HomeMy WebLinkAboutE-12 Staff Report - Senior Center Walk In Refrigerator_Freezer ReplacementCONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, COMMUNITY RESOURCES DIRECTOR DATE: AUGUST 16, 2021 SUBJECT: APPROVAL OF PURCHASE/INSTALLATION OF WALK IN FREEZER/REFRIGERATOR AT SENIOR CENTER BACKGROUND: The walk in freezer/refrigerator at the Senior Center is the original, which was installed when the Senior Center was built over 25 years ago. The equipment has become difficult to service and maintain. More recently, the unit has failed to maintain proper temperature on a consistent basis. It is imperative to our Senior Nutrition Program and the Senior Center operation to have a functioning freezer/refrigerator and therefore the unit needs to be replaced. Staff has been researching vendors for the replacement. There has been difficulty locating vendors that perform this type of work and subsequently in making contact with qualified vendors. In conjunction with Facilities staff, the same vendor who installed the walk in at Smart and Final was contacted. Based on responsiveness of the vendor and urgency of the replacement, this action approves the purchase and installation of a new walk in freezer/refrigerator through that vendor. RECOMMENDATION: Staff recommends that City Council take the following action: 1) Approve purchase/installation of Senior Center walk in freezer/refrigerator from L & B Installation in an amount not to exceed $40,400. This includes a 10% contingency for unforeseen costs. ANALYSIS: The walk in freezer/refrigerator at the Senior Center is very old and has been becoming increasingly difficult to maintain and repair. Recently, the unit has been unable to consistently maintain the required temperatures to operate the Senior Nutrition Program. Staff has researched vendors and had difficulty in finding vendors who perform this type of work and/or receiving a response. That vendor has been responsive and staff was able to confirm the quality of the workmanship and product. Due to the urgency of this replacement, staff is requesting approval of the purchase/installation of the walk in freezer/refrigerator from L & B Installation. The vendor understands the urgency of the replacement and will place the equipment order as soon as a purchase order is provided. Lead time on the equipment is 7-8 weeks and installation is estimated to take two days. The new unit is projected to save up to 35% electricity based on efficiency and insulation and therefore the cost will be covered by Light and Water Public Benefit Fund. FISCAL IMPACT: The estimated $40,400 cost for the project was included in the FY2021-22 approved budgeted under Public Benefit Fund account number 24-40-739-082-6625.
