Mayor Solem called the meeting to order. Present at Roll Call: Councilmen: Rubio, Decker, Snyder Calvert, Solem Also Present: Honorable John M. Alex, Acting City Admin- istrator Dangleis, City Clerk Klarr. 'City Clerk Klarr stated that by Resolution No. 5701, adopted April 6, 1970, the City Clerk was authorized to canvass the results of the General Municipal Election held on April 14, 1970, and read the total number of votes cast for each of the eight candidates, declaring that all total votes cast tally out exactly the same as on the night of the election. Copies of the City Clerk's Certificate of Canvass were distributed to Council. 1 1 A Resolution was presented, reciting the fact of the General Municipal Election held April 14, 1970, declaring the results thereof. Included in this Resolution is the Certifi- cate of Canvass, marked Exhibit "A", declaring there were eight (8) candidates and a measure, and declaring that Robert R. Snyder, Jens J. Solem, and Donald F. Clark were the three candidates with the top number of votes, and further declar- ing that the measure to compensate members of the Personnel Board has been passed. ` Councilman Calvert offered the following Resolution: 7:30 p.m. Call to Order. Res. #5716 declaring Election Results (Minutes continued on page 2) AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 21, 1970 Page 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF AZUSA ON THE 14TH DAY OF APRIL, 1970, DECLAR- ING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. ' WHEREAS, a regular general municipal election was held and conducted in the City of Azusa, County of Los Angeles, State of California, on Tuesday, the 14th day of April, 1970, as required by law; and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities; and WHEREAS, pursuant to Resolution No. 5701 adopted the 6th day of April, 1970, the City Clerk of the City of Azusa canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made a part hereof as "Exhibit A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: ' SECTION 1. That there were 19 voting precincts estab- lished for the purpose of holding said election, including the con- solidation of precincts 19 and 20 of the regular election precincts in the City of Azusa as established for the holding of state and county elections. SECTION 2. That said regular general municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: Three (3) Members of the City Council of said City for the full term of four years; SECTION 3. That at said regular general municipal elec- tion, the following measure was submitted to the electors of said City, to wit: "Shall the Ordinance designated No. 986, sub- mitted by the City Council for adoption by the people, amending Section 2 of the Civil Service Ordinance, -now codified as Section 2503 of the Azusa Municipa' Code, to provide for compensation of members of the Personnel Board as the City ' Council may determine, be adopted?" SECTION 4. That the whole number of votes cast in said City (except absent voter ballots) was 2708. That the whole number of absent voter ballots cast in said City was 26, making a total of 2734 votes cast in said City. AZUSA AUDITORIUM AZUSA$ CALIFORNIA TUESDAY, APRIL 21, 1970 Page 3 SECTION 5. That the names of persons voted for at said election for Member of the City Council of said City are as follows: (NAMES OF NOMINEES) Robert (Bob)R. Snyder ' Jens J. Solem D. (Dave) Adrian Beeson Donald (Don) F. Clark Lucio D. Cruz Karl W. Morris Donald A. Olejnik Raymond (Ray) J. Swatek That the measure voted upon at said election is as follows: "Shall the Ordinance designated No. 986, sub- mitted by the City Council for adoption by the people, amending Section 2 of the Civil Service Ordinance, now codified as Section 2503 of the Azusa Municipal Code, to provide for compensation of members of the Personnel Board as the City Council may determine, be adopted?" ' That the number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the respective offices for which said persons were can- didates and for and against the measure were as listed in Exhibit "A" attached. that: SECTION 6. The City Council does declare and determine Robert (Bob) R. Snyder was elected as Member of the City Council of said City for the full term of four years; Jens J. Solem was elected as Member of the City Council of said City for the full term of four years Donald (Don) F. Clark was elected as Member of the City Council of said City for the full term of four years; That as a result of said election, a majority of the qualified voters voting on said measure, relating to compensation for members of the Personnel Board'did vote in favor thereof, and that said proposition was carried, and shall be deemed adopted and ratified. SECTION 7. The City Clerk shall enter on the records of the City Council of said City, a statement of the result of said election, showing: (1) The whole number of votes cast in the city; (2) The names of the persons voted for; (3) The measures voted upon; (4) For what office each person was voted for; (5) The number of votes given at each precinct to each person, and for and against each measure; AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 21, 1970 Page 4 (6) The number of votes given in the city to each per- son, and for and against each measure. SECTION 8. That the City Clerk shall immediately make and, upon compliance by the persons elected with the provisions of Section 11565 and Section 11568 of the Elections Code of the State of California, shall deliver to each of such persons so elected a Certificate of Election signed by him and duly authenticated; that ' he shall also administer to each person elected, the Oath of Office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in his office. Whereupon, each and all of said persons so elected shall be inducted into the respective office to which they have been elected. 