All those attending in-person are required to follow posted guidelines. Those wishing to participate during Public Comment may do so in-person at the Azusa Auditorium, or may submit written public comments by emailing PublicComment@azusaca.gov. Emailed public comments are due by 5:30 p.m. and shall be limited to no more than 250 words. Written public comments will be provided to the City Council and will be part of the record but will not be read aloud. General public comment will be provided for during the regular portion of the meeting beginning at 7:30 P.M. 1. In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Presentation of Certificates of Appreciation to all who contributed to the 2021 Kathy’s Cool Cuts for Kids Event. 2. Presentation of Certificate of Recognition to Sandals Church. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The Council/Agency Board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. 9/20/2021 - 3 - C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications. D. SCHEDULED ITEMS 1. APPROVAL OF A RESOLUTION NOMINATION TO THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY REPRESENTING CITIES WITH PRESCRIPTIVE WATER PUMPING RIGHT. RECOMMENDED ACTION: 1) Approve Resolution No. 2021-C40 Nomination of Mayor Robert Gonzales to represent cities with prescriptive water pumping rights on the Board of the San Gabriel Basin Water Quality Authority. E. CONSENT CALENDAR – CITY COUNCIL The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF JUNE 21, 2021. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED AUGUST 12, 2021 THROUGH SEPTEMBER 15, 2021. RECOMMENDED ACTION: Adopt Resolution No. 2021-C41 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. APPROVE THE PURCHASE AND INSTALLATION AIR GUARDIAN UV-C AIR FILTERS FOR VARIOUS CITY FACILITIES. RECOMMENDED ACTION: Waive purchasing procedures as authorized under Azusa Municipal Code Section 2-520 and approve the purchase of 17 Air Guardian UV-C air filtration units in the amount not to exceed $61,000 from Alliance Electrical Systems; and Authorize the City Manager to execute a purchase agreement with Alliance Electrical Systems for the purchase of the 17 Air Guardian UV-C air filtration units. 9/20/2021 - 4 - 5. ADOPT A RESOLUTION APPROVING THE CITY OF AZUSA’S QUALITY ASSURANCE PROGRAM FOR STREET AND HIGHWAY CONSTRUCTION. RECOMMENDED ACTION: Adopt Resolution No. 2021-C42 approving the City of Azusa’s Quality Assurance Program for Street and Highway Construction. 6. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF JUNE 2021. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of June 2021. 7. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF JULY 2021. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of July 2021. 8. ACCEPTANCE OF PROJECT COMPLETION AND AUTHORIZATION TO FILE A NOTICE OF COMPLETION FOR THE CITYWIDE CONCRETE IMPROVEMENTS PROJECT. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the Citywide Concrete Improvements Project. 9. DECLARATION OF SURPLUS PROPERTY PURSUANT TO AB 1486 – APN: 8684-013-909, IN THE CITY OF AZUSA, CALIFORNIA, COUNTY OF LOS ANGELES; AND DECLARING THAT THE PROPERTY IDENTIFIED AS ASSESSOR’S PARCEL NUMBER 8684-013-923 IN THE CITY OF AZUSA, CALIFORNIA, COUNTY OF LOS ANGELES IS NOT SURPLUS LAND. RECOMMENDED ACTION: Find that the declaration of surplus property is exempt from environmental review pursuant to the California Environmental Quality Act; and adopt Resolution No. 2021-C43 declaring that the property identified as APN: 8684-013-909 is surplus land and is no longer necessary for the City’s use, that the property identified as APN: 8684-013-923 is not surplus land, approving the form of Notice of Availability attached to the resolution, and directing the City Manager to follow the procedures