Mayor Solem called the meeting to,order. Call to Order Present at Roll Call: Councilmeh: Rubio, Decker, Cooney, Roll Call Calvert, Solem Also Present: City Administrator Foxworthy, Deputy City Clerk Roehrich, and the following members of the Azusa Personnel Board: William A. Jones, Chairman; Robert E. Talley; Robert B. Gray; Sid F. Mulligan; and Personnel Clerk Joan Parks The Mayor opened discussion,on the main purpose of the Discussion joint meeting with the Personnel Board which was to Opened re: clarify the channels of communication and to discuss Commun.with matters affecting salaries,,classifications, and struc- Pers. Brd. tures. The following matters which had been tabled at the Tabled Items September 2, 1969, meeting of the City Council until lifted from this meeting were presented: Table Agenda Item 6-b: Recommended reclassification and salary range for Police Clerk -Dispatcher. Agenda Item 6-c: Recommended salary increase for Switchboard Operator -Receptionist Agenda Item 6-d: Recommended salary increase for Police Captain and Lieutenants, and for Fire Captains and Batcalion Chiefs. Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried to raise items 6-b, 6-c, and 6-d from the table. It was expressed that communications between the City Discussion Council and the Personnel Board in the past had been with Pers. less than satisfactory and this has led to the present Brd. difficulties. Mr. Jones addressed the Council indicating that flex- ibility with regard to the rules in specific instances is sometimes necessitated. He did indicate that changes in positions during,the year makes it difficult for departments to stay within their budgets. During discussion the following points were raised: 1. With regard to salaries, the Council and Personnel Board should be working a year ahead of the need. 2. A certain sum might be set aside in the ' budget specifically to compensate for adjustments during the year. 3. Pay Schedule increments of 1% could be adopted and raises given on the basis of these"steps." 4. Establish an equitable salary and then each year give a "cost of living" increase. A "Benchmark" Committee has been established by the Personnel Board which will bring recom- mendations regarding level of salaries and positions. Discussion was held regarding the advisability of the City hiring a Personnel Director. It was the consensus of the Personnel Board that a volunteer board cannot meet the in- creasing demands of the situation. In response to discussions regarding the recent salary increases,the City Administrator pointed out the Police and Fire Association had received a 7-,'% increase when the Personnel Board had recommended 5% and the meeting between the Association and Mr. Foxworthy had recommended 8%. Police Sergeants received more than the agreement called for, and more than the Personnel Board recommended. The City Employees Association entered into the memoran- dum of agreement for 5J% and received 6-,2%. The linemen received the 2% adjustment they requested. The City Administrator recommended that, in vtew of the new law, any salary adjustment entered into by '-he Council should stand for a full 12 months. This did not include new classifications or individuals with reclassifications which should be acted upon immediately. Disc.Re: Salary Increases given It was noted by Mr. Jones that whenever a departmen+ head makes a recommendation regarding an employee, i.e., salary increase, etc., he should be present at the Board meeting at which the request is presented. Discussion was held regarding the request by the City Re: Salary Clerk for salary increase for the Switchboard Operator- incr. for Receptionist. Swtchbrd-Op. Recpt. Moved by Councilman Cooney, seconded by Councilman Tabled Items Calvert and unanimously carried that Items 6-b, 6-c, ref.back to and 6-d be referred back to the Personnel Board for Pers.Brd. further consideration. Moved by Councilman Decker, seconded by Councilman Pers.Brd.to Calvert and unanimously carried to request the Personnel beg.proc.to Board to commence proceedings to fill the position of fill pos. Accounting Director. Acct. Dir. Moved by Councilman Calvert, seconded by Councilman Pers.Brd. Cooney that the matter of the position of the Personnel to submit Director be referred to the Personnel Board for recom- rec.re: mendations regarding duties, qualifications, and salary Pers.Dir. range. Motion carried by the following vote of Council: AYES: Councilmen: Rubio, Cooney, Calvert, Solem NOES: Councilmen: Decker ABSENT: Councilmen: None City Administrator presented five items: Req.from C.Admin. ' # 1. Request by Police Chief for approval of tabled to promotional appointment of Joseph T. Molloy 9/15/69 as Sergeant, effective 9/3/69, re: appt. J. Molloy # 2. Request by Police Chief for approval of & R.Termath appointment of Robert W. Termath as pro- bationary Police Officer, effective 9/3/69• As the Police Chief was not present, and the Council wished to question him regarding the above two items, it was Moved by Councilman Decker, seconded by Councilman AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, SEPTEMBER 83 1969 Page 3 Calvert that the above two items be tabled to the 9/15/69 meeting. Motion carried by the following vote of Council: AYES: Councilmen: R,hio, Decker, Calvert, Solem NOES: Councilmen: Cooney ABSENT: Councilmen: None # 3. Request by Police Chief for appointment of Appt. G.M. Genevieve M. Jachera as temporary half-time Jachera to Police Clerk, effective 9/8/69, at Step 1, temp.2-time of Range 8. This appointment will fill the Pol.Clerk vacancy for which there is no current eff. 9/8/69 eligibility list as per Azusa Civil Service Rules and Regulations, Section No. 71. Moved by Councilman Rubio, seconded by Councilman Cooney and unanimously carried to confirm the temporary appoint- ment. # 4. Request by Police Chief for acceptance of Resig.of resignation of Robert A. Campbell from the R.A.Campbell Police Reserve Corps, effective 8/7/69. Pol.Reserv. Off.tabled Moved by Councilman Decker, seconded by Councilman to 9/15/69 Cooney and unanimously carried to table this item to the 9/15/69 meeting. # 5• A memo was submitted by the City Administrator, C.Adm.auth. as a member of the Los Angeles County and to attend Cities Disaster and Civil Defense Commission, U.S.Civil stating that he has been approached with the Def.Council ' suggestion that he attend the United States Conf.10/5- Civil Defense Council 18th Annual Conference 10/10/69 to be held in Seattle, October 5th through Seattle October 10th. The expense of attending would be paid by the County. As the Memo further stated that Mr. Foxworthy has advised the Commission that it would be necessary for him to first obtain approval of the City Council before he could consider proceeding with arranging for reservations, etc., he therefore, submits this request. Moved by Councilman Decker, seconded by Councilman Calvert and unanimously carried to grant the request. The Deputy City Clerk submitted an invitation from the Invitation City of Los Angeles, for the Councilmen and their to LCC guests to attend the League of California Cities, gen.memb. Los Angeles County Division, General Membership Meet- mtg. ing, to be held Thu,sday, 9/18/69, at Sportsman's 9/15/69 Lodge, North Hollywood (dinner $7.50 each) with reservations by 9/15/69. Moved by Councilman Calvert, seconded by Councilman 'Cooney and unanimously carried by roll call that any Councilmen, and the City Administrator, be authorized to attend. Council and the City Administrator were polled as to their availability, and as a result, no one could attend. The Mayor asked Council to consider purchasing a supply "Key -To -The - of official "Key -To -The -City", and asked that copies of City" set for the brochure be made for submission to Council at 9/15/69 9/15/69 meeting. The Mayor also requested that this item be Agenda placed on the Agenda of 9/15/69.
