Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. The Minutes of 5/17/71 and 5/24/71 were 5/24/71; Min. approved as submitted. The Cit— Clerk requested that of 6/1/71 appvd. a correction be made in the 6/1/71 Minutes, on page 1 as corrected regarding "Present at Roll Call", by changing the name 150 of Councilman "Clark" to "Solem". The Minutes of 6/1/71 were then approved as corrected. Inc. Councilman Snyder presented an award to Fire Battalion Service Award: Chief John Littlefield for 20 years service with the Fire Batt. Ch. City. J. Littlefield Fireman Bryan Smith being absent, his award for Serv.Award: 5 years service with the City was given to Fire Chief Fireman Bryan rrance for presentationito Fireman Smith. Smith e City Clerk announced that bids were opened Bid Award for n his office at 10:00 a.m. on Thursday, June 3, 1971, Additions & on additions and alterations to the Azusa Public Alterations to Library (Project ,#496). Hassett) The City Clerk presented the affidavit of proof of publication of the Notice Inviting Bids, published on May 5 and 12, 1971, in the Azusa Herald & Pomotropic. Hassett, low bidder; further, that Plumbing Deductive Alternate No. 1 (a circulation pump) not be exer- cised because of the extremely low cost. Moved by Councilman Clark, seconded by Councilman Snyder and unanimously carried by roll call to award the bid to Robert J. Hassett, low bidder ($70,350), and authorize execution of the contract and return of the bid securi- ties to the unsuccessful bidders after the contract has been executed. AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JUNE 7, 1971 r The hour of 7:30 p.m, being the time set for the public hearing on amendment to Sections 9206 and 9207 of the Municipal Code, and adding Sections 9220, et seq., there- to, establishing and adding a zoning classification known as "Planned Industrial Development Zone", as recommended by Planning Commission Resolution #904, the Mayor declared the hearing open. he City Clerk presented the affidavit of proof of pub- ication of the Notice of this hearing, published on /26/71 in the Azusa Herald & Pomotropic. A memo was received from the Planning Commission which stated that '. . this new zone is not intended to replace either of the existing industrial zones, but to provide for the orderly development of industrial areas that will preserve competitive industrial growth for the City's economic health, while assuring adequate levels of con- trol over development and performance standards to pro- vide developments that will be compatible with all surrounding uses; also, it is not intended at the present time to place any industry in this zone unless anyone wishes to relocate or it is "raw" land. Robert J. Strosser, member of VFW Post #8070, American Legion Post #180, and DAV PT -109, addressed Council and explained the history and present need for funds for.the Highway 66 Flag Program. , "Cappy" Johnson also addressed Council as a representative of the VFW and American Legion, and requested permission to solicit funds in the City on July 17 and 18, 1971, for the Highway 66 Flag Program, and further requested the City make a grant to the program of $500. Moved by Councilman Decker, seconded by Councilman Snyder and unanimously carried to approve the request for solic- itation, and to refer the matter of the requested grant of $500 to budget sessions, and with the approval of the City Attorney. Bob Hartunian of Western Disposal Co. addressed Council and asked for reconsideration of the extension of the rubbish contract. His original request had been for a en -year extension, and Council had offered a five-year xtension from 7/1/71. Mr. Hartunian submitted a list f cities that have awarded rubbish contracts for ten r more years and indicating rates. He also showed Council the amortization of his records upon the equip- ment which had been purchased, which was for a minimum of eight years. He requested that Council provide a ten- year extension instead of the five-year extension previously proposed, which in reality would only have been a four- year extension. This is because the original contract expires in August of 1972 and the five-year extension was from 7/1/71. Concert for one-half hour, with the flag ceremony to begin at 4:00 p.m. and ending approximately 5:00 p.m. fr.State Gas Upon questioning, he indicated that he needed no entitled: additional equipment and that the Elks Lodge would furnish a portable PA system and chairs for the Band, General Fund if necessary. Moved by Councilman Decker, seconded by Councilman Rubio and unanimously carried to file. Notice was received from Alcoholic Beverage Control of Person -to -Person and Premises -to -Premises Transfer of On - ale General (General Bona Fide Public Eating Place) icense from Pig IN Whistle Corp. to E. A recommendation was received from the Police Chief that the City adopt the program of "Project Divr­t" and assume the role of Fiscal Agent to receive State grants, at no cost to the City, in cooperation with the School District and County Departments, to help prevent juvenile delin- quency. Police Sergeant Felix Noriega appeared before Council and introduced Mr. and Mrs. Jerry Yaffe from the County Probation Department, Mr. Tony Sanchez from the County Department of Community Services, and Mr. John Kloster from the Azusa Unified School District. He explained the proposed program and asked that the City sponsor it and become the Fiscal Agent. This is because the California Council on Criminal Justice, who would supply the grant, has divided its funding to allow three-fourths of the total funds to go to city or county projects, and Ily one-fourth to private projects. If the City becomes e Fiscal Agent and sponsor, it would increase the ssibility of receiving the grant requested. The proposed grant would be $150,000. The grant would be based on a budget whereby the State would provide 60% of the revenue (the grant) and the community would provide 40% (in-kind services . The Church of the Brethren denomination has pledged 2,000 towards the program if it is funded by the State. Additional in-kind services contributions would be rendered through the School District, the City, and various County Departments. The program would operate for twelve months, with an additional six months antici- pated to evaluate its effectiveness. If the program proves to be effective and the State is satisfied, it is possible for re -funding on an annual basis for three years. There would be no expenditure of funds by the City, with the services of the Accounting Department and other officials being considered as in-kind services. The funds would be controlled and accounted for through the Accounting Department. Employees of the program would be hired by the City with all costs borne by the grant.
