councilman Calvert offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
'AMENDING RESOLUTION NO. 4543 AND RESOLUTION NO. 5391,
FIXING AND ESTABLISHING THE RATES TO BE CHARGED BY
THE WATER DEPARTMENT OF THE CITY OF AZUSA AND AMENDING
THE RULES AND REGULATIONS THEREOF.
Moved by Councilman Calvert,fseconded by Councilman
Cooney and unanimously carried that further reading
be waived. •
Moved by Councilman Calvert, seconded by Councilman
Cooney that the Resolution be adopted. The Resolution
failed to be adopted by the following vote of Council:
