Mayor solem called the meeting to order and led in Call to Order the salute to the flag. Invocation was given by Rev. Russell E. Stone of Invocation Azusa Faith Baptist Church. Korinek, Commander of VFW, Azusa Post 8070, request- ing permission to hold a Springtime Fiesta on April 18, and 19, 1970, at the Post parking lot. This is ' to raise funds for projects such as Hospitals, National Homes, City of Hope, Scholarships and many others. The Acting Planning Director submitted a memo re: final report of "downtown area study" by Cal Poly students and requested an adjourned Council meeting for their presentation and final report. It was the consensus of Council to propose adjourned meeting on Tuesday, March 17, 1970, at 7:30 p.m., with the Plan- ning Commission. Councilman Rubio asked that the Police Department film the meeting to show it at the Down- town Study Committee meeting, and permission was granted. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, MARCH 2, 1970 Page 6 The Director of Public Works submitted a report and recommendation re: petition for construction of curbs and gutters and sidewalks on Sixth Street from Angeleno to Virginia Avenues. Moved by Councilman Decker, seconded by Councilman Calvert and unanimously carried to approve recom- mendation and direct the Director of Public Works to proceed with setting of informal hearing under short form of Municipal Improvement Act of 1911, with ' notices sent to all signers of petition. The Dir- ector of Public Works said everyone involved should be at the hearing. Councilman Calvert also asked about installation of left-hand turn signals on Azusa Avenue off Gladstone Street, Director of Public Works will check into this. The Director of Public Works submitted a recommend- ation that the Engineering Department be authorized to complete plans and specifications for improvements in alley between Irwindale and Motor Avenues, and be- tween McKinley and Paramount, and for City's approval of participation in the project with property owners. The cost for the improvements, to the City of Azusa, will be approximately $2,000 and could be financed by our Maintenance Funds after July 1, 1970. A Resolution was presented re: vacation of the west end of Fifth Street to correct legal description; and directing the recording thereof; and rescinding Resolution ##5635. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ' ORDERING THE VACATION OF A CERTAIN PORTION OF FIFTH STREET SUBJECT TO THE RESERVATION AND EXCEPTION OF CER- TAIN EASEMENTS. The Director of Public Works submitted a recommendation re: City's participation on Irwindale Avenue improve- ments, that the Mayor be authorized to advise Super- visor Bonelli that, due to the lack of planning, the City could not arrive at a decision in time for an application to be filed in 1970. Moved by Councilman Rubio, seconded by Councilman Snyder and unanimously carried to approve recom- mendation, and the Mayor be authorized to reply to Supervisor Bonelli's letter according to recommendation. A recommendation was submitted by the Director of Public Works that Arthur Brown, Park Superintendent, and Wayne Loyd, Public Works Superintendent, be auth- orized to attend the Building and Grounds Workshop presented by San Fernando State College, March 23 & 24, 1970, at $18 per person (funds available in bud- get). A recommendation was submitted by the Director of Public Works that permission be granted for 6 months for placement of bin for newspaper collection as re- quested by YWCA, provided its location on City property is acceptable to Director of Public Works, and that bin is properly serviced. Moved by Councilman Rubio, seconded by Councilman Calvert and unanimously carried to approve the recom- mendation. A memo was submitted from the Director of Public Works re: consideration of material from the Mayor of the City of Pomona objecting to abandonment by State, of local Office for Procurement, of the Department of Gen- eral Services in the City of Industry. Moved by Councilman Calvert, seconded by Councilman Rubio and unanimously carried to file. The Police Chief requested that George Russell, Police Officer, be permitted to attend the Auto Theft Institute at California State College, in L.A., March 7, 14, 21, and 28, 1970, with reimbursement of $19 registration fee upon successful completion. Director of Public Works Sandwick said he concurred with recommendation. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried by roll call to approve the request. ' A recommendation was submitted by the Director of Public Works that the Mayor be authorized to advise Supervisor Bonelli that the City is desirous of com- pletion of Cerritos Avenue from Sierra Madre Avenue to 5th St., according to previous schedule, with City's contribution not to exceed $700,000, having been tabled from 2/16/70 meeting, it was again pres- ented to Council with maps showing proposed route of Cerritos Avenue from Fifth Street to Sierra Madre Avenue. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to lift from the table. Dave Adrian Beeson, 316 S. Calera, asked about cost of purchase of property through the Shopping Center and if this is included in the $700,000 (City's dost). The Director of Public Works said the County will pay for cost above $700,000. Moved by Councilman Calvert, seconded by Councilman Snyder and unanimously carried to approve route of Cerritos Avenue as recommended. The Acting City Administrator presented for Council consideration additional information from George Molina, Consulting Engineer, regarding selection of Reservoir site. George A. Molina, 301 E. 13th St., appeared with further explanation of the letter he submitted, with an alternate recommendation. Andrew Graham, 3104 E. Garvey, West Covina, appeared before Council and explained pressure needed for Reservoir. The Acting City Administrator submitted for approval the completion of the Police Facilities Building and E.O.C., and requested execution and recording of Notice of Completion. The Acting City Administrator said two contracts were involved and, therefore, there will be two Notices of Completion. Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried to accept construction of Police Facilities Building and EOC, authorizing Mayor to execute and the City Clerk to record Notice of Completion. The Mayor presented a complaint he had received re: Complaint re: double -double lines in front of the Cornhusker double -double Restaurant on W. Foothill Boulevard. The Mayor asked that representatives of the City on the Hot Line Committee be sent copies of material on file. Councilman Rubio asked about two substandard build- Sub -standard ings (302 N. Azusa Ave. & 334 E. 5th St.). Council buildings referred this to Acting City Administrator for processing. Councilman Decker asked if the Acting City Admin- Foothill Drive- istrator would investigate condition of Drive -In- In Theatre Theatre on Foothill Boulevard.