set forth in the Surplus Land Act, California Government Code Section 54220, et seq., as amended by AB 1486, for the lease of surplus land. 10. CONSIDERATION OF AZUSA CHAMBER OF COMMERCE CONTRACT FOR FISCAL YEAR 2021-2022. RECOMMENDED ACTION: Authorize Staff to finalize and execute the Agreement Regarding Azusa Chamber of Commerce Funding and Support between the City of Azusa and the Azusa Chamber of Commerce for a three-year term at a funding level of $44,493 for Fiscal Year 2021-2022, which is the same funding level as Fiscal Year 2020- 2021; and Authorize the City Manager to execute the contract, in a format acceptable to the City Attorney, on behalf of the City. 9/20/2021 - 5 - 11. APPROVE THE PURCHASE OF A NEW STREET PAINTING TRUCK AND ATTACHMENTS. RECOMMENDED ACTION: Waive purchasing procedures as authorized under Azusa Municipal Code Section 2-539 and approve the purchase of a 2022 Ford Super Duty F-450 and proposed attachments in the amount not to exceed $130,135.94 from National Auto Fleet Group; and Authorize the City Manager to execute a purchase/service agreement with National Auto Fleet Group for the purchase of the 2022 Ford Super Duty F-450 and proposed attachments. 12. AUTHORIZATION TO SOLICIT REQUEST FOR PROPOSALS – SEWER MASTER PLAN. RECOMMENDED ACTION: Authorize staff to solicit Request for Proposals for the development of a Sewer Master Plan. 13. PURCHASE OF FOUR (4) 2022 FORD POLICE INTERCEPTOR VEHICLES. RECOMMENDED ACTION: Approve the purchase four (4) 2022 Ford Police Interceptor SUV vehicles from National Auto Fleet Group, 490 Auto Center Drive, Watsonville, CA 95076 in an amount not to exceed $154,671.65; and Approve the purchase of this vehicle based on the competitive bid process completed by the County of Los Angeles as authorized under AMC Section 2-521, from which they ordered Ford Police Interceptor Vehicles under NJPA contract #120716-NAF. 14. REQUEST TO APPROVE PURCHASE OF MOBILE DIGITAL COMPUTERS FOR THE POLICE DEPARTMENT. RECOMMENDED ACTION: Approve the purchase of thirty-five (35) Mobile Digital Computers from Airwave Communications. 15. REQUEST TO APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH SCIENTIA CONSULTING GROUP. RECOMMENDED ACTION: Approve Professional Services Agreement with Scientia Consulting Group in a not to exceed annual amount to $85,550; and authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on behalf of the City; and waive the competitive bidding process as authorized under Azusa Municipal Code Section 2-517(38) – Computers, Computer Components and Services; and approve any necessary budget amendments and adjust the current fiscal year budget accordingly. F. SECOND READING ORDINANCES 1. SECOND READING AND ADOPTION OF AN ORDINANCE AMENDED AND RESTATED ORDINANCE REVISING CHAPTER 2, SECTIONS 2-529, 2-530, 2-532(i) AND 2-537(d)(e)(f) RELATED TO BIDDING THRESHOLDS FOR PUBLIC WORKS CONTRACTS. RECOMMENDED ACTION: 9/20/2021 - 6 - 1) Read by title only, second reading and adoption, Ordinance No. 2021-05: Ordinance No. 2021-05: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING AND RESTATING ARTICLE VII, CHAPTER 2, SECTION 2-529 OF THE AZUSA MUNICIPAL CODE RELATING TO BIDDING PROCEDURES FOR VARIOUS PUBLIC PROJECT AMOUNTS. G. CONSENT CALENDAR - SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED AUGUST 12, 2021 THROUGH SEPTEMBER 15, 2021. RECOMMENDED ACTION: 1) Adopt Resolution No. 2021-R12 allowing certain claims and demands to be paid out of Successor Agency Funds. H. ADJOURNMENT The meeting will be adjourned in memory of Uriel E. Macias, Lifelong Azusa Resident & Former Councilmember, Henry Ibarra, Helen R. Barrios, Vivian Alderete, and Pastor Jack Rory Montoya, Lifelong Azusa Residents. We adjourn in solemn honor of those Azusans who we’ve lost to Covid-19.
