Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilman Rubio, Decker, Snyder, Rolf. Call. Clark, Solem Also Present: Acting City Administrator Dangleis, Director of Public [:Yorks Wells, Deputy City Clerk Roehrich; Gregory A. Lins, Principal Administrative Analyst of Los Angeles County; James Cansler, Deputy Director of the Los Angeles County Department of Parks and Recre- ation; Councilmen and City Officials of the Cities of Irwindale, Duarte, and Baldwin Park Moved by Councilman Decker, seconded by Councilman Clark Council and unanimously carried to recess for dinner. recessed At 8:45 p.m., Council reconvened, and ,Mayor Solerr: called Council the meeting to order. reconvened As a result of discussions between Council, others present, Discussions Mr. Lins, and Mr. Cansler, the following was ascertained re: Santa Fe with regard to the proposed Santa Fe Dam Recreational Area: Dam Recre-,.. ational Area 1. It is necessary that Azusa join with the other three cities to form the Joint Powers Authority inasmuch as the Corps of Engineers has given to use the land, based upon accept- 1permission ance of all cities concerned. 2. Financing: The Joint Powers Authority would sell bonds for development. The County of Los Angeles must budget through their Parks and Recreation Department sufficient funds to pay the rent as established by the Authority to retire these bonds. This would amount to approximately one-fourth of one cent on the total County tax rate. history has shown that all County golf courses are showing a profit. 3. Time Elements: One year to develop plan; one and one-half years to start construction; and one to one and one-half years for the actual construction. Total estimated time: Three years from the formation of the Authority until the facility would be completed. The first stage of development would be the golf course and clubhouse, at a cost of approximately $3,000,000. This would be maintained and operated by the County Parks and Recreation Department. ' 4. Facilities: In addition to the golf course and cc uubhouse, the area would include equestrian facilities, picnic area, model hobby area, and the thought has been given to a mini -bike facility. But due to noise levels, big bikes would not be allowed. Due to the nature of the terrain (rock and gravel), water sports are not planned. After the discussion, an informal poll of Council members by the Mayor showed that, with the reservations of how much it will actually cost, and the approach of constructing 11 1 CORNHUSKER RESTAURANT AZUSA, CALIFORNIA TUESDAY, OCTOBER 5, 1971 Page 2 such a facility through a Joint Powers Authority rather than a vote of the people, all members of the Azusa City Council indicated they would be willing to discuss the matter further. Moved by Councilman Rubio, seconded by Councilman Clark Adjourn and unanimously carried that the meeting be adjourned.
