Mayor Jens J. Solem called the meeting to order. Present at Roll Call: Councilmen: Rubio, Decker, Snyder, Clark, Solem I Also Present: Acting City Administrator Sandwick, Accounting Director Cooney, City Clerk Klarr. The following budgets were presented for review by Council: City Clerk Account 5030 Accounting Account 5040 Data Processing Account 5045 City Treasurer Account 5050 Legal Account 5060 Personnel Account 5080 Government Building Account 5090 City Promotion Account 5100 Building Regulations Account 5230 Animal Regulation Account 5240 Civil Defense Account 5250 Public Works Account 5320 Parking Account 5330 Crossing Gates Account 5340 Street Lights Account 5370 Call to Order Roll Call The Acting City Administrator presented the Parking budget Parking Budget request (Account 5330). (5330) Moved by Councilman Snyder, seconded by Councilman Clark Approved and unanimously carried to approve as submitted. The Acting City Administrator presented the Crossing Gate Crossing Gate budget request (Account 5340). Budgget (53+0 ) Moved by Councilman Decker, seconded by Councilman Rubio Approved and unanimously carried to approve as submitted. The Acting City Administrator presented the Street Lights Street Lights budget request (Account 5370). Budget (5370) Moved by Councilman Rubio, seconded by Councilman Clark Approved and unanimously carried to approve as submitted. The Acting City Administrator presented budget request City Promotion for City Promotion (Account 5100). The Council was re- Budget minded that the Chamber of Commerce had submitted a (5100) request for an additional $600 per year. Mr. Jim Arkison, President of the Chamber of Commerce addressed the Council and explained the need for the additional request, noting that this is actually less than one-half of the deficit ' they expect. The remainder of the deficit to be paid by increasing Chamber membership. Moved by Councilman Clark, seconded by Councilman Decker and unanimously carried to approve the increase of the Chamber budget request by $600. Moved by Councilman Clark, seconded by Councilman Snyder Approved as and unanimously carried to approve the budget request for Amended City Promotion (Account 5100) as amended AZUSA AUDITORIUM AZUSA, CALIFORNIA SATURDAY, JUNE 203 1970 Page 2 Mr. Arkison informed the Council that Mrs. Bertha Sheppard, Secretary for the Chamber, was intending to retire at the end of this year, and that the Chamber would like to honor her at it's Annual Meeting on June 25, 1970. Councilman Decker offered the Resolution entitled: Res. 5748 Commending A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COM- Bertha MENDING BERTHA SHEPPARD FOR OUTSTANDING SERVICES TO THE Sheppard CITY OF AZUSA. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried that further reading be waived. Moved by Councilman Decker, seconded by Councilman Snyder that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Rubio, Decker, Snyder, Clark, Solem NOES: Councilmen: None ABSENT: Councilmen: None and numbered Resolution 5748. Moved by Councilman Decker, seconded by Councilman Snyder Auth.Plaque and unanimously carried that authorization be given for a for B.Sheppard plaque in honor of Mrs. Sheppard. The budget request for Government Building (Account 5090) Gov't Bldg. was presented. Budget Moved by Councilman Rubio, seconded by Councilman Decker (5090) and unanimously carried to raise the salary of the tempor- Approved as ary employee working in the humane shelter to $2.50 per hour.Amended Moved by Councilman Rubio, seconded by Councilman Clark and unanimously carried to delete from object 200 the Library portion of lights and heat $4,810. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to approve budget request for Government Building (Account 5090) as amended. The budget request for Personnel (Account 5080) was Personnel presented. Budget (50 0) Moved by Councilman Rubio, seconded by Councilman Clark and unanimously carried to eliminate scheduled overtime Approved as for the Personnel Clerk in the amount of $152. Amended Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to reduce object 210 to $3,500, with the direction to the Personnel Board that the Library pay for its own advertising. Moved by Councilman Clark, seconded by Councilman Decker and unanimously carried to approve budget request for the Personnel Board (Account 5080) as amended. The recommendation was submitted from the Personnel Board Appt.Mrs.R. ' for the appointment of Mrs. Rosanne Burian as Acting Burian as Personnel Clerk, effective June 19, 1970, to Range 19, Acting Persnl. Step 1. Clerk,effec. 6/19/70 Moved by Councilman Rubio, seconded by Councilman Clark and unanimously carried to approve the recommendation of the Personnel Board. The budget request for Legal (Account 5060) was presented. Legal Budget A letter was submitted from the City Attorney outlining the (5060) possibility of maintaining the same retainer fee in the Approved coming year, by the City using the services of Mr. George dollar amount Wakefield, a member of the same law firm. for City Atty. AZUSA AUDITORIUM AZUSA, CALIFORNIA SATURDAY, JUNE 20, 1970 Page 3 After discussion, it was Moved by Councilman Rubio, seconded by Councilman Snyder and unanimously carried to approve the dollar amount for the City Attorney as included in budget request for Legal (Account 5060). The budget request for City Treasurer (Account 5050) was City presented. Treasurer Budget Moved by Councilman Decker, seconded by Councilman Rubio (5050) and unanimously carried that it be found that the United States of America is engaged in a war, and that conditions Approved with exist compliant to Sections 53070 to 53701 of the Califor- increase in nia Government Code and thereby upon authority of said salary Section, authorize and approve an increase of $25 per month for the salary of the City Treasurer, with direction to the City Attorney to prepare the necessary Ordinance. Moved by Councilman Rubio, seconded by Councilman Decker and unanimously carried to approve City Treasurer budget request (Account 5050) as amended. The budget request fcr Data Processing (Account 5045) Data was presented. Processing Budget (5045) Moved by Councilman Decker, seconded by Councilman Clark Approved and unanimously carried to approve as submitted. The budget request for Accounting (Account 5040) was Accounting ' submitted. Budget (5040) Moved by Councilman Clark, seconded by Councilman Snyder Approved and unanimously carried to approve as submitted. The Budget request for the City Clerk (Account 5030) was City Clerk presented. Budget (5030) Moved by Councilman Clark seconded by Councilman Decker Approved with and unanimously carried that it be found that the United increase in States of America is engaged in a war, and that conditions salary of exist compliant to Sections 53070 to 53701, of the City Clerk California Governement Code and thereby upon authority of said Section, authorize and approve the increase of $200 per month for the salary of the City Clerk, with direction to the City Attorney to prepare the necessary Ordinance; and that the budget request for the City Clerk (Account 5030) be approved with this amendment. The budget request for Building Regulation (Account 5230) Bldg. Regula. was presented. Budget (5230) ' Moved by Councilman Decker, seconded by Councilman Clark Approved as and unanimously carried,to reduce object 260 to $11,600 Amended and approve the budget request with this amendment. The budget request for Animal Regulation (Account 5240) Animal Reg. was presented. Budget (5240) Moved by Councilman Clark seconded by Councilman Decker Approved and unanimously carried to approve the budget request for animal regulation as submitted. Defense Budget Moved by Councilman Rubio, seconded by Councilman Decker (5250) and unanimously carried to increase object 440 from $2,000 to $4,000. Moved by Councilman Clark, seconded by Councilman Decker Adjourn and unanimously carried to adjourn to Wednesday, June 24, 1970, 8:00 p.m., in the Azusa Auditorium. Time of Adjournment 12:21 p.m. city a 4er Moved by Councilman Clark, seconded by Councilman Snyder Approved as and unanimously carried to approve the budget request Amended for Civil Defense (Account 5250) as amended. The budget request for Public Works (Account 5320) was Public Works presented. Budget (5320) Moved by Councilman Clark, seconded by Councilman Snyder Approved as and unanimously carried to hold object 420 in abeyance. Amended Moved by Coucnilman Decker, seconded by Councilman Clark and unanimously carried to approve budget request for Public Works (Account 5320) as amended, and holding object 440 and 420 in abeyance. The Acting City Administrator presented for review by the Council the re -organizational study as requested. The re -organization included the following: Water Department would be under the Supervision of the Director of Public Works. Light Department would become Light & Power Department and the Consumer Services would be under its jurisdiction. The positions of Director of Utilities and Working Line Foreman would be eliminated The function of Parks Supervision would be assumed by the Recreation Director and removed from under the Director of Public Works. The Central Garage would come under the supervision of the City Administrator and be removed from under the Director of Public Works. These recommendations and others contained in the report would result in a savings of over $35,000. The placing of the Water Department under Public Works would facilitate a better utilization of City equipment, and Engineering services. After discussion, it was Moved by Councilman Decker, seconded by Councilman Clark and unanimously carried by roll call to adopt the organi- zational study as presented, to be effective July 1, 1970, subject to maintaining the present existing job titles, placing the Building Department under the City Engineer, subject to recommendation of the Personnel Board as to salary, and deleting the recommended change of the Civil Defense Director (leaving this position with the City Administrator). Moved by Councilman Clark, seconded by Councilman Decker Adjourn and unanimously carried to adjourn to Wednesday, June 24, 1970, 8:00 p.m., in the Azusa Auditorium.
