The City Council of the City of Azusa met in regular
adjourned session at the above time and place.
Mayor Solem called the meeting to order.

The City Administrator presented, as instructed by -Council,
the, proof for the advertisement the City had purchased
in the San Gabriel Valley Tribune, "Prospect '71"
Edition, for approval by Council.
Council discussed the picture of City Hall which was
used in the proof of the ad and reviewed alternative
pictures.
By consensus, Council approved the ad with the change
of picture.
The City Administrator reported on A.B. 1569, authored
by Assemblyman Harvey Johnson, which would allow cities
to voluntarily contribute toward the funding of a water
district. It was noted that this presently is allowed
for member cities of MWD and that the Bill would extend
this option to cities which were members of other districts.
r. Johnson had contacted the City Administrator and
sked that Council reconsider its opposition to the Bill.
After discussion, Council, by consensus, reaffirmed its
original position of opposition.
The City Administrator submitted a communication from
the Federal Power Commission which suspended the pre-
liminary rate increase proposed by Southern California
Edison Company and set a date for hearing on the request.
The proposed rate increase was suspended to October 29,
1971, at which date it would take effect, subject to
possible refunds to consumers, depending'upon the out-
come of the hearings.

Associate Planning Director Fitzsimmons presented the
budget requests for Budget Account {15070 (Planning).
He submitted to Council copies of Planning Commission
Resolutions No. 910 urging the approval of the request
for funds for updating the General Plan, and No. 911
urp;ing the approval of the request for a full-time P1an-
n±.rg Assistant.
Councilman Rubio entered the meeting at 8:37 p.m.
There ensued a considerable discussion on the possible
conflict of intention between Council's policy of
inspecting vacant buildings for structural soundness
and the section of the Business License Ordinance
which requires building inspection prior to the issuance
of a business license. The question involved the change
of ownership where the type of business Is continuous
at the same location.
Moved by Councilman Decker, seconded by Councilman Snyder
and unanimously carried to direct the City Clerk, City
Administrator and City Attorney to formulate a proposed
oo)!.cv with regard to the inspection of buildings for
the issuance of a business license where a business is
continuous and only the owhers are changing, and no
vacancy of the building has occurred.
After discussion upon the requests for additional per -
sonrnel and additional funds for the General Plan,
4equested by the Planning Department, it was
oved by Councilman Snyder, seconded by Councilman Decker
nd unanimously carried to approve the budget requests
for Budget Account #5070 (Planning), including the request
for a full-time Planning Assistant, omitting the request for
the temporary employee, and reducing Object Account 260
(General Plan and Census Data) to $10,000, excluding
Object Accounts 330 and 440.
The City Clerk presented the budget requests for Budget
Account #5030 (City Clerk). He asked that the request
for a second full-time Intermediate Typist Clerk be
removed and that the part-time Clerk position be re-
instated. This would effect a savings in personnel of
$2,;'12, reducing the personnel salary request to $31,208.
Moved by Councilman Decker, seconded by Councilman Rubio
and unanimously carried to approve the requests for
Bi.dget Account ,;15030 (City Clerk), with the change of
personnel as requested and the exclusion of Object Accounts
330 and 440.
The City Clerk presented the budget requests for.Budret
Account 115190 (Switchboard). It was noted that the
equested increase was approximately 50% of the current
udget. The City Clerk informed Council that a study
as under way for the possible reduction of un -needed
telephone services and thereby reducing the expenses.
Moved by Councilman Decker, seconded by Councilman Snyder
and unanimously carried that the budget requests for
Budget Account 115190 (Switchboard) be approved as sub-
mitted.