1 SECTION 9. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted. Moved by Councilman Calvert, seconded by Councilman Decker that the Resolution be adopted. The Resolution was then passed and adopted by the above -listed vote of Council, and numbered Resolution 5716. Mayor Solem extended the privilege of the floor to re- Remarks by tiring Councilman Calvert for any remarks he may wish to retiring 'make. Counc.Calvert Councilman Calvert stated it has been a rewarding exper- ience for him and he has done the best he could for the City. He further stated the reason he chose not to run for Councilman was because of his health. He urged' people to attend Council meetings. Mayor Solem expressed his appreciation and that of the entire Council for the services given by Mr. Calvert. The City Clerk, having received and filed an affidavit Certif. of- of f"of campaign expenses from each of the candidates, as Election required by law, presertee a Certificate, of Election to each of the successful canlidates. The Honorable John M. Alex, Judge of the Municipal Court, Oath of Citrus Judicial District, asked the people in the audience Office, by to gather around the candidates and participate with him Judge Alex in administering the Oath of Office to the three new members of the City Council. Mayor Solem invited the newly elected Councilmen to the Councilmen Council table, and each was seated, seated Mayor Solem extended the privilege of the floor to each newly elected Councilman for any remarks he may wish to make, Councilman Snyder expressed his thanks to all of the Councilman voters of the City, stating he felt very humble and that Snyder he intends to do all he can for the City. Councilman Clark also expressed his appreciation to those Councilman who supported him in his campaign, -rhich he said was a Clark very interesting and rewarding experience, as he was able to meet new residents and renew acquaintances. Mayor Solem thanked the people of Azusa and said he hoped Mayor that all Councilmen would now join together in the City's Solem undertakings. City Clerk Klarr, presiding as Chairman, asked for nomina- Nominations tions from the floor for Mayor. for Mayor Councilman Decker nominated Jens J. Solem. Councilman Clark seconded the nomination. Moved by Councilman Snyder, seconded by Councilman Decker and unanimously carried that nominations be cicsed. Moved by Councilman Decker, seconded by,Councilman Snyder Solem chosen and unanimously carried that Mr. Solem be chosen Mayor as Mayor unanimously. Mayor Solem thanked the Council for the honor of serving as its Chairman. AZUSA AUDITORIUM AZUSA, CALIFORNIA TUESDAY, APRIL 21, 1970 Mayor Solem then took the Chair and called for nominations for Mayor Pro Tempore. Councilman Snyder nominated Fernando A. Rubio. Councilman Clark nominated Willard R. Decker. Moved by Councilman Snyder, seconded by Councilman Rubio and unanimously carried that nominations be closed. Page 7 Nominations for Mayor Pro Tempore Councilman Clark requested a secret ballot vote for,Mayor Pro Tempore. Thereupon, papers were distributed to Council members in order to conduct a written ballot. Acting City Administrator Dangleis and Deputy City Clerk Roehrich were appointed to serve as a canvassing board to announce votes submitted. Councilman Decker was chosen Mayor Pro Tempore by the following written ballots: Councilmen Decker: 3 Councilman Rubio 2 i The City Clerk presented a communication from the Los Angeles County Watershed Commission which requested Council designation of a City representative to serve on the Commission for the two-year term beginning 5/1/70, and ending 5/1/72. Councilman Clark volunteered to serve on this Commission. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to approve the designation of Councilman Clark as representative of the City on the Los Angeles County Watershed Commission. i City Clerk Klarr informed the Council that an affirmative reply has been received regarding its appointments to the Recount Board; however, Mrs. Louese G. Davies is unable to serve and the first alternate, Mrs. Dorothy M. Healey, was appointed to fill the vacancy. The Recount Board now consists of the following five members: 1. Mrs. Diana R. Belangeri 2. Mrs. Elaine Nunez Mrs. Lucy Gomez Mrs. Catalina Garcia 5. Mrs. Dorothy'M. Healey Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried to adjourn.
