The City Council of the City of Azusa met in adjourned
regular session at the above time and place.
The Mayor called the meeting to Order.
Present at Roll Call: Councilmen: Rubio, Decker, Cooney,
Calvert, Solem
Also present: City Attorney Terzian, City Administrator
Foxworthy, Director of Utilities Marron,
Superintendent of Water Grosdidier, City
Clerk Klarr.
Ed Taylor-, special Counsel to the City on water adjud-
ication made a presentation to Council.
He explained that since the original suit was filed,
the,philosophy has been to attempt to achieve a con-
sensus upon the matters before the litigants rather
than having to appear in Court. Thus far, progress has
been made and an answer has not had to be filed.
He"presented to Council the document entitled:
PRINCIPLES OF MANAGEMENT OF THE SAN GABRIEL BASIN AS AN
ADJUDICATED AREA.
He indicated that the parties were basically attempting
to follow these principles accepted by consensus. How-
ever, there had been the additional problem by the
development of discussions over water diverters instead
of remaining solely with p9mpers.
'Presently, study and investigations are being made into
the possibilities of a new "hybred" water right regarding
diverters. He noted that while the City is primarilya
"•pu�aper" it holds the majority of shares in the Azusa
Agriculture Water Company which is a "diverter" and a
"pumper".
He also noted that should there become a battle between
pumpers and diverters, the City of Azusa, which is in a
unique position, may find itself in an awkward situation.
He further elaborated upon the effects of the loss of the
recent election regarding annexation of the district to
MWD. He pointed out that the present amount of pumpage--
allowed to the City was considerably below what the City -
was already pumping. This necessitates replenishment
from some source. With the loss of the annexation
election, this may eliminate the source of replenishment -
water and could mean Azusa would be cut back to the
inadequately low figure which has been its allotment. He
indicated there is a good chance of no replenishment
water being available after 1972.
He stated that between the City allocation and the Azusa
Agricultural Water Company allocation, the demands would
'be partially met. Also there might be a possibility of`
having the allocation adjusted upward. In any case the
demands will be greater than the amount allowed and re-
plenishments will be mandatory.
After further discussion, the Council suggested that Mr.
Taylor return at some future date to continue to keep the
Council posted regarding the progress of the litigation.

adjourned.
The meeting was adjourned at 7:23 p.m.
