The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to
salute to the flag. Order
Invocation was given by Rev. Albert J. Duggan, St. Frances Invocation
of Rome R. C. Church.

were approved as submitted.
Councilman Cooney presented an award to Berriman T. Wiley, Serv.Award
for 5 years service with the City. Miss Marvel was unable B.T.Wiley
to appear, due to working hours, an award will be presented Pol.Officer
to her at the 10/20/69 meeting.
The City Clerk presented a petition, containing 10 signa- Petition,,

reduce speed limit to 15 mph, and authorized City Attorney

The Mayor stated he had received a list of names as sug- on Pol.-Comm.

time to study it.
Upon request of the Mayor each Councilman presented his
views re: the establishment of such a committee.
'The Chief of Police spoke in opposition to establishing
such a committee feeling it would, in effect, become a
Police Review Board. He further expressed the feeling
that the Community Relations Officer should have more time
to show whether he could achieve what this committee is
intended to do.
Wesley Pruitt, 315 North Twintree, appeared before Council,
and asked how Council intended to educate the public.
Mrs. Kenneth Covault, 232 Azusa Lane, addressed Council,
stating that regarding the Committee, the kids and parents
who believe them, are goirto come running to them and
make a "mountain out of it'. It did not seem to her that
the kids reported it as it was; they added a little here
and there.
Barbara Melendrez, 628 West 4th Street, addressed Council,
asking whether this Committee will represent the Anglos
also, or just the Mexicans?
Robert Hart; 1219 North Pasadena Avenue, appeared before
Council and stated he wondered if it would be possible to
put a high school student on this Committee -- a responsible
student?
Moved by Councilman Rubio, seconded by Councilman Cooney
and unanimously carried to table this matter to the 10/20/69
meeting.
The City Clerk presented an invitation for the City to join Req. to
L.A. Regional Forum on Solid Waste Management (membership join L.A.

The City Clerk presented sample of "Key -to -the City" as C.Clerk
requested by Council. After discussion regarding small size presented
and other ideas for a key, Mayor suggested that City Clerk Key -to -City
look into this further. for review

City Clerk presented letter from Val Lemoncelli, addressed to Req, for
Mayor, in which he requested donation of $600 for chartering donation by
a bus to take 25 Boy Scouts of Troop 409, on a desert caravan Val Lemoncelli
to Death Valley on 11/28/69, or asked if Mayor knows of some- for Boy Scout
one who will charter a bus for his troop. Mayor suggested Troop 409
that the City Administrator answer Mr. Lemoncelli's letter,
stating that City does not have funds for this request, but
that it has been referred to the Chamber of Commerce.
Moved by Councilman Cooney, seconded by Councilman Decker
and unanimously carried to forward the communication from
Mr. Lemoncelli to the Chamber of Commerce.
The hour of 8:00 p.m. being the time set for the hearing on Pub.Hrg.on
proposed vacation of Utility Easement between Danlee Street vac.of Util.
and Foothill Blvd. near McKeever Avenue, requested by Ease.req.by
Interlake Steel (Metalcraft), per Resolution No. 5619, the Interlake

The City Cler'- presented the Affidavit of Proof of Publica-
tion of Resolutton No. 5619, which set the hearing date as
October 6, 19ug, at 8:00 p.m., and which was published on
9/14 and 9/21, 1969, in the Azusa Herald & Pomotropic. The
City Clerk also presented the Affidavit of Posting Notices
of passage of the Resolution of Intention to Vacate, by the
Director of Public Works, which stated that posting was
completed on 9/5/69.
No person desired to be heard nor were any written communi-
cations received with regard to this hearing.
The Director of Public Works said he has no objection to
the vacation of this easement and recommended that it be
vacated.

and unanimously carried that the hearing be closed.
A Resolution was presented, ordering the vacation of an
easement for utility purposes between Danlee Street and
Foothill Blvd. near McKeever Avenue (Metalcraft).

The City Clerk informed Council of a phone call from Mr.
Albert (Bud) Camin, 335 North Twintree. Mr. Camin
appeared before Council regarding the impounding of his
car (1959 Rambler) which was parked on the street in front
of his property. He felt there is a moral and civic duty
for the City to warn him they will tow away his car if he
doesn't move it away within a certain time.

Due to the circumstances, the City Administrator volunteered
to contact Sam's to see what is involved in getting back the
car, but, of course he could not offer any financial assistance.

Notice was given that the Planning Commission, by Resolu-
tion No. 816 established basic development standards for
Mobilehome Parks to be used as guidelines. No action by
Council.
The Mayor informed Council of a letter he received from
the Azusa Woman's Club, signed by 33 members, desiring a
decrease in the number of bars in the City and the control
of the bars. The Mayor said he understood the Planning
Commission was making a study of restrictions on bars in
'the City. The City Attorney stated the City, as such,
cannot regulate the sale of liquor but the land use zoning
could regulate the number of bars.

and unanimously carried to refer the communication to
Planning•Commission and City Attorney, with suggestion
that bars be in C-3 instead of C-2 zone.

Maranlee, Inc., for purchase of underground gasoline
storage tank at Police Facilities Building. Three quota-
tions were received, and Banner Builders, Inc., of Los
Angeles, were recommended by Maranlee for bid approval,
per Maranlee's proposal, of $3,260.

Mayor mentioned a note he had received from the Fire Chief
'regarding the Rookie School graduation on 10/24 at 8 p.m.

to attend as he is representative to the Fire Department.

John Cahill, 142 North Calvados, addressee Council regarding Complaint of
a $53.84 light bill for the month of 7/18-8/21. He stated John Cahill
that the Light Department has checked the meter, he had an re: Light Bill
electrician check all electrical outlets, and he said there
is no possible way for the great increase, as the consump-
tion of electricity has not increased that much.
Bills for the same period last year amounted to $18 for
July and $12.60 for August. Mr. Cahill asked for a new
meter. After discussion, it was:
