SUBJECT: ADOPTION OF LIST OF POTENTIAL HISTORIC LANDMARKS
RECOMMENDATION
The City Council should adopt the attached resolution adopting a List of Potential Historic Landmarks.
BACKGROUND
The Cultural and Historic Preservation Commission and the City Council have recently held workshops
and public hearings to adopt a Historic Preservation Ordinance, and a List of Potential Historic
Landmarks to which the Preservation ordinance would apply. At the conclusion of the most recent
public hearing on this matter, held on October 2, 2000, the City Council directed that the List of
Potential Historic Landmarks be made voluntary.
In implementing this directive, Staff accomplished the following:
1. Sent a notice and ballot to all affected property owners on the Potential List with a deadline
for return of November 30 (see Attachment 1).
2. Sent a follow-up notice after the deadline to all property owners, advising property owners
that the City has received either an affirmative response, a negative response, or lack of
response (see Attachment 2).
It was made clear in the notifications that a lack of response would be counted as a "Yes" vote,
resulting in their property to be placed on the List of Potential Historic Landmarks. The resultant list
is attached to the resolution as Exhibit A. Property owners on this list have been notified of tonight's
public hearing by mail, and a notice has been published in the newspaper. The Cultural and Historic
Preservation Commission has reviewed the list, and has recommended adoption by the City Council.
For Council's information, a list of property owners who voted "no" is presented as Attachment 3.

NOTICE OF DECISION BY THE CITY COUNCIL
Dear Property Owner:
You were recently notified several times about public hearings being conducted before the Cultural and
Historic Landmark Commission and the City Council, concerning the adoption of a Historic Preservation
Ordinance and a List of Potential Historic Landmarks. Since these two items involve your property, we
would like to inform you of the City Council's final decision. On October 2, 2000, the City Council:
1. Adopted the Historic Preservation Ordinance
2. Instructed Staff to consult affected property owners if they want to be
on the List of Potential Historic Landmarks.
If you'll recall from previous notices mailed to you, the City's Cultural and Historical Landmark
Commission has worked hard on developing a List of Potential Historic Landmarks. If your
property is on this list, this means:
■ The Historic Preservation Commission could make advisory recommendations to you ifyou
make future improvements to your property. The City currently already reviews
improvement plans before building permits can be issued. By being on the List of Potential
Historic Landmarks, this would be one additional step.
■ The Commission may take no longer than 60 days for review in the case of property
improvements, and no longer than 180 days in the case of proposed demolitions.
■ If you choose not to consider the Commission's input, you may proceed with your project.
In the case of demolition, photo and/or other fonns of documentation of the site must be
undertaken and submitted to the City prior to demolition.
At the direction from the City Council, your response is requested regarding your preference to be on the List
of Potential Historic Landmarks. Please complete the enclosed form, and return it to the Community
Development Department no later than November 30, 2000. Please remember that if you do not
respond, your property will remain on the List of Potential Historic Landmarks. If you have any
