Wkg.Line Fore. The Mayor presented an award to Hugh Gerharz, Electric Serv.Award• Utilities Superintendent, for 25 years service with the H.Gerharz, City. Elec.Util. Supt. The communication from the Personnel Board, dated Pers.Bd.recom. October 15, 1969, re: educational requirements for position re:educational of Planning Director with reference to Ralph Fitzsimmons, requirments having been tabled from the 10/20/69 meeting, was again for P1an.Dir. submitted, plus a recommendation from the.Board, dated (tabled from October 31, 1969, from their special session. The Board 10/20/69) recommended that the position of Associate Planning Director be established with the specifications'prepared (Recom.appvd. to include an AA degree or equivalent college training to estab.pos. in community planning, public administration, engineering df Assoc.Pl. or closely related fields, and six months of responsible, Dir.w/specs professional experience in local planning at supervisory 'to be prepared) level, with salary range 35, and the position to be filled by way of a promotional examination. The City Clerk requested a waiver of the $250 business Waived bus. license fee for rides at Memorial Park, held on 10/18/69, lic.fee for sponsored by the Azusa Golden Days Committee. The Golden rides on Days Committee, as sponsor for the rides, was required to 10/18/69, pay all fees and licenses. Council, at its meeting of sponsored by 10/6/69, had taken action at that time to waive fees of Azusa Golden licenses for other organizations sponsored by the Golden Days Committee Days Committee; except for the rides because at that time it was felt that the ride -operators would pay the business license fee. Subsequently, the form contract signed by the Golden Days Committee required the Committee to pur- chase the business license. Moved by Councilman Cooney, seconded by Councilman Rubio and unanimously carried by roll call to waive the fee as requested. Councilman Rubio requested a financial report from the Request for Golden Days Committee, in order to set the date for financial next year's celebration and for the people in the area report from to be aware of the 1970 date. He suggested that the Golden Days Chamber of Commerce take on the responsibility from now Committee on for the 1970 celebration. The Mayor suggested that the City Clerk request a statement from the Golden Days Committee as soon as possible, so Council may be informed of the expenses of the celebration, in order to figure the cost for next year. Notice was given that the Planning Commission, by Resolu- tion No. 819, recommended a change of zone from R -3b to M-2 on property located at 1000 W. Sierra Madre Ave. (Case Z-157 - Sierra Screw Products); hearing before Council has been set for 11/17/69 at 7:30 p.m. Notice was also given that the Planning Commission, by Resolution No. 820, conditionally approved a Conditional Use Permit to allow the following uses on property located at 1000 W. An Ordinance was presented for introductory first reading, amending Section 3200.68(g) of the Municipal Code by in- creasing the speed limit on Sierra Madre Avenue within the City limits to 35 miles per hour. The City Attorney reported regarding the request by Council at its 10/20/69 meeting for an urgency Ordinance re: control of searchlights for advertising purposes in the City; that he had discussed this individually with certain Councilmen, and that due to the fact that this is a legitimate business, he felt that he should hold this request over for further study by him. No action by Council. The City Attorney reported that the League of California Cities has abandoned the project of developing a model Ordinance regarding topless and bottomless dancing as a form of entertainment. The League recommended that cities may adopt Ordinances, following the guidelines of the newly adopted Ordinance of Los Angeles. The.City Attorney indicated he would have an Ordinance prepared by 11/12/69. No action by Council. The time of -8:00 p.m. having arrived and being the hour set for a Public Hearing upon a proposed Ordinance adopting "The County of Los Angeles Fire Code" with certain changes therein set forth, the Mayor declared the hearing open. The City Clerk presented the Affidavit of Proof of Publi- cation of the Notice of Public Hearing, published October 15 and 22, 1969, in the Azusa Herald & Pomotropic. No communications having been received and no one in the audience wishing to be heard regarding this hearing, it was Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried to close the hearing. An Ordinance was presented for second reading and adoption, amending Sections 3140 and 3142, and repealing Part 6 of 'Article III, consisting of Sections 3160 and 3161, of the Municipal Code, to adopt by reference the County Fire Code. The Monrovia Nursery indicated that it will proceed with additional protective work by supplying a catchment and pipe to carry the water directly to the canal without depending upon scouring out the hill. At the same time, other property owners on Azusa Avenue, who now have an excessive amount of weeds, have been contacted. It was reported by the City Administrator that these areas have had their weeds abated. The City Administrator spoke to the three issues and informed Council that (1) the,therapy was received through State Compensation Fund and, 'since Mr. Lopez has been awarded permanent disability of 10.5% and $2 600, the State Compensation Fund terminated the therapy; (2j the position of Street Sweeper necessitated a promotional examination, for which Mr. Lopez never applied nor attempted to take; (3) the reason for the reduction in position was due to the fact that Mr. Lopez is unable'to perform the work on his present occupation, and that he had agreed to this reduction and signed the employee evaluation form indicating his agreement. Moved by Councilman Calvert, seconded by Councilman Decker and unanimously carried to approve the recommendation of the Director of Public Works and ask the City Administrator to reply to Mr. Lopez' questions. The Mayor received a request from the students present for the installation of a traffic signal at First Street and Cerritos Ave., due to the many accidents at that location. The Director of Pubic Works stated the signal is in the pro-._• cess of being installed and should be in operation approxi- mately 11/7/69. No action by,Council. i. A recommendation was submitted by the City Administrator that he and the Director of Utilities be authorized to attend the interim hearing of,the Assembly Committee on Revenue and Taxation, to be held in San Francisco on November 17 and 18, 1969, re: proposed utility tax. Moved by Councilman Decker, seconded by Councilman Rubio 'and unanimously carried by roll call to authorized atten- dance by Councilmen, the City Administrator and the Director of Utilities. Notice was received of a hearing before the Public Utilities Commission, at the State Office Building in Los Angeles on 12/3/69 at 10:00 a.m., re: Commission's own motion for the blocking of public grade crossings by railroads. Moved by Councilman Cooney, seconded by Councilman Calvert and unanimously carried by roll call to authorize atten- dance by the Acting Planning Director, Director of Public Works, and City Administrator. The City Administrator presented a communication from the State Department of Finance, in reply to City's request for a population estimate. They state they cannot do a population estimate now based -upon the 1960 federal census, due to the fact it is so close to the 1970 census, which will re-establish the City's "benchmark" upon which further population estimates can be made. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to receive and file. The sponsor of the proposed ment Program development for Rent Supplement in Azusa is Mr. A. E. Sandorf of Encino, and the site of the development would be on Cerritos Avenue. Enclosed with the letter was a copy of the model resolution which would provide local approval if the City chooses to approve participation in the Rent Supplement Program. "The City Administrator indi- cated that, prior to his contact with the representatives from HUD, he had had no information that the Rent Supplement Program was being processed in Azusa and that he still has very scanty information about this program.
