Mayor Jens J. Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Cooney, Calvert, Solem ' Also Present: City Administrator Foxworthy, City Clerk Klarr. The City Administrator presented a written report to Rpt.of C.Adm. the Council of the status of the budget to date and the re: affect of affect that various salary adjustments would have upon salary req. this status. on budget status The Council discussed the various recommendations and Memorandums of Understanding. Mr. Russ Albert, representative of the Police and Fire R. Albert, Association addressed Council, requesting that the pro- P&F Assoc. posed 6-21% across the board increase to classified employ- rep.addressed ees and the requests of the Police and Fire Association Council re:' be considered. He further stated he felt that if the salary req. Memorandum of Understanding is not honored the depart- ments will be demoralized and there will be more resignations than anticipated. Mr. Tom Talbott, also a representative of the Police T. Talbott, and Fire Association, addressed the Council stating he P&F Assoc. felt it was unfair to give more to the classified rep. addr. employees than what they had agreed to in their Memoran- Council re: 'dum of Understanding while giving less to the Police salary req. and Fire Association than what they had agreed to in their Memorandum of Understanding. After discussion concerning the problem of balancing the budget after any salary increases are granted, it was Moved by Councilman Rubio, seconded by Councilman Water Rate Decker that a Resolution be prepared which would set increase for the water rate minimum at $2.50 and which would in- addl.$753000 crease the rates as necessary to provide a total revenue with additional revenue of $75,000. The motion was passed base at $2:50 by the following vote of Council. AYES: Councilmen: Rubio, Decker, Cooney, Solem NOES: Councilmen: None ABSENT: Councilmen: None ABSTAIN: Councilmen: Calvert After further discussion it was Moved by Councilman Rubio', seconded by Councilman Decker Salary and unanimously carried by roll call that salary in- adjustments creases will be as follows: & increases ' 1. Adjustments for inequities as recommended by the Personnel Board, including Police Sergeant, except those recommended for Police and Fire Chiefs. 2. 5% adjustment for Police and Fire Chiefs. 3. 1% adjustment for Police and Fire members through Engineer in the Fire Department and up to, but not including, Sergeant in the Police Department. Across the board 6-21% increase for all employees after adjustments. 'Moved by Councilman Cooney, seconded by Councilman Calvert Vacation set and unanimously carried by roll call that all employees at 11 days .shall receive eleven days vacation after the first year with 1 day of service, instead of the former 10 days; that all em- per year after ployees shall earn one additional day vacation per year 5 yrs; max. after the fifth year, instead of after the 10th year as 21 working formerly; and that the maximum amount of vacation time days shall be 21 working days. Moved by Councilman Decker, seconded by Councilman Rubio Amount from and unanimously carried by roll call that the remaining Unappropriated funds necessary to balance the budget be allocated from surplus unappropriated surplus. allocated to bal. budget The City Administrator presented a resolution which Res -#5594 would adopt the budget as now determined and would adopting approve the appropriations for the next fiscal year. budget Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE BUDGET AND APPROVING APPROPRIATIONS FOR THE CITY OF AZUSA FOR THE FISCAL YEAR COMMENCING JULY 1, 1969 AND ENDING JUNE 303 1970. The City Administrator read the Resolution in full. Moved by Councilman Decker, seconded by Councilman Rubio that the Resolution be adopted. The Resolution was passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Decker, Cooney, Calvert, Solem NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 5594• Moved by Councilman Rubio, seconded by Councilman Decker Motion to and unanimously carried that the meeting be adjourned.
