Call to Order Present at Roll Call: Councilmen: Rubio, Decker, Calvert, Roll Call Solem Also Present: City Administrator Foxworthy, Acting Planning Director Fitzsimmons, City Clerk Klarr The Mayor declared the purpose of the meeting was to consider the action of the Local Agency Formation Commission, at its meeting December 10, 1969, requesting the Cities of Azusa and Glendora to attempt negotiations of an acceptable boundary line description. The City Clerk certified that a copy of the Notice of Special Meeting was delivered to each of the following members of the City Council at the date and time set forth after his name: Council Member Jens J. Meeting Certif. of Delivery of Notice The City Clerk further certified that the following newspapers, Certif. of which hve submitted letters requesting notice of all meetings Notice to of the City Council, were notified by him via Certified Mail Newspapers on December 10, 1969: Daily News -Post, Monrovia San Gabriel Valley Newspapers, Inc., West Covina Azusa Herald, Azusa Pasadena Independent Star -News, Pasadena The Mayor reported that the action of the Local Agency Rept. on Formation Commission was to request the two City Councils LAF Comm. to attempt to negotiate an agreeable boundary. This was Action an action taken instead of a vote on the application by Glendora. Had the vote been taken on the application, it appeared to be a 2-2 situation. Whatever the agreement, he personally felt that the Canyon should be kept open. The possibility of adjusting the north -south boundary line Possible above Foothill from Citrus Avenue Extension easterly to an alt. to extension of Yucca Ridge Road, was discussed. Citrus Boundary The following items were suggested as "New Information" which could be brought before the L.A.F. Commission for further arguments: 1. The 80% assessed evaluation referred to in the ' hearing involves only one square mile out of the five in the proposed annexation area. 2. There are no access roads to the area except an unpaved fire road which comes off Glendora Mountain Road. 3. The possible easterly move of the north -south line to Yucca Ridge Road. 4. There are no voters north of the Glendora Mountain Ridge. 5.
