Mayor Solem called the meeting to order. Present at Roll Call: Councilmen: Rubio, Cooney, Calvert, Solem Absent: Councilmen: Decker Also Present: City Administrator Foxworthy, Acting - Planning Director Fitzsimmons, Deputy City Clerk Roehrich Mayor Solem presented the Notice of Special Meeting which was called for the purpose of considering a proposed urgency Ordinance suspending for a period of 120 days the approval of any precise plan or issuance of any building permit for single-family residential structures in the R-2 and R-3 zones, pending a re -determination of the square footage requirement. A copy of the Notice of Special Meeting -was delivered to each of the following members of the City Council at the date and time set forth after his name: Council Member Jens J. Solem Ira R. Jacobson (#129) The Deputy City Clerk also certified that, in Addition to Rcpt, of the Notice of Special Meeting, each member of the Council Waivers did sign a written Waiver of Notice in connection with the meeting, except Councilman Decker who did not receive a copy of the Notice as he was on vacation and, instead, sent a telegram as follows: "I hereby waive notice to the special meeting called for 7:45 a.m., August 25, 1969 - s/ Willard R. Decker". Telegram was received at City Hall at 7:30 P.M. on August 24, 1969. The Deputy City Clerk further certified that the following Notification newspapers, which had submitted letters requesting notice to Newspapers of'all meetings of the City Council, were notified at the time shown after the name of the paper: Newspaper Date Time Daily News -Post 8/23/69 12:30 P.M. This document was recorded but was not binding upon any other owners. The new owner submitted plans for approximately 101 homes, 13 of which will have 850 sq. ft. each. This would be a detriment to the community and something should be done to prohibit building of homes of this size. It was felt necessary that the Council take official action to adopt an urgency Ordinance to that effect, with a moratorium of 90 days (instead of 120 days, as previously suggested). An Ordinance was presented for introduction and adoption, suspending for 90 days the approval of any precise plan or issuance of any building permit. The City Administrator read in full the proposed urgency Ordinance. Councilman Calvert offered for adoption the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA SUSPENDING FOR A PERIOD OF 90 DAYS THE APPROVAL OF ANY PRECISE PLAN OR ISSUANCE OF ANY BUILDING PERMIT PURSUANT TO SECTION 9209.10 et seq. AND SECTION 9210.10 et seq. OF THE AZUSA MUNICIPAL CODE, DECLARING TH1 SAME TO BE AN URGENCY MEASURE AND RECITING THE FACTS CONSTITUTING SUCH URGENCY. Moved by Councilman Calvert, seconded by Councilman Cooney, that the Ordinance be adopted. Ordinance passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Cooney, Calvert, Solem NOES: Councilmen: None ABSENT: Councilmen: Decker and numbered Ordinance 972. Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried that the meeting be adjourned.
