The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor solem called the meeting to order and led in Call to Order
the salute to the flag.
Invocation was given by Rev. Russell E. Stone of Invocation
Azusa Faith Baptist Church.

The Mayor said he had interviewed four persons and

The City Clerk presented a request from the Indepen-
dent Cities of Los Angeles County for ,
support for Resolution urging Board of Supervisiors to
make changes in cost of law enforcement services
provided by Sheriff's Department to contract cities.
Councilman Decker offered the Resolution entitled:

The City Clerk informed Council of a communication
from SGV Symphony Association requesting reservations
for April 3rd concert at San Gabriel Civic Auditorium,
when Harvard Glee Club will perform with their or-
chestra. He asked that any Councilmen interested
in attending to please contact the City Clerk's office.
No action by Council.
The City Clerk presented a request from Frank T.
Korinek, Commander of VFW, Azusa Post 8070, request-
ing permission to hold a Springtime Fiesta on April
18, and 19, 1970, at the Post parking lot. This is
to raise funds for projects such as Hospitals,
National Homes, City of Hope, Scholarships and many
others.

The Personnel Board submitted a report re: policy
for governing reimbursement to employees for loss of
personal property while on the job. A study is being
made on this matter; further consideration will be
given at the next regular meeting of Personnel Board
on 4/9/70. No action by Council.
Notice was given that the Planning Commission, by
Resolution ##835, conditionally approved a Conditional
Use Permit to allow the expansion of an existing
mobilehome park, on property at 62&61adstone St. (Case
C-95- Nicholas Abdelnour & Dwight Kendall). No action
by Council.
Notice was given that the Planning Commission, by
Resolution ##836, conditionally approved a Conditional
Use Permit to allow the expansion of an existing
mobilehome park, on property at 620 West Gladstone St.
(Case C-96- Maria Varniswald & Dwight Kendall). No
action by Council.
Notice was given that the Planning Commission, by
Resolution ##837, granted a Variance to waive required
15 ft. front yard setback, on property at 620 West

Notice was given that the Planning Commission, by
Resolution 7#838, granted a portion of a Variance per-
mitting a reduced front yard setback and denying a
portion of a Variance permitting a reduced number

St. (Case V -243 -Robert Meeks), No action by Council.
' Notice was also given that the Planning Commission,
by Resolution ##839, granted a Variance for a reduced
side yard of 3 ft. instead of required 5 ft., on
property at 1150 North Azusa Ave. (Case V -245 -
Leonard Horvath). No action by Council.
The Acting Planning Director submitted a memo re:
final report of "downtown area study" by Cal Poly
students and requested an adjourned Council meeting
for their presentation and final report. It was the
consensus of Council to propose adjourned meeting on
Tuesday, March 17, 1970, at 7:30 p.m., with the Plan-
ning Commission. Councilman Rubio asked that the Police
Department film the meeting to show it at the Down-
town,Study Committee meeting, and permission was
granted, Councilman Calvert extended an invitation
to the Police Department to attend. The Mayor stated
newspapers should put out a notice.

The Director of Public Works submitted a report
and recommendation re: petition for construction
of curbs and gutters and sidewalks on Sixth Street
from Angeleno to Virginia Avenues.
Moved by Councilman Decker, seconded by Councilman
Calvert and unanimously carried to approve recom-
mendation and direct the Director of Public Works to
proceed with setting of informal hearing under short
form of Municipal Improvement Act of 1911, with
' notices sent to all signers of petition. The Dir-
ector of Public Works said everyone involved should
be at the hearing. Councilman Calvert also asked
about installation of left-hand turn signals on
Azusa Avenue off Gladstone Street, Director of Public
Works will check into this.
The Director of Public Works submitted a recommend-
ation that the Engineering Department be authorized to
complete plans and specifications for improvements in
alley between Irwindale and Motor Avenues, and be-
tween McKinley and Paramount, and for City's approval
of participation in the project with property owners.
The cost for the improvements, to the City of Azusa,
will be approximately $2,000 and could be financed
by our Maintenance Funds after July 1, 1970.
A Resolution was presented re: vacation of the west
end of Fifth Street to correct legal description;
and directing the recording thereof; and rescinding
Resolution #5635.
Councilman Decker offered the Resolution entitled:

The Director of Public Works submitted a recommendation
re: City's participation on Irwindale Avenue improve-
ments, that the Mayor be authorized to advise Super-
visor Bonelli that, due to the lack of planning, the
City could not arrive at a decision in time for an
application to be filed in 1970.

Snyder and unanimously carried to approve recom-
mendation, and the Mayor be authorized to reply to
Supervisor Bonelli's letter according to recommendation.
A recommendation was submitted by the Director of
Public Works that Arthur Brown, Park Superintendent,
and Wayne Loyd, Public Works Superintendent, be auth-
orized to attend the Building and Grounds Workshop
presented by San Fernando State College, March 23 &
24, 1970, at $18 per person (funds available in bud-
get).

The Acting City Administrator presented for Council G. Molina

Snyder and unanimously carried that the Acting City
Administrator be directed to contact Monrovia Nursery,
owners of property, re: negotiations for City to
purchase their property, with a report to be submitted
on 3/16/70.
The Acting City Administrator submitted for approval
the completion of the Police Facilities Building and
E.O.C., and requested execution and recording of
Notice of Completion. The Acting City Administrator
said two contracts were involved and, therefore, there
will be two Notices of Completion.

Decker and unanimously carried to accept construction
of Police Facilities Building and EOC, authorizing
Mayor to execute and the City Clerk to record Notice
of Completion.
The Mayor presented a complaint he had received re: Complaint re:
double -double lines in front of the Cornhusker double -double
Restaurant on W. Foothill Boulevard. Director of lines, front
