This City Council Meeting will be in-person and open to the public, observing strict COVID-19 safety
precautions. All those attending in-person are required to follow posted guidelines. Those wishing to participate
during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments
by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited
to no more than 250 words. Written public comments will be provided to the City Council and will be part of
the record but will not be read aloud.

NOTICE TO THE PUBLIC FOR REGULAR MEETING.
In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation
relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E.
Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police
Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.azusaca.gov. Persons who
wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a
card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time
will not be accepted.

B. PUBLIC PARTICIPATION
This time has been set aside for persons in the audience to make public comments on items within the subject
matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda
as an item other than a public hearing item. Members of the audience will have the opportunity to address the
City Council/Agency Board about public hearing items at the time the public hearing is held. Under the
provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but
may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public
comment has been received. Each person or representative of a group shall be allowed to speak without
interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules.
Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker
has completed his/her comments. Public Participation will be limited to sixty (60) minutes.

D. SCHEDULED ITEMS
1. PUBLIC HEARING – 2021 REFUSE AND ORGANICS RATE ADJUSTMENT.
RECOMMENDED ACTION:
1) Open the Public Hearing, receive public testimony, and close the Public Hearing;
2) Adopt Resolution No. 2021-C33 approving the annual refuse collection and organic waste recycling rate
adjustment for Athens Services effective retroactive to July 1, 2021.
2. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA
AMENDING SECTION 2-1 OF ARTICLE I OF CHAPTER 2 OF THE AZUSA MUNICIPAL
CODE, CHANGING THE GENERAL MUNICIPAL ELECTION DATE FROM MARCH OF
EVEN-NUMBERED YEARS TO THE STATEWIDE AND PRESIDENTIAL GENERAL
ELECTION, COMMENCING WITH THE NOVEMBER, 2022 ELECTION.
RECOMMENDED ACTION:
1) Waive further reading, read by title only and introduce Ordinance No. 2021-04;
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA
AMENDING SECTION 2-1 OF ARTICLE I OF CHAPTER 2 OF THE AZUSA MUNICIPAL CODE,
CHANGING THE GENERAL MUNICIPAL ELECTION DATE FROM MARCH OF EVEN-
NUMBERED YEARS TO THE STATEWIDE AND PRESIDENTIAL GENERAL ELECTION,
COMMENCING WITH THE NOVEMBER, 2022 ELECTION

3. RECEIVE PRESENTATION ON TAX INCREMENT FEASIBILITY (TIF) STUDY OUTCOME
AND PROVIDE STAFF DIRECTION ON NEXT STEPS.
RECOMMENDED ACTION:
1) Receive a presentation on the outcome of the feasibility of forming a Tax Increment Financing (TIF)
District; and
2) Direct Staff to release a Request for Proposal to retain a consultant to assist the City in the formation of
a financing district.
4. ADOPT RESOLUTION APPROVING THE SECOND AMENDMENT TO THE CITY MANAGER
EMPLOYMENT AGREEMENT.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2021-C34 of the City Council of the City of Azusa, California, Approving a
Second Amendment to the City Manager Employment Agreement (Sergio Gonzalez).
E. CONSENT CALENDAR – CITY COUNCIL
The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If
Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. MINUTES OF THE SPECIAL MEETING OF MAY 24, 2021.
RECOMMENDED ACTION:
Approve minutes as written.
2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED JUNE 17,
2021 THROUGH JULY 14, 2021.
RECOMMENDED ACTION:
Adopt Resolution No. 2021-C35 allowing certain claims and demands and specifying the funds out of which
the same are to be paid.
3. HUMAN RESOURCES ACTION ITEMS.
RECOMMENDED ACTION:
Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service
Rules and applicable Memorandum of Understanding(s).
4. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF MARCH 2021.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of March 2021.

5. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE
MONTH OF APRIL 2021.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Report for the month of April 2021.
6. CITY TREASURER’S ACCOUNTING OF ALL RECEIPTS, DISBURSEMENTS AND FUND
BALANCES FOR THE MONTHS OF MARCH AND APRIL 2021.
RECOMMENDED ACTION:
Receive, review, and file the City Treasurer’s Reports of Receipts, Disbursements and Fund Balances for
the months of March and April 2021.
7. AZUSA UNIFIED SCHOOL DISTRICT AND AZUSA POLICE DEPARTMENT SCHOOL
RESOURCE OFFICER CONTRACT FOR AUGUST 1, 2021 – JUNE 30, 2022.
RECOMMENDED ACTION:
Approve the agreement for the 2021/2022 school year between the Azusa Unified School District and the
Azusa Police Department, for the provision of law enforcement services at a shared cost; and authorize the
City Manager, or designee, to execute the agreement, in a form acceptable to the City Attorney, on behalf of
the City; and approve subject to non-substantive changes approved by the City Attorney and City Manager.
8. APPROVE EXECUTION OF AGREEMENT FOR THE CITY OF AZUSA TO EXTEND
CONTRACT SERVICES FOR CROSSING GUARDS WITH ALL CITY MANAGEMENT
SERVICES (ACMS).
RECOMMENDED ACTION:
Approve the extension of the Professional Services Agreement for a one (1) year term from July 1, 2021 to
June 30, 2022; and authorize the City Manager, or designee, to execute the agreement, in a form acceptable
to the City Attorney, on behalf of the City; and approve subject to non-substantive changes approved by the
City Attorney and City Manager.
9. AMENDMENT No. 1 TO MEMORANDUM OF AGREEMENT WITH THE SAN GABRIEL
VALLEY COUNCIL OF GOVERNMENTS FOR CONTINUED PARTICIPATION IN THE SAN
GABRIEL VALLEY NEIGHBORHOOD COYOTE MANAGEMENT PROGRAM.
RECOMMENDED ACTION:
Approve, and authorize the City Manager to execute subject to City Attorney approval as to form,
Amendment No. 1 to the Memorandum of Agreement between the San Gabriel Valley Council of
Governments and the City of Azusa for continued participation in the San Gabriel Valley Neighborhood
Coyote Program.

10. AWARD CONTRACT TO REMODEL AZUSA LIGHT AND WATER BUILDING, SUITE 2B FOR
RELOCATION OF PUBLIC WORKS ENGINEERING DIVISION.
RECOMMENDED ACTION:
Award a not-to-exceed contract in the amount of $107,000 ($97,275 contract amount + 10% contingency for
change orders) to RS Construction and Development, Inc. for the remodeling of Suite 2B in the Azusa Light
and Water building; and Authorize the City Manager to execute a contract, in a form acceptable to the City
Attorney, on behalf of the City.
11. REQUEST TO INCREASE FISCAL YEAR 2020/21 BLANKET PURCHASE ORDER FOR BEST
BEST & KRIEGER.
RECOMMENDED ACTION:
Approve an increase to the Best Best & Krieger Blanket Purchase Order #033215 for Fiscal Year 2020/21 to
a not-to exceed amount of $270,000.
12. ADOPT LATERAL POLICE OFFICER AND POLICE DISPATCHER RECRUITMENT
INCENTIVE PILOT PROGRAM.
RECOMMENDED ACTION:
Adopt Resolution No. 2021-C36 authorizing a Lateral Police Officer and Lateral Police Dispatcher
Recruitment Incentive Pilot Program.
F. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS.
1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY
DATED JUNE 3, 2021 THROUGH JULY 14, 2021.
RECOMMENDED ACTION:
1) Adopt Resolution No. 2021-R10 allowing certain claims and demands to be paid out of Successor
Agency Funds.
2. REQUEST TO APPROVE AN EXCLUSIVE SALES LISTING AGREEMENT FOR 975 WEST
FOOTHILL BOULEVARD WITH CBRE INC.
RECOMMENDED ACTION:
Approve a listing agreement with CBRE Inc., to list and market the City’s property and negotiate an
agreement/s for the sale of the property; and Authorize the City Manager to execute, in a form acceptable to
the City Attorney on behalf of the City.
G. ADJOURNMENT
The meeting will be adjourned in memory of Connie Chavarria, Lifelong Azusa Resident. We adjourn in
solemn honor of those Azusans who we’ve lost to Covid-19.
